The Upper Front Range Transportation Planning Region has no objection to the Towns requests. Letters and other appropriate documentation from Eaton and Severance are attached along with a map outlining the proposed new boundary. We have confirmed with the Colorado Department of Transportation that there are no projects in the 2030 UFR constrained plan within the proposed boundary changes that will be funded in the foreseeable future. Also, because both the UFR and NFR are in the process of performing 2035 transportation plan updates, there will be no conflicts in projects due to boundary changes. • If you have any questions, please contact Drew Scheltinga,Weld County Engineer, at 970-304-6497, extension 3750. After much discussion the Town Board of Trustees decided it would be advantageous to the Town of Severance to belong to the North Front Range MPO. Therefore at this time the Town of Severance requests the Upper Front Range's permission to move our membership to the North Front Range MPO and change the boundaries as per the enclosed map. Carsten Town Administrator Enclosure GAC:clv ancoy oiat.ed 1892 TOWN OF EATON,COLORADO RESOLUTION NO. 2007-02 AUTHORIZING THE MAYOR AND TOWN ADMINISTRATOR TO PETITION 1'HE NORTH FRONT RANGE TRANSPORTATION AND AIR QUALITY PLANNING COUNCIL FOR MEMBERSHIP. WHEREAS,the North Front Range Transportation and Air Quality Planning Council has the mission to promote regional transportation and transportation related air quality planning, cooperation, and coordination among federal, state, and local governments within a certain geographical area referred to in the Articles of Association as the "Area;"and WHEREAS, membership within the Council is based upon the recognition that people within the AREA form a community bound together physically,environmentally,economically,and socially; and WHEREAS,the Council has the purpose,through its participating membership,to provide local officials with a means of responding more effectively to regional and state transportation and transportation related air quality issues and means; and WHEREAS,pursuant to the Articles of the Council,any general purpose local government within the area may be admitted as a member of the Council upon affirmative vote of a majority of the Council; and WHEREAS,it has been determined by the Town Board that it would be in the best interests of the Town of Eaton that the Town become a member of the Council. NOW, THEREFORE,BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF EATON, COLORADO, that the Mayor and the Town Administrator shall be authorized to petition the North Front Range Transportation Air Quality Planning Council for membership on the Council. Section 1. If any section, paragraph, clause, or provision of this Resolution shall for any reason be invalid or unenforceable, the invalidity or unenforceability of such section, paragraph, clause, or provision shall not affect any other remaining provisions of this Resolution. Box 758 Greeley, CO 80632 Dear Mr. Masden: The Town of Eaton has passed a resolution asking to join the North Front Range Metropolitan Planning Organization(MPO). The Town therefore needs to withdraw from the Upper Front Range Transportation Planning Region(UFRTPR), and this letter serves as the Town's request to make that change. We would appreciate receiving confirmation from you that this action has the concurrence of the UFR. I have enclosed a map that shows the boundaries of the proposed addition to the MPO geography which, as required by Federal guidelines, includes the area expected to be urbanized within the next 20 years. I recognize that the Town has a project(H1-1)in the UFR fiscally constrained Plan,but its low ranking means that it will not be funded through that Plan in the foreseeable future.
