Hall-liwin intends to use the existing access to USR-1172(Baseline Resource)for the Parker/Dersham site.

setback shall be 20 feet from the property line or future right-of-way.

/5'. There shall be no heavy hauling permitted on WCR 23.5 adjacent to the proposed gravel operations. All
ingress and egress will occur on to WCR 2.

/6. The applicant has provided an existing traffic study. The applicant is indicating that the facility will not
generate any new mining traffic to the system,as they are proposing to move all their aggregate internally
by a conveyor belt or trucking system.

STORM WATER DRAINAGE:
1. The historical flow patterns and run-off amounts will be maintained on site in such a manner that it will
reasonably preserve the natural character of the area and prevent property damage of the type generally
attributed to run-off rate and velocity increases,diversions,concentration and/or unplanned ponding of
storm run-off.
Hall-Irwin will manage the site in accordance with their Stormwater Management Plan. Please see
Development Standard 29 which was added to the plats. Storm drainage from the disturbed areas of the
site will be directed into the pit. This water will either be allowed to evaporate or discharged from the site
through the de-watering system. The historical flow patterns and run-off amounts will be maintained on the
undisturbed portions of the site.
2. The applicant must take into consideration storm water capture/quantity and provide accordingly for best
management practices.
Please see Development Standard 30 on the plats. Storm drainage from the disturbed areas of the site will
be directed into the pit. This water will either be allowed to evaporate or discharged from the site through
the de-watering system. The de-watering system includes a settling basin which will provide similar water
quality benefits to a detention pond that includes storm water capture/quantity.
3. The applicant is required to comply with all Colorado Department of Health and Environmental(CDPHE)
regulations regarding berming and spill prevention for materials and liquids stored on site.
Noted—if Hall-Irwin stores any oil or fuel products on the Parker-Dersham site, they will comply with all
applicable state and federal regulations regarding berming and spill prevention requirements.

On behalf of Hall-Irwin,we respectfully submit the final plats for Hall-Irwin's Parker/Dersham Resource(USR-1611)
for your review and approval. The attachments to this letter are listed below. Following the list of attachments are
the conditions that must be met prior to recording the plat. Responses are provided in italics below each condition,

A. The applicant shall either submit a copy of an agreement with the property's mineral owner/operators
stipulating that the oil and gas activities have been adequately incorporated into the design of the site or
show evidence that an adequate attempt has been made to mitigate the concerns of the mineral
owner/operators.
The oil and gas activities have been adequately incorporated into the site design. The Parker parcel is not
currently impacted by active oil and gas activities. That property will be mined in two phases and will be
reclaimed to agricultural land so that it could be drilled in the future. Hall-Irwin has worked with Merit Energy
to configure the mining and reclamation plan around the oil and gas facilities on the Dersham property.
B. The applicant shall provide the Department of Planning Services with an approved State of Division of
Water Resources Substitute Water Supply Plan or court approved augmentation plan. (Department of
Planning Services)
Note: The Board of County Commissioners moved the timing of this requirement to prior to operation. Hall-
Irwin will provide an approved Substitute Water Supply Plan for the Parker/Dersham site prior to operation.
C. The applicant shall provide the Department of Planning Services with written evidence from the ditch
company that the proposed mining and reclamation will not impact their use. (Department of Planning
Services)
Hall-Irwin has been in contact with the City of Westminster, the owner of the ditch, regarding the fate of the
ditch. The ditch lateral once served to irrigate a tree farm on the City's property. Westminster has since
leased the property to Aggregate Industries for gravel mining, and no longer irrigates the property.
Westminster has stated that their property will not be injured by the removal of the ditch lateral on the Parker
property, and they therefore do not object to that action. However, we are still waiting to receive a letter in

