Thank you for your time on Friday morning,June 15,2007 to discuss the scope of work you
anticipate for year 2007. At your request, CTLIThompson, Inc. is pleased to provide our
estimated test frequencies and fee estimate for asphalt testing services for various
maintenance overlay projects located throughout Weld County,Colorado. You provided us
with the 07 Paving Schedule for our use in developing our estimated test frequencies of
services and fee estimate. The 07 Paving Schedule indicated approximately 47,560 tons of
asphalt is planned beginning on June 25,2007 and extending the remainder of year 2007.
We understand our scope of services for asphalt testing will consist of field density testing
as well as laboratory testing. Our engineering technicians will be available on an on-call
basis as needed to support the Weld County field staff to perform field compaction testing of
asphalt.For the purpose of our fee estimate,we have assumed 15 nuclear field density tests
per week to supplement density testing performed by Weld County. In general,we anticipate
our services for asphalt testing will consist of the following.

We anticipate that Weld County will use our estimate for the basis of establishing a budget
for the project and to issue a purchase order for our asphalt testing services. Our work
performed,estimated scope of services and associated fees will be conducted according to
the terms and conditions of our professional services agreement with Weld County Public
Works Department(Weld County Proposal No.B07-00069;executed April 17,2007)as well as
the Amended Fee Schedule(letter dated June 11,2007).
Our total estimated fee for asphalt testing is 517,405.00. It should be emphasized that this
estimate is based upon assumptions of actual quantities and contractor's schedule. The fee
will be charged only for the actual hours and unit rates presented for tests and observations
requested by the owner,contractor or subcontractors who schedule the services.
