This application has been prepared by established guidelines found in the Weld county
• code, Section 23-2-260, Use by Special Review Application Requirements,and the most
• current Weld County Procedural Guide for a use by Special Review Application as found
• on the Weld County Web site.
• 1. Explain in detail,the proposed use of the property.
The current parcel is generally described as being in the Northwest '/4 of the
• Southeast '/of section 17 R66 W T10N Weld County Colorado. La Familia
• Broadcasting proposes to place 3 broadcasting towers. The towers will be 375
• feet in height. Also proposed for the site is a transmitting building.
• 2. Explain how this proposal is consistent with the intent of the Weld County
• Code chapter 22 (Comprehensive Plan)
This proposal is consistent with Chapter 22 of the Weld County Code as it is in a
somewhat isolated location;has good vehicle access; does not create pollution; is
• outside of any urban growth boundaries; does not interfere with agricultural uses;
is a cost effective service and facility; is compatible with surrounding land use in
terms of use,traffic,density, scale, dust and noise; is suitable for the land;
• •
provides information to and among the citizens and businesses of Weld County;
• facilitates Weld County businesses and produces tax and other revenues for the
• county; has no affect upon water or air quality; as a radio communication tower, it
minimizes interference with agricultural uses,rural settlement patterns and
• existing residential communities; is compatible with existing and future land uses;
• appropriate infrastructure exists which provides adequate access; will be in
• compliance with all Federal, State, and County statutes, regulations and
ordinances.

• 3. Explain how this proposal is consistent with the intent of the Weld County
• Code, Chapter 23 (Zoning) and the zone district in which it is located
• The Weld County code specifically provides for this type of use to be by special
• review in the Agricultural Zone.

4. What type of uses surrounds the site? Explain how the proposed use is
• consistent with and compatible with surrounding land uses.

• Agricultural and rural residential uses surround the site. The nearest residential
• structure located off the property is approximately 'A mile from the property
boundaries. Currently, the average size of the adjacent properties is 136 acres.
The smallest adjacent parcel is 80 acres in size.

1. Existing or approved towers cannot accommodate the telecommunications
equipment planned for the proposed tower.
We have three directional towers planned and there are no other towers in the area
that can accommodate our needs.
2. The tower shall not constitute a hazard to aircraft.
The towers will be equipped with flashing strobe lights and red beacon lights to
prevent any hazardous situation with aircraft.
3. The tower shall be placed on the property to contain on site all ice-fall or debris
from tower failure.
The towers will be placed in a secluded area,at least 2,500 feet from the nearest
structure
4. The proposed tower shall provide for shared capacity, if technically practicable.
The proposed tower does provide for shared capacity and welcomes the opportunity if
• it exists.
5. The tower shall have the least practicable adverse visual impact on the
environment.
The towers will be painted a flat light grey color.
6. The proposed tower shall not emit radiation that will adversely affect human
health.
The proposed tower will not emit harmful radiation that would adversely affect
human health.
7. The proposed tower shall be the minimum height needed to accommodate the
antenna.
The proposed towers are no more in height than needed to accommodate needs.
8. The proposed tower shall comply with all applicable federal and state regulations.
The proposed tower will comply with all federal, state, and local regulations.

• 9. The design of the proposed tower shall insure structural integrity.
The proposed tower will be designed by a professional company that has been in
business for several years.
10. The proposed tower shall have adequate measures to discourage unauthorized
climbing and to insure the security thereof.
The towers will be protected by a chain link fence surrounding the towers.
11. All reasonably possible sites for the tower have been considered, and the
proposed site is the most appropriate, available site from a land use prospective.
The owners have been in the radio business for over 40 years. When they
purchased the property a couple of years ago it was with the intention of placing a
tower on the site. The site was chosen because of its secluded features.
12. The proposed tower shall not adversely impact wildlife.
The proposed towers will not adversely impact wildlife because the impact to the
ground will be minimal.