writing confirming this. We will forward this letter to you as soon as we receive it(hopefully in the very near
future).
D. A batch plant is not permitted on site. (Department of Planning Services)
Hall-Irwin does not intend to install any batch plants at the site.
E. The applicant shall submit a detailed signage plan to the.Department of Planning Services. (Department of
Planning Services)
Hall-Irwin does not intend to place a permanent sign at the entrance of the Parker-Dersham Sand and
Gravel Resource operation. The only signage Hall-Irwin will be installing are those required by either the
Mine Safety and Health Act(MSHA), the Division of Reclamation and Mine Safety or within the
Development Standards of this USR. If Hall-Irwin needs to place any additional signs on the property in the
future, we will contact the County.
F. The applicant shall provide current evidence that the facility has an adequate water supply(i.e.,well or
community water system)to the Department of Public Health and Environment. Evidence of approval shall
be submitted to the Department of Planning Services. (Department of Public Health and Environment)
No water will be needed for the mining operation as the material will be processed at the adjacent Baseline
operation. Employees will use bottled water.
G. The applicant shall submit evidence of a Colorado Discharge Permit System (CDPS)from the Water Quality
Control Division of the Colorado Department of Health and Environment for any proposed discharge into
State Waterways, if applicable. Evidence of approval shall be submitted to the Department of Planning
Services and Department of Public Health and Environment. (Department of Public Health and

H. The applicant shall contact the Department of Public Works Storm Water Drainage Section for additional
information regarding storm water drainage on site. Evidence shall be submitted to the Department of
Planning Services. (Department of Planning Services)
Hall-Irwin submitted a response to the Department of Public Works referral comments, dated April 30, 2007.
Please see the attached letter(2). In addition, Hall-Irwin has coordinated closely with the Weld County
Public Works Department to ensure that the Parker/Dersham site design complies with applicable sections
of the Weld County code.
I. The applicant shall submit an application for a Flood Hazard Permit to the Department of Public Works for
review and approval. Evidence from the Department of Public Works that the application has been
approved shall be provided to the Department of Planning Services. (Department of Planning Services)
We are in the process of preparing the Flood Hazard Development Permit application and anticipate
submitting it to the Department of Public Works as soon as possible. Upon submittal of the
application, we will forward a copy of the application to the Department of Planning Services for your
records.
J. The applicant shall submit a Landscape and Screening Plan identifying the number,size and species
of all plant material to the Weld County Planning Department for review and approval.This plan shall
include specifications of any proposed berms,if required.The proposed berms will be extended to
mitigate impacts to surrounding properties and adjacent road rights-of-way. The applicant shall use
breaks in the berm with landscaping to fill the void,culverts,or some other method that will allow

water to flow freely. The planted material shall be sited in a triangulation pattern for effective
screening (Department of Planning Services)
Hall-Irwin is not proposing any berms on the Parker-Dersham site. Please refer to the Landscape
Plan Map(3) for the proposed dryland seed mix and the proposed plant materials that will be
installed at final reclamation.
K. The applicant shall address the requirements(concerns)of the Department of Public Works,as
stated in their referral responses dated April 30, 2007. Evidence of approval shall be submitted in
writing to the Department of Planning Services. (Department of Planning Services)

L. The applicant shall attempt to address the requirement(concerns)of the Greater Brighton Fire
Protection District, as stated in their referral response dated April 26, 2007. Evidence of approval
shall be submitted to the Department of Planning Services. (Department of Planning Services)
Please see the attached letter sent to the Greater Brighton Fire Protection District(GBFPD)(4). The
GBFPD signed the letter, acknowledging their acceptance of our responses.
M. The applicant shall address the requirements(concerns)of State of Colorado Division of Water
Resources, as stated in the referral response dated April 24, 2007. Evidence of such shall be
submitted in writing to the Weld County Department of Planning Services. (Department of Planning

