Box 758 Greeley,CO 80632 Attn: Ester(lesick Re: Berthoud Gun Club Thank you in advance for the opportunity to comment on the Berthoud Gun Club. We have lived in Berthoud for 34 years. We've owned the I60-acre farm to the west of the Gun Club since January 1985 and have also owned the 450-acre farm to the cast and south. Since my residence is due east. County Road 42 1/2 serves as my access to the farm. We have owned the property my residence sits on since 2001. so you could say that I have some knowledge of the Berthoud Gun Club. I think it is important to tell you what I am not: I am NOT a nosey neighbor; I am NOT anti-gun. I and. however. concerned about what's been going on at the Gun Club over the last few years. I. Installation of huge lights that can be seen from 1-25. 2. My kids and grandkids get hit with pellets when they ride their bicycles on County Road 42 %. When I expressed concern over this issue, a sign was installed that read "Caution, Gun Club". 3. High-powered rifles are being tired. 4. Mere was never any shooting after dark until the installation of the huge lights. 5. County Road 42i/ often becomes a"parking lot"due to inadequate parking available on the Gun Club property. Ibis becomes an ingress and egress issue fbr f arum equipment onto my term property located west of the Gun Club. 6. From 1985 to approximately 2000 there was minimal use of the Gun Club. Use consisted of once or twice a month, mostly during bird hunting season. Since 2000 there have been closures of two other gun clubs, and with that. a drastic increase of membership at the Berthoud Gun Club. It is my opinion that that was around the time that things started changing for the worse. Thank you, again. for the opportunity to provide some feedback in connection with the Gun Club. A facility like this needs to undergo the same approval process as anyone else so that the interest of everyone in the community is taken into consideration. As it is,the gun club has been allowed to operate the last 18 months despite the fact the county has formally declared them to be out-of- compliance with the land use code. This type of disrespect for regulations suggests that perhaps the facility does not have the capacity to be operate safely and with regard for others in the community. I am opposed to the illegal use of this facility. Not only have previous expansions occurred without proper oversight from the county, but their current request for expansion threatens to prevent the development of the adjacent Green Acres property in which 1 have an interest. It would be great loss to the community as a whole, if the Green Acres property could not be developed just to allow this facility, which does not comply with the land use code,to extend its operations. Markham 0650 Hwy 56 Berthoud, Colorado Subject: Berthoud Gun Club USR I live just Northeast of the Berthoud Gun Club and would like to express my concerns with the increasing usage, noise levels and night lights intrusion into my private residence. I moved here with my wife in 1984. At that time the noise of gunfire was minimal; usually occurring once or twice a week mainly in the fall prior to hunting season and ususally over by supper time. As the years passed the usage increased to most days of the week and sometimes went until dusk. The type of weapons changed such that the noise was quite startling, especially if the humidity and wind direction were optimal for sound transmission. Then, in 2004 night lights were added. The gunfire went on most days of the week year round and went until after 9:00 pm and ocassionally until around 11:00 pm. This was most disconcerting. Any outdoor activity such as gardening, cookouts, or gathering of acquantance was impossible as it was ruined by the incessant gunfire. Sitting out in the evenings was also ruined not only by the gunfire but also by the lights which were very bright and blocked out looking at the stars. My wife and I wanted to live in the country were one can be outdoors as much as possible enjoying the best of the farm/country life but that is now impossible. Most evenings I must stay indoors with a fan on such that the fan noise masks the noise of gunfire. In my opinion the Board of Commissioners, as part of the USR, should : - impose reasonable hours on the club usage - limit the type and caliber of weapons being fired: It is much more challenging to hit the piece of clay with a 20 gauge as opposed the the 10 and 12 gauge guns being used now. Weapons such as AK-47's which are reputed to have been fired should be made against the law -eliminate the night lights or at a minimum put shades on them such that the light is restricted to the club boundaries. -address issues such as lead containment, safety of neighbors children, adherence to NRA standards, etc.. I am not opposed to guns and believe the community should have a place to practice using them but when their activity intrudes into others personal space it is time to take action. The community is growing around the gun club and will continue to do so in the future. A six lot subdivision was just completed adjacent to my residence adding to the rooftop density projection. If you moved in next to me and I began to play a boom box all day long and into the evening at top volume, believe you me you would take action. Thank You. Dear Commissioners: I'm writing in regards to the Berthoud Gun Club's application for permission to operate a gun club. I have three main concerns: First, I'm concerned about the BGC's inability to meet numerous safety standards as set forth by Weld County, the National Rifle Association, and the Naitonal Skeet Association simply because they're parcel of land is to small. The comprimise of safety is not envisioned in the Weld County Land Use Code, and is a danger to the surrounding neighborhood. Second, the noise coming from the gun range is not compatible with our neighborhood, and does not belong on the edge of Berthoud City limits. Can you imagine what fifty shotguns going off at 9:00 at night would sound like in your neighborhood? The noise is so loud at my friend Jeff Riley's house that his family cannot escape the noise even on the inside of his home. Third, the gun club has blatantly violated numerous Weld County regulations, they've been less than truthful in the past about their operation, and they're currently violating numerous conditions that allow for their current existence. These past and current actions make me believe this is not the type of organization that can be trusted to operate a gun range in such close proximity to so many houses. I hope you seriously consider my concerns regarding safety, noise, and the gun club's past practices and deny this application. Box 758 Greeley, CO 80632 Dear Board Members, I am writing to express my concerns and frustration with the Berthoud Gun Club. My wife and I live 1 mile north east of the Gun Club in a restored schoolhouse where we raise our 5 children. I have lived there since 1987. I was hardly aware of the facility until about 2 years ago when there appeared bright lights and the sounds of gunfire late into the evening, particularly Wednesdays. The repeated sounds of rifle fire would keep both my wife and I