• 2. Antenna towers should be painted or coated in non offensive colors that blend,to
the extent possible, with the surrounding buildings and natural environment
unless state or federal regulations require specific colors.
The towers will be painted in a flat light grey color.

Tower design is based on EIA/TIA-222F standards for a 85 MPH wind with
S ice with a reduction in wind speed allowed
Guyed towers are extremely slender structural members subjected to both
lateral and vertical loads. The lateral loads are produced by the wind. Tower
weight and the vertical component of the guy wires produce the vertical
loads. These combine to produce, in the event of collapse, the primary failure
mode of buckling. That is, the tower mast tends to collapse upon itself rather
than lay straight out. Variables which have an impact on the orientation of the
collapsed debris include, but are not limited to, member sizes, guy wire sizes,
face dimensions, bracing scheme, guy anchor distances, the type of loading,
and the direction of the winds relative to the mast.
Historical data indicates that this type of tower generally collapses with debris
landing less than 48% of the tower height from the base of the structure. This
value would produce a fall radius of 190' for a 395' tower.

• The location near Nunn is well outside of the airport influence area boundary, and is far enough away that I do not see any
•erect impacts on the airport. However, since the proposed tower is over 200' in height, the Federal Aviation Regulations

• other aircraft operations in the area. This normally takes about 60 days after the forms are filed with the FM. Although we
can assist Mr. Loya with how and where to file the forms, since it is so far removed from our property, we cannot submit it
for him. I would encourage Weld County to require the airspace study to be complete before a final decision is made to
• permit the tower, as there is always a chance that the Federal Aviation Administration may recognize it as an airspace
hazard. Please let me know if you need any additional info for now.

approved by the appropriate FAA Office prior to any construction so that all FAA entities including Air Traffic Control, Flight

area. This process can take up to 90 days from the date of submittal, however you will usually get a response within 60
• days. The antenna may seem to be harmless to aviation, but until it is evaluated by the FAA there is no way to tell for sure.

Good afternoon Roger;
The proposed towers are for the purpose of optimizing the coverage of station KRND Fox Farm,
Wyoming.
The FCC (Federal Communications Commission) rules set the maximum power for the
frequency of I630kHz at 10 kW and the power cannot be increased to improve the coverage.
Therefore it has been determined that it is necessary to move the transmitter towers closer to the
center of the population at the proposed communications site.
The signal can be improved by increasing the antenna height and for the frequency of 1630 kHz
the maximum predicted signal is reached at the proposed tower height.
• The signal can also be improved by focusing it in the directions where the population is
significant and cutting it off in the other directions. A single tower would make a signal that is
essentially equal in all directions therefore three towers are proposed to allow cutting off the
wasted signal west into the mountains and east over the grasslands and instead push that signal
north and south along the populated corridor from Longmont through Cheyenne. The additional
towers squeeze the signal to coincide with the desired direction of coverage much like squeezing
a baloon causes it to bulge out at the ends in proportion to the amount you squeeze when you
grab it in the middle. The result will be better service to the public for the same maximum
allowable 10 kW transmitter power.
The FAA(Federal Aviation Administration) has approved a tower height of 377ft above ground
level without restrictions at this location as attached in the"DETERMINATION OF NO
HAZARD". The FAA does require that towers of 200 ft or higher be lighted at night and
"marked"for daytime visibility by aircraft. The applicant has proposed to use medium level
white strobe lights daytime instead of red and white paint because of the costs of maintaining the
poor durability tower paints available today. The standard night lighting scheme is a flashing red
beacon at the top.
FCC and FAA approval of the complete three tower antenna system will be applied for shortly
and is expected to be approved without significant delay once the tower site has been approved
in this review.

It is possible to share the towers with,other users both for broadcast and other communications
services. Additional income from renting to other communications users is highly desireable but
the low population density in the area near the towers makes it unlikely that other
communications users will rush to rent tower space at this site.
SUMMARY
The proposed three tower antenna system will make it possible to provide high quality radio
service to many more people.