Hall-Irwin has an approved permit from the Colorado Division of Reclamation Mining and Safety(M-
2006-003). Hall-Irwin will provide an approved well permit and Substitute Water Supply Plan
(SWSP) with the State of Colorado Division of Water Resources, Office of the State Engineer for the
Parker/Dersham site prior to operation.
N. The applicant shall address the requirements(concerns)of Weld County Sheriffs Office, as stated in
the referral response dated April 29,2007. Evidence of such shall be submitted in writing to the
Weld County Department of Planning Services. (Department of Planning Services)
Please see the attached letter sent to the Weld County Sheriff's Office(5). As of this date we have
not received a response. As stated in the letter, since a response has not been received, it is
presumed that the responses provided adequately addressed their concerns.
0. The applicant shall provide evidence that the plats for RE-4290,AMRE-4290 and AMSE-656 have

The plats for 2nd AMRE-4290(6), 2nd AMSE-656(7) and RE-4638(8) are being submitted
concurrently with this referral response package for review and approval prior to recording.
P. The applicant shall submit evidence of an Air Pollution Emission Notice(A.P.E.N.)and Emissions
Permit application from the Air Pollution Control Division, Colorado Department of Health and
Environment, if applicable. Evidence of approval shall be submitted to the Department of Planning

R. The applicant shall submit a waste handling plan,for approval,to the Environmental Health Services
Division of the Weld County Department of Public Health &Environment. Evidence of approval shall
be submitted to the Department of Planning Services.

S. The applicant shall complete all proposed improvements including those regarding landscaping,
screening, access improvements and parking lot requirements or enter into an Improvements
Agreement according to policy regarding collateral for improvements and post adequate collateral for
all required materials. The agreement and form of collateral shall be reviewed by County Staff and
accepted by the Board of County Commissioners prior to recording the USR plat. (Departments of

Neither an Improvements Agreement nor collateral is necessary for this project as the Division of
Reclamation and Mine Safety(DRMS)requires Hall-Irvin to post a financial warranty with them to
guarantee the site is reclaimed according to the reclamation plan. Please refer to the attached bond
calculations and warranty letter from the DRMS(9).
Per the Mining Plan that was approved by the Weld County Commissioners, there are no proposed
screening berms. Hall-Irwin will strip and separately stockpile topsoil and overburden along the
perimeter of the active mining phase. If these stockpiles are in place for longer than six months, they
will be seeded with a dryland grass mix. While these stockpiles may provide screening for adjacent
roadways and properties, they are not intended to be permanent berms. Please note that the exact
configuration and size of the stockpiles will change during the course of mining operations as this
material will be used to back fill Phases 1 and 2 as well as reclaim the reservoir slope for Phase 3.
T. The plat shall be amended to delineate items 1 —11.
Please see below how each item was either incorporated or addressed on the USR plat. The USR
final plats are attached for your review and approval(3).
1. All sheets of the plat shall be labeled USR-1611. (Department of Planning Services)

2. The on site parking,circulation, and entrance and exit lanes as approved by the Department

There is no on site parking, entrance or exit lanes proposed for the Parker/Dersham site. All
material will be conveyed to the adjacent Baseline Resource site for processing.

5. The slurry wall shall not be located with the future right-of-way. Setbacks to the mining
operation are measured from the right-of-way or future right-of-way lines plus the standard
setback of 20 feet in the agricultural zone district. No structure will be allowed in the future
right-of-way. A slurry wall or retaining wall is considered a structure. (Departments of

6. Reference to'future development' shall be removed from the plat. (Department of Planning

7. If exterior lighting is a part of this facility, all light standards shall be delineated in accordance

8. Oil and Gas encumbrances including gathering lines with appropriate setbacks shall be

9. Section 23-3-250.A.6 of the Weld County Code addresses the issue of trash collection areas.
Areas used for storage or trash collection shall be screened from adjacent public rights-of-way
and all adjacent properties. These areas shall be designed and used in a manner that will
prevent wind or animal scattered trash. (Department of Planning Services)
This item is not applicable. No trash collection areas are proposed within the Parker/Dersham
site.
10. County Road 2(Baseline Road) is designated on the Weld County Transportation Plan Map
as a major arterial road,which requires one hundred and forty(140)feet of right-of-way at full
build out. There is presently sixty(60)feet of right-of-way. This road is maintained by Adams
County. The applicant shall contact Adams County to verify the future right-of-way required
for County Road 2 and delineate such on the plat and verify if an access permit is required. At
a minimum a total of seventy(70)feet from the centerline of Weld County Road 2 shall be
delineated right-of-way on the plat. (Department of Public Works)