awake until we closed the windows to our bedroom and suffered the summer heat. Our professions, teacher and hospital technologist, require us to rise early in the morning, and losing sleep suffering in our sweltering home has negatively impacted our lives. I contacted the Berthoud Police Department last year to complain about the noise, and was surprised to find out that it was not used for their police training nor was it under their jurisdiction. The noise continues and my wife and I no longer take evening walks down our street(Weld County Road 3) or sit on our deck when the club is active because we are nervous that a stray bullet could strike us. This has diminished our experience of country living. It has just come to my attention that the Berthoud Gun Club has prompted other complaints from its neighbors and may have illegally expanded its operation at about the time the lights, noise, anxiety and inconvenience intruded upon our lives. We respectfully request that the Board restrict the Berthoud Gun Club's activities, and apply all requisite noise and safety laws (and decreased evening availability)to its continued operation. My wife and I, as well as our four children, have lived on Springhill Lane just west of the Berthoud Gun Club for the past 24 years. I was made aware of the controversy more than a year ago and decided that the best way to make a decision was to go to the gun club and observe. It was the first time I had ever stepped foot on the club property. What I found was a family atmosphere, professionally managed with an emphasis on safety and cleanliness. A great group of people, both young and old, gathers there to participate in this wholesome activity. This club is unique in this day and age in that it allows people to do more than just watch television, or for the younger group, play video games and surf the web. My observation is that it is a safe, wholesome, competitive sport and we are fortunate to have it in our Berthoud community. From a distance of a quarter of a mile, we have not found the sound the least bit offensive and in fact, we feel that it adds to the atmosphere of this farm community. We are also located within half a mile of the train tracks and have grown accustomed to the sound of the passing trains, as well as our neighbor farmers baling hay at midnight three to four times per summer and corn dryers running 16 hours per day in the fall. These sounds, like those we hear from the gun club, are all part and parcel to living in this rural community. We are of the opinion that if the Berthoud Gun Club continues to exercise the same common sense and safety as they have shown in the past, they will continue to have a positive impact on maintaining the distinctive environment we all appreciate in the Berthoud area. The shotgun range has had mitigations installed to bring the range into compliance with the NRA and 4-H guidelines fora safe shotgun range which is acceptable for practice and competition. The.22,rim fire and black powder range has an acceptable back stop and is considered to be safe and acceptable for competition and practice. The archery range is bordered on the south by a large irrigation ditch which well controls access to the range. My wife and I, as well as our four children, have lived on Springhill Lane just west of the Berthoud Gun Club for the past 24 years. I was made aware of the controversy more than a year ago and decided that the best way to make a decision was to go to the gun club and observe. It was the first time I had ever stepped foot on the club property. What I found was a family atmosphere, professionally managed with an emphasis on safety and cleanliness. A great group of people, both young and old, gathers there to participate in this wholesome activity. This club is unique in this day and age in that it allows people to do more than just watch television, or for the younger group, play video games and surf the web. My observation is that it is a safe, wholesome, competitive sport and we are fortunate to have it in our Berthoud community. From a distance of a quarter of a mile, we have not found the sound the least bit offensive and in fact, we feel that it adds to the atmosphere of this farm community. We are also located within half a mile of the train tracks and have • grown accustomed to the sound of the passing trains, as well as our neighbor farmers baling hay at midnight three to four times per summer and corn dryers running 16 hours per day in the fall. These sounds, like those we hear from the gun club, are all part and parcel to living in this rural community. We are of the opinion that if the Berthoud Gun Club continues to exercise the same common sense and safety as they have shown in the past, they will continue to have a positive impact on maintaining the distinctive environment we all appreciate in the Berthoud area. However there are a few, items for which we would like to make changes.. Item number 3. Which was recommend and approved by the Planning and Zoning Commissioners: Stating the hours of operation to be from 8:00 AM to 9:00 PM Monday, Tuesday, Thursday, Friday, and Sunday. (Berthoud Gun Club would agree with their recommendations except that we would desire these hours to be Sunday through Saturday from 8:00 AM to 9:00 PM. Except the trap/ 5 stand range (Shotgun range) would be close to shotgun shooting (only) any time the transfer station would be open for operation. (Note: The 22/muzzle loader range and archery range do not interfere with any safety issues with transfer station.) Most notable, is the fact that various 4-H groups, Boy Scouts and Colorado Youth Outdoors, use these facilities particularly on Wednesdays after 4:00 PM and all day Saturday. (The Shotgun range would be open after 4:00 PM when the transfer station closes.) Item number 4. Seems unreasonable to close a recreational facility on federal and state holidays. Item number 5. (This is a declarative statement that needs explanation.) (May be best to strike this item) • • Item number 7 There shall be no firearms of any caliber over the caliber of.22 "on the rifle/22 range"with the exception of muzzleloaders per 4-H regulations, used at this facility at any time. (25-12-109) All other areas not address specifically above with this document, so long as it does not supersede the Colorado State Law for shooting ranges (25-12-109), the Berthoud Gun Club Inc would agree to the requirements set forth • • Weld County Commissioners Meeting:Berthoud Gun Club Hearing Availability of and access to shooting ranges are growing problems for hunters, hunter • education classes, shooters and youth shooting sports participants in Colorado. Development continues to crowd out or swallow up shooting ranges,both formal and informal, around the state. Colorado has over 200,000 hunting license buyers, and they need to have access to shooting ranges for firearms practice and education. A required part of every hunter education class is the live-fire where students are required to demonstrate safe firearms handling and operation and must fire at least 10 rounds of ammunition. In order to meet this requirement, hunter education classes must have access to shooting ranges around the state.