11. County Road 23.5 is designated on the Weld County Transportation Plan Map as a local
gravel road,which requires sixty(60)feet of right-of-way at full build out.There is presently

Dear Applicant:
On August 1, 2007, your application for a use by special review was administratively approved by the
Weld County Board of County Commissioners with specific Conditions of Approval.
One of the required Conditions of Approval grants applicants sixty(60)days to submit a Mylar Plat. Should
you choose not to complete the use by special review process and provide the required Mylar Plat, the
Department of Planning Services will need to be notified in writing of your decision.
If you do not formally withdraw your application and/or are unable to meet the Conditions of Approval, your
case will be scheduled for a hearing before the Weld County Board of County Commissioners. Planning
Staff will be recommending denial or your request at this hearing. If your application is denied by the Board
of County Commissioners, the decision could affect future land development applications located on this
parcel. Withdrawing applications will not generally affect future applications.
Planning Services Staff is aware of the difficulty and associated delays in meeting the Conditions of
Approval normally associated with land use cases, and is willing to work with you in completing your

I. The applicant shall submit an application for a Flood Hazard Permit to the Department of Public Works for
review and approval. Evidence from the Department of Public Works that the application has been
approved shall be provided to the Department of Planning Services. (Department of Planning Services)
We are in the process of preparing the Flood Hazard Development Permit application and anticipate
submitting it to the Department of Public Works as soon as possible. Upon submittal of the
application, we will forward a copy of the application to the Department of Planning Services for your
records.
J. The applicant shall submit a Landscape and Screening Plan identifying the number,size and species
of all plant material to the Weld County Planning Department for review and approval. This plan shall
include specifications of any proposed berms, if required.The proposed berms will be extended to
mitigate impacts to surrounding properties and adjacent road rights-of-way. The applicant shall use
breaks in the berm with landscaping to fill the void,culverts,or some other method that will allow

screening, access improvements and parking lot requirements or enter into an Improvements
Agreement according to policy regarding collateral for improvements and post adequate collateral for
all required materials. The agreement and form of collateral shall be reviewed by County Staff and
accepted by the Board of County Commissioners prior to recording the USR plat. (Departments of

Neither an Improvements Agreement nor collateral is necessary for this project as the Division of
Reclamation and Mine Safety(DRMS)requires Hall-Irwin to post a financial warranty with them to
guarantee the site is reclaimed according to the reclamation plan. Please refer to the attached bond
calculations and warranty letter from the DRMS(9).
Per the Mining Plan that was approved by the Weld County Commissioners, there are no proposed
screening berms. Hall-Irwin will strip and separately stockpile topsoil and overburden along the
perimeter of the active mining phase. If these stockpiles are in place for longer than six months, they
will be seeded with a dryland grass mix. While these stockpiles may provide screening for adjacent
roadways and properties, they are not intended to be permanent berms. Please note that the exact
configuration and size of the stockpiles will change during the course of mining operations as this
material will be used to back fill Phases 1 and 2 as well as reclaim the reservoir slope for Phase 3.
T. The plat shall be amended to delineate items 1 —11.

STORM WATER DRAINAGE:
1. The historical flow patterns and run-off amounts will be maintained on site in such a manner that it will
reasonably preserve the natural character of the area and prevent property damage of the type generally
attributed to run-off rate and velocity increases,diversions,concentration and/or unplanned ponding of
storm run-off.
Hall-Irwin will manage the site in accordance with their Stormwater Management Plan. Please see
Development Standard 29 which was added to the plats. Storm drainage from the disturbed areas of the
site will be directed into the pit. This water will either be allowed to evaporate or discharged from the site
through the de-watering system. The historical flow patterns and run-off amounts will be maintained on the
undisturbed portions of the site.
2. The applicant must take into consideration storm water capture/quantity and provide accordingly for best
management practices.
Please see Development Standard 30 on the plats. Storm drainage from the disturbed areas of the site will
be directed into the pit. This water will either be allowed to evaporate or discharged from the site through
the de-watering system. The de-watering system includes a settling basin which will provide similar water
quality benefits to a detention pond that includes storm water capture/quantity.
3. The applicant is required to comply with all Colorado Department of Health and Environmental(CDPHE)
regulations regarding berming and spill prevention for materials and liquids stored on site.
Noted—if Hall-Irwin stores any oil or fuel products on the Parker-Dersham site, they will comply with all
applicable state and federal regulations regarding berming and spill prevention requirements.

EXHIBIT D-MINING PLAN
This information provided in this Exhibit is intended to satisfy the requirements outlined in Section
6.4.4 of the Colorado Mined Land Reclamation Board Construction Material Rules and
Regulations:
(a) Description of the method(s)of mining to be employed in each stage of the
operation as related to any surface disturbance on affected lands;
The proposed permit area includes a significant deposit of sand and gravel located in
the alluvium of the South Platte River in Weld County. The site is located on the east
side of Weld County Road 23.5 just north of the intersection of Weld County Road 2
(Baseline Road/1681h Ave). It encompasses two parcels totaling approximately 52.3
acres. The existing Baseline Resource(M-97-058)site,operated by Hall-Irwin
Corporation,is directly adjacent to the proposed operation. The existing residence on
the Parker property,which is outside of the affected land boundary,will remain during
and after mining. This is denoted on the attached Mining Plan Map,please refer to
Exhibit C of this application.
The permit area will be mined in three phases:Phase 1 and 2 are on the Parker
property and Phase 3 is on the former Dersham property(please refer to the attached
Mining Plan Map in Exhibit C). Aggregate material mined under this permit will be
processed at the existing Baseline Resource operation(M-97-058).
This site is located within the 100-year floodplain of the South Platte River. Prior to
operating with the 100-year floodplain,the operator will obtain a Flood Hazard
Development Permit through Weld County.
Site Preparation:
Initial disturbance of the property will include: clearing the site of existing structures
(with exception of the structures to remain)and establishing the landscape sales yard.
Scrapers will strip the topsoil and overburden material and stockpile them separately
for use during site reclamation. Any excess material not needed for reclamation may
be sold or hauled off-site during the life of the mine.
Initial disturbance of Phase 3 will include installation of a slurry wall around the mining
area prior to exposure of groundwater in this Phase. Dewatering trenches will be
excavated down to bedrock to control groundwater in the active mining phase. Once
water levels are controlled through the dewatering system,the sand and gravel i.
material will be excavated down to bedrock using heavy equipment. Groundwater
collected in the dewatering trench will be discharged into the existing mine dewatering
system of the Baseline Resource site located directly adjacent to this permit area.
Currently the adjacent Baseline Resource site has a Stormwater Management Plan
and Spill, Prevention,Control and Countermeasures Plan. If deemed necessary by
the State of Colorado Department of Public Health and Environment and the Federal
Environmental Protection Agency,the existing Baseline Resource Plans will be

modified to include the Parker/Dersham site. As committed in the"Permit Condition"
on page 6 of the Application Form,the applicant will notify the Division of Minerals and
Geology in the event of a reportable spill.
Mining:
The mining on this site will progress in three phases:
■ Phase 1: The Phase 1 mining area, located on the Parker property, is
approximately 7 acres. This phase will be dewatered and dry-mined using
scrapers,bulldozers,front-end loaders,excavators,or similar type equipment.
Material excavated in this mine area will be transported by conveyor belt
• system or haul truck to the processing area located at the adjacent Baseline
Resource processing plant. Mining will be from west to east in Phase 1.
■ Phase 2: The Phase 2 mining area, also located on the Parker property,is
approximately 10 acres. This phase will also be dewatered and dry-mined
using scrapers, bull-dozers,front-end loaders,excavators,or similar type
equipment. Material excavated in this mine area will be transported by
conveyor belt system or haul truck to the processing area located at the
existing adjacent Baseline Resource processing plant. Mining will be from
west to east in Phase 2.
■ Phase 3: The Phase 3 mining area,located on the former Dersham property,
is approximately 16.5 acres. A slurry wall will be constructed around this
mining area prior to exposing groundwater in this phase.This phase will be
dewatered and dry-mined using scrapers, bulldozers,front-end loaders,
excavators,or similar equipment. Material excavated in this mine area will be
transported by conveyor or haul truck to the Baseline Resource processing
area. Mining will be from southwest to northeast in Phase 3.
Processing:
All material mined under this proposed application will be transported by conveyor or
haul truck to the existing processing plant located at the Baseline Resource site
currently operating under MLRB permit#M-97-058.
Imported Material:
Hall-Irwin may import material from other sites to the Parker-Dersham site. The
applicant is aware that in accordance with Rule 3.1.5(9)of the Construction Material
Rules and Regulations,if any offsite material is used as backfill, a notarized letter will
be submitted to the Division indicating the materials are inert. The applicant will supply
such a letter to the Division if,at the time of Reclamation,the applicant intends to use j•
off-site material as backfill.

(b) Earthmoving;
Topsoil and overburden will be stripped with scrapers or bulldozers and stockpiled in
segregated piles at the top edge of the active mine phase. Excavators,front-end
loaders, and bulldozers will be used to mine and stockpile the saleable material on the
mine floor. Conveyor belts or haul trucks will be utilized to transport the raw material
from the active mine phase to southeast or east to the existing processing area
located at the Baseline Resource site. Phases 1 and 2(Parker Property)will be mined
vertical and Phase 3(former Dersham Property)will be mined at a 3H:1 V slope.
(c) All water diversions and impoundments;and
Dewatering trenches surrounding the inside of the mine limit(pit)will control water
levels inside the active mine area of all Phases. Dewatering pumps will discharge
water from the dewatering trench to the Baseline Resource mine dewatering system,
located directly adjacent to the Parker/Dersham permit area.
A slurry wall will be installed around the Phase 3 area prior to mining:
(d) The size of area(s)to be worked at any one time.
The maximum area to be worked on at any one time is approximately 17 acres.
(e) An approximate timetable to describe the mining operation. The timetable is for
the purpose of establishing the relationship between mining and reclamation
during the different phases of a mining operation.
The Operator anticipates extracting approximately 800,000 tons of aggregate per year,
however,production rate may vary based on market demands: Mining on the
Parker/Dersham site will begin upon receipt of all necessary permits for the site:
Timetable for Mining and Reclamation
Phase 1 &2: Mining will begin In Phase 1 and continue directly into Phase 2.
Reclamation for Phase 1 and 2 will begin immediately after mining is complete
and will be completed in less than 5 years pursuant to the operator's
agreement with the landowner. When possible,concurrent reclamation
practices will be used to minimize site disturbance. As excavation progresses
in each phase,the operator will place backfill into the previously mined area:
Concurrent reclamation will provide the most efficient use of material
placement by limiting material handling to the greatest extent possible.
■ Phase 3: Mining will likely begin in Phase 3 within 4 years of the end of
mining Phases 1 and 2,depending on market conditions. Phase 3 will be
mined in approximately 3 years and reclaimed in 2 years.

(i.) Nature, depth and thickness of the deposit and thickness and type of
overburden to be removed
The operator has drilled soils test borings around the mining area, and has operated
the adjacent Baseline Resource site for several years. The locations of the soils
borings are shown on the attached Mining Plan Map in Exhibit C. Please refer to the
soils information included in Exhibit I of this application.
Topsoil&Overburden: Based on soils boring information,the topsoil is
approximately 6 inches in depth and will be stockpiled separately from overburden and
other spoil. The overburden is estimated to range in depth and will also be stockpiled
separately. Please refer to Exhibit I for borings information by Tetra Tech RMC that
describes the topsoil and overburden type.
Sand and Gravel: Based on soils boring information,the sand and gravel resource is
an alluvial deposit that ranges in thickness from approximately 20 to 40 feet,averaging •
approximately 30 feet. Refer to the attached boring information in Exhibit I for further
details.
(IL) Nature of the stratum immediately beneath the material to be mined in

Dust Abatement Plan HaII-Irwin Corporation
Purpose
This dust abatement plan is prepared for the Parker-Dersham Sand and Gravel Resource mining operation in Weld
County. As required by the Weld County Department of Public Health and Environment, this Plan identifies the
techniques Hall-Irwin will use to minimize fugitive dust emissions from this site.
1. During extraction of topsoil and overburden water trucks shall be used as necessary to minimize fugitive
particulate emissions.
2. Topsoil stockpile(s)shall be watered as needed and revegetated in spring or fall to minimize fugitive
particulate emissions.
3. Overburden stockpile(s)shall be watered as needed and revegetated in spring or fall to minimize fugitive
particulate emissions.
4, During loading in and out of raw material and finished product stockpiles,water trucks shall be used as
necessary to minimize fugitive particulate emissions.
5. Raw material and finished product stockpile(s)shall be watered as necessary to minimize fugitive particulate
emissions.
6. Crushers and screen decks located at this site shall be operated with water spray bars except when there is
sufficient moisture in the materials to minimize fugitive particulate emissions.
7. All on-site unpaved roads shall be treated with water as needed to minimize fugitive particulate emissions.
Dust abatement on the unpaved roads shall be the primary concern due to the fact that the gravel material
will carry moisture with it.
8. Disturbed areas shall be restricted to those areas necessary for the function of the mine.
9. Disturbed areas shall be watered as needed to minimize fugitive particulate emissions.
10. Any disturbed area which becomes inactive for more than one year shall be revegetated during the spring or
fall planting time to minimize fugitive particulate emissions.
11. Haul roads are dust controlled with water and magnesium chloride as necessary to minimize fugitive
particulate emissions.
12. 15 MPH speed limit signs shall be posted throughout the pit area to minimize fugitive particulate emissions.

Waste Handling Plan Hall-Irwin Corporation
Purpose
This waste handling plan is prepared for the Parker-Dersham Sand and Gravel Resource mining operation in Weld
County. As required by the Weld County Department of Public Health and Environment, this Plan identifies the types
and estimated volumes of wastes expected to be generated a this site;the types and estimated volume of chemicals
to be stored at this site; and the planned methods of waste disposal.
Chemical Storage
Through Phase 1 and 2 of the mining operations at the Parker-Dersham, there will not be any on-site processing.
The processing,sales and recycling operations will be conducted at the adjacent Baseline Resource processing
area. As mining operations are completed at the adjacent Baseline Resource site,the processing area may be
moved over to the Parker-Dersham Resource site.
Generally the sand and gravel mining, processing,sales and recycling operations do not require storage of chemicals
other than those required for general vehicle and equipment operation. The total volume and product list may vary
slightly when the facility is in full operation. A list of the possible products and approximate volumes maintained on-
site are identified below:

Material Safety Data Sheets(MSDS)will be maintained at the site. Chemical products will be stored in containers
approved for the material stored. Adequate containment will be provided for tanks containing material that require
spill containment measures.
Waste Generation
Office waste and other acceptable wastes will be disposed of through contract with a local trash hauler. Any waste
oil,waste antifreeze or other chemical waste generated at the site,will be collected by a licensed waste hauler,such
as Safety Kleen,or by a Hall-Irwin transport vehicle licensed to carry those materials. The materials will be
transported to an appropriate licensed hazardous or special waste collection facility. Any facility personnel handling
special or hazardous waste materials will be trained in management and spill prevention.
Disposal Facilities
Wastes will be disposed of through contract with a local trash hauler will be transported to the disposal facility used
by that hauler. There are several waste collection facilities within the general vicinity:
