RE: Fire Code Requirements
To Whom It May Concern:
• Since there is no fixed water system in this area a dry hydrant, being
supplied from the ponds, will need to be installed for fire protection.
I have enclosed the NFPA 1142 requirements for dry hydrants. The
general location for the dry hydrant has been red lined on the returned
map.
• The conference center needs to have an automatic fire alarm system
installed. The fire alarm system must be monitored 24 hours / 7 days
a week. Two sets of construction documents for the fire alarm system
shall be submitted for review and approval prior to system
installation. Fire alarm panel location has been noted on the plans.
Construction documents shall include:
1. A floor plan which indicates the use of all rooms
2. Locations of alarm-initiating and notification appliances
3. Alarm control & trouble signaling equipment
4. Annunciation
5. Power connection
6. Battery calculations
7. Voltage drop calculations
8. Manufacturers, model numbers and listing information for
equipment, devices and materials
9. Details of ceiling height and construction
• Locations of fire extinguishers have been noted on the plans. All fire
extinguishers must have a minimum rating of 2A: 10B:C.
• One Knox Box will need to be purchased and installed. The 3200
series should work for this building. Location of Knox Box has
noted on the returned plans.
• Both entrances into the property shall comply with Section D103.6
and signs posted.
• Occupancy load sign shall be posted in a conspicuous place near the
main exit.

9.1* General.
The authority having jurisdiction shall ensure that generally accepted design practices are
employed during the following:
(1) Dry hydrant planning
(2) The permit process
(3) Design criteria
(4) Construction
9.2* Planning and Permits.
The planning, permitting, and design processes shall be completed before the actual
construction begins.
9.2.1 Planning. Planning shall involve all affected agencies and private concerns so that a
coordinated effort is undertaken.
9.2.2 Permits. Required permits to install a dry hydrant shall be obtained from the authorities
having jurisdiction prior to installation.
93* Dry Hydrant Design and Location.
9.3.1* Design Criteria. To ensure safety of design, functionality, installation, maintenance, and
proper appropriation of financial resources, the authority having jurisdiction shall approve all
aspects of construction design, type of materials, pipe, and system fittings.
9.3.2* The authority having jurisdiction shall determine which materials are best suited to meet
fire flow needs and installation conditions. In no case shall less than Schedule 40 pipe and
component fittings be used.

of 1000 gpm (3785 L/min) at draft.
9.3.4* Dry hydrant systems shall be designed and constructed so that slope and piping
configuration does not impede drafting capability.
9.3.5* All exposed surfaces and all underground metal surfaces shall be protected to prevent
deterioration.
9.3.6* Subject to alternative engineering practices, no more than the equivalent of two
90-degree elbows shall be used in the total system.

9.3.7 Dry hydrant(s) shall be designed and constructed to include a suitable protective cap.
Steamer connection(s) shall be compatible with the fire depai tment's hard suction hose size and
shall conform to NFPA 1963, Standard for Fire Hose Connections.
9.3.8* An acceptable system design formula shall be developed that reflects the various
requirements outlined in this standard and the adequacy of the water source to be used to supply
the dry hydrant.
9.3.8.1 Available site pressure shall be determined using the following formula: Available site
pressure (ASP) is equal to the adjusted atmospheric pressure above sea level (AAP) minus the
pressure changes associated with static lift (SL), minus vapor pressure (VP), minus minimum
pump pressure, which is expressed as the following equation:

9.3.9* Dry hydrant system piping shall be supported and/or stabilized using approved
engineering design practices. Thrust blocks, or equivalent protection, shall be employed at
elbows and other system stress points.
9.3.10 In addition to strength of materials and structural support criteria, design shall address
appropriate aggregates and soil materials to be used to backfill/cover piping during installation.
9.3.11* All connections shall be clean and the appropriate sealing materials shall be used
according to manufacturer's specifications so as to ensure that all joints are airtight.
9.3.12* System strainers shall be constructed to permit required fire flow, in accordance with
approved engineering practices.
9.4* Access to Water Sources and Dry Hydrant Locations.
9.4.1 Locations for, and the immediate area around, dry hydrants shall provide for fire fighter
safety.
9.4.2* Dry hydrants shall be located to be accessible under all weather conditions.
9.4.3 System and site accessibility criteria shall ensure that hydrant can be reached with one or
two 10 ft (3.05 m) lengths of hard suction.
9.4.4 Dry hydrants shall have a minimum clearance of 20 ft (6.6 m) on each side and be
located a minimum of 100 ft (30 m) from any structure. Highway or road traffic shall not be
impaired during the use of the dry hydrant.

9.4.5* Dry hydrants shall be protected from damage by vehicular and other perils, including
freezing and damage from ice and other objects.
9.4.6* Dry hydrant locations shall be made visible from the main roadway during emergencies
by reflective marking and signage approved by the authority having jurisdiction. All
identification signs shall be approved by the highway authority prior to installation if they are
to be located on the right-of-way or are subject to state laws.
9.4.7* Vehicle access shall be designed and constructed to support the heaviest vehicle.
9.5* Depth of Water Sources.
Consideration shall be given to the measurement of water supply capacities when designing and
installing dry hydrant systems. There shall be not less than 2 ft (0.6 m) of water above the
strainer and 1 ft(0.3 m) to 18 in. (0.45 m) below the strainer depending on bottom condition of
the body of water.
9.6* Installation Procedure for Dry Hydrant System.
The authority having jurisdiction shall ensure the installation meets all design criteria and the
process is conducted in a safe manner.
9.6.1 A safety officer shall be designated to monitor the installation of the dry hydrant(s).
9.6.2* The proximity of any underground and overhead utilities to the selected site(s) shall be
identified and appropriate measures shall be taken to ensure the safety of personnel prior to
installation.
9.6.3 During installation, no one shall be allowed into or close to the trench without adequate
safety measures.
9.7* Maintenance of Dry Hydrant.
Dry hydrants shall require checking and maintenance at least quarterly. Thorough surveys shall
be conducted, to reveal any deterioration in the water supply situation in ponds, streams, or
cisterns.
9.7.1 Grass, brush, and other vegetation shall be kept trimmed and neat. Vegetation shall be
cleared for a minimum 3 ft (0.9 m) radius from around hydrants.
9.7.2 The hydrant shall be painted as needed, with reflective material to maintain visibility
during emergencies, in accordance with 9.4.5.
9.7.3* Maintenance Records for Dry Hydrants. The authority having jurisdiction shall
maintain in a safe location, maps and records of dry hydrant system installation, tests,
inspections, maintenance and repairs.
9.7.4* The hydrants shall be tested at least annually with a fire department pumper.

A.9.4.5 In areas where frost is a problem, the design should ensure that no frost will reach the
water in the pipe. There are two ways to accomplish this: (1) bury the pipe below the frost line
and mound up the soil over the pipe and around the rise; or(2) place an insulating barrier, such
as Styrofoam,between the pipe and the surface to prevent the frost from reaching the water in
the pipe. Placement of the suction screen in the body of water should be deep enough to ensure
that ice will not reach the screen. In such cases, divers might be needed to assist in proper
screen placement.
If a dry hydrant is not installed in a cistern, then, depending on local conditions, a heavy pipe or
a pike pole can be adequate to break an ice formation. In fact, the weight of the suction hose
itself can be sufficient, provided there is no danger of damaging the strainer, the hose, or hose
threads.
There are several methods of providing an ice-free surface area in a cistern or other water
source. These include floating a log or a bale of hay or straw on the surface of the water or
placing a partly filled, floating barrel on the surface of the water.
Examples of freeze prevention methods are provided in Figure A.9.4.5(a), Figure A.9.4.5(b),
and Figure A.9.4.5(c).

A.9.4.6 The WSO should ensure that an appropriate sign is erected at each water point
identifying the site for fire department emergency use and including the name, or a number, for
the water supply. Letters and numbers should be at least 3 in. (76 mm) high, with a V2 in. (13
mm) stroke and reflective, as allowed by state and local regulations.
A.9.4.7 Most artificial lakes are constructed with heavy earth moving equipment. In order for
the property owner to construct a roadway for fire department use, the WSO should make the
property owner aware of the needs of the fire department while the heavy equipment is still on
the job. Table A.9.4.7 details considerations that should be kept in mind when planning access.

Dear Ms. Martin:
This referral does not appear to qualify as a "subdivision" as defined in Section 30-
28-101(10)(a), C.R.S. Therefore, pursuant to the State Engineer's March 4, 2005
memorandum to county planning directors, this office will only perform a cursory review of
the referral information and provide comments. The comments do not address the
adequacy of the water supply plan for this project or the ability of the water supply plan to
satisfy any County regulations or requirements. In addition, the comments provided
herein cannot be used to guarantee a viable water supply plan or infrastructure, the
issuance of a well permit, or physical availability of water.
According to the submitted information a proposed well will be used to satisfy the
domestic uses at the conference center and 5 shares of the Platteville Lateral will be used
to satisfy the irrigation demand. The records available in the State Engineer's Office show
that the applicant has obtained well permit no. 269841. That well is permited for drinking
and sanitary uses for a commercial business and is limited to a maximum pumping rate of
15 GPM and an annual withdrawal of 1/3 acre-foot. The proposed well can be used to
serve the facility as long as the well is operated in accordance with the terms and conditions
on the well permit.

1. The applicant shall submit a dust abatement plan for review and approval, to the
Environmental Health Services, Weld County Department of Public Health &
Environment.
2. The applicant shall provide current evidence that the facility has an adequate
water supply. A Permit to Construct a Well, Permit# 269841, has been submitted
with the application.
2. The water system shall comply with the Colorado Primary Drinking Water
Regulations (5 CCR 1003-1). Evidence shall be provided to the Weld County
Department of Public Health and Environment that the system complies with the
Regulations. Alternately, the applicant can provide evidence that they are not
subject to these requirements.
3. The applicant shall submit a waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
We recommend that the following requirements be incorporated into the permit as
conditions that must be met one month prior to construction activities:
1. A stormwater discharge permit may be required for a
development/redevelopment /construction site where a contiguous or non-
contiguous land disturbance is greater than or equal to one acre in area. Contact
the Water Quality Control Division of the Colorado Department of Public Health
and the Environment at www.cdphe.state.co.us/wq/PermitsUnit for more
information.
We recommend that the following requirements be incorporated into the permit as
conditions that must be met prior to the issuance of the Certificate of Occupancy:
1. An individual sewage disposal system is required for the proposed conference
center and shall be installed according to the Weld County Individual Sewage
Disposal Regulations. The septic system is required to be designed by a
Colorado Registered Professional Engineer according to the Weld County
Individual Sewage Disposal Regulations.
3. In the event the septic system(s) requires a design capacity of over 2,000 gallons
of sewage per day the applicants shall provide evidence that all requirements of
the Water Quality Control Division of the Colorado Department of Public Health
and Environment (specifically Policies WQSA-6 and WQSA-8 ) have been
satisfied. Evidence of compliance shall be provided to the Weld County
Department of Public Health and Environment. Alternately, the applicant can
provide evidence that they are not subject to these requirements.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.

4. The applicant shall operate in accordance with the approved "waste handling
plan".
5. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved dust abatement
plan at all times.
6. This facility shall adhere to the maximum permissible noise levels allowed in the
Commercial Zone as delineated in 25-12-103 C.R.S., as amended.
7. Adequate handwashing and toilet facilities shall be provided for employees and
patrons of the facility.
8. Sewage disposal for the facility shall be by septic system. Any septic system
located on the property must comply with all provisions of the Weld County Code,
pertaining to Individual Sewage Disposal Systems.
9. A permanent, adequate water supply shall be provided for drinking and sanitary
purposes.
10.If applicable, the water system shall comply with the requirements as defined in
the Primary Drinking Water Regulations (5 CCR 1003-1).
11.If applicable, the applicant shall obtain a stormwater discharge permit from the
Colorado Department of Public Health & Environment, Water Quality Control
Division.
12.The operation shall comply with all applicable rules and regulations of the State
and Federal agencies and the Weld County Code.

The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division 4, Section
23. Our comments and requirements are as follows:
COMMENTS:
Weld County Road Classification Plan (FHU): (June 2002)
WCR 32 is a collector road and requires an 80-foot right-of-way at full build out. There is presently a 60-foot
right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld
County Zoning Ordinance (23-1-90), the required setback is measured from the future right-of-way line.
--Columbine Parkway (future alignment): The Columbine Parkway future alignment is the extension of State
,ighway 66 intersection with U. S. Highway 85 continuing east and tying back into WCR 32. This road will be
classified as a collector status road, which will require an 80-foot right-of-way at full build out. There are three
alternate connecting points. The proposed USR is located between Alternate No. 1 and No. 2 and should not
be affected by the realignment.
Our most recent ADT count reflects 700 vehicles in a 48-hour period dated 7/22/2004.
REQUIREMENTS:
Access: There is an existing access being proposed to be used on the west property line west of the existing
gas utility area and a proposed access in the center of the parcel. Utilize these two access points to the
proposed USR facility.
Both existing and proposed access points shall enter at 90°to WCR 32.
WCR 29 Section Line: The County has retained 30 feet of right-of-way in Section 21 on the west side of the
parcel. There shall be no trees or structures within the future right-of-way. This right-of-way could be used in
the future for land-locked parcels south and adjacent to the County right-of-way. This right-of-way shall be
shown with dimensions on the plat drawing.
Parking Lot: The off-street parking spaces including the access drive shall be surfaced with asphalt, concrete,
or the equivalent and shall be graded to prevent drainage problems. The future (over flow) parking area may
be grass or gravel at this time. The parking lot shall conform to all standards of the Americans with Disability
_Act. Each paved parking space shall be equipped with wheel guards or curb stops where needed to prevent
ehicles from extending beyond the boundaries of the space and from coming into contact with other vehicles,
walls, fences, or plantings. The number of off-street parking spaces shall be determined by Planning Services.

Drainage: The site shall be graded to drain to the proposed pond areas.
Storm Water Drainage:
The historical flow patterns and run-off amounts will be maintained on site in such a manner that it will
reasonably preserve the natural character of the area and prevent property damage of the type generally
attributed to run-off rate and velocity increases, diversions, concentration and/or unplanned ponding of storm
run-off.
The applicant must take into consideration storm water capture/quantity and provide accordingly for best
management practices.
FLOOD HAZARD DEVELOPMENT STANDARDS: This area is not in the FEMA Flood Zones.
Improvements Agreement: The improvements Agreement shall be required to include transportation items
such as site grading, base, asphalt associated with the parking areas and approaches. Other items such as

The Department of Planning Services reviewed the above referenced Use by Special Review
documentation and drawings and offers the following comments:
The Use by Special Review Plat shall be prepared in accordance with Section 23-2-260.D of
the Weld County Code. In addition to these requirements, the plat scale shall be 1" = 20 feet.
The Vicinity Map scale of 1" = 2000 feet scale accurately be delineated on the plat.
This application shall be in compliance with Section 23-3-250 A. and B and is address in the
following comments.
Section 23-3-250.A.1
Stormwater Management. All users of land shall provide and maintain stormwater retention
facilities designed to retain the stormwater runoff in excess of historic flow from the developed
site. The stormwater retention facility on a developed site shall be designed for a one-hundred-
year storm. The stormwater retention facility shall be designed and operated to release the
retained water at a quantity and rate not to exceed the quantity and rate of a five-year storm
falling on the undeveloped site. The application materials do not specifically address this issue.
The applicant shall contact the Storm water Engineering Staff of the Weld County Department
of Public Works, to further discuss this issue. Written evidence of compliance shall be
submitted to the Department of Planning Services.
Section 23-3-250.A.2
Parking. Sufficient screened, off-street, paved parking areas shall be provided to meet the
requirements of visitors and customers of the Uses Allowed by Right and Accessory Uses.
Appendix 23-A describes the design requirements for parking spaces and Appendix 23-B
delineates the number of parking spaces required by use for this property.
The proposed facility is a single story structure of approximately 2000 SF. The application
materials state there are no persons employed at this facility other than the persons of the
caretaker's residence.
Given the numbers of potential users to this facility, 175 persons as stated in their application
materials, the Department of Planning Services Has determined that 88 spaces are required.
Further the area delineated as "Future Parking" should be labeled as "Overflow Parking" and
constructed at the time of the primary"Parking Area" as delineated on the supporting
documents.

The facility will utilize catered food for all events. A minimum of ten parking spaces shall be
reserved for the catering staff and support personnel.
The total parking for events at this facility shall be 98 spaces.
Section 23-3-250.A.3
Street Access. Lots shall have safe access to an approved public or private street. The design
designation of any street or highway as to type shall be in conformance with that shown on the
county thoroughfare plan and/or the master plan of the affected municipality. Visual inspection
of the USR Plat identifies two points of ingress and egress, one which is part of a gated private
drive. The Further, the points of ingress and egress do not interconnect at a perpendicular
angle with the County Road. The applicant shall delineate on the plat the proposed wheel stops
and surface lighting as warranted. The applicant shall coordinate all transportation related
activities with the Department of Public Works. Written evidence of compliance shall be
submitted to the Department of Planning Services.
The Fire District of record may require a second point of ingress and egress for this facility,
including, potentially the upgrade and maintenance of County Road 32 right-of-way. All
approved access roads shall be graded and drained to provide all weather access. Accesses
shall be placed in such a location as to have adequate sight distance in both directions, shall
not be placed below the crest of a hill or where physical obstructions are present. Written
evidence of compliance shall be submitted to the Department of Planning Services.
Section 23-3-250.A.4
Required Yards - Setback
No use or accessory use may be located closer than twenty (20) feet to the existing or
proposed (whichever represents the greater right-of-way width) highway or street right-of-way.
Off-street parking areas may be permitted in the required setback area when the area is
screened from direct view of persons on the public rights-of-way. Fences over six (6) feet in
height are not required to comply with the minimum setback and may be located on the
property line. Fences located on corner lots abutting public right-of-way shall not obstruct the
view of vehicular traffic at an intersection. Written evidence of compliance shall be submitted to
the Department of Planning Services.

Required Yards - Offset
No use or accessory use may be located closer than ten (10) feet to its lot line. Off-street
parking areas may be permitted in the required offset area when the area is screened from
adjacent lots zoned R-1, R-2, R-3, R-4 or R-5. Fences over six (6) feet in height are not
required to comply with the minimum Offset and may be located on the property line. Prior to
the release of building permits, the offset shall be verified. Written evidence of compliance shall
be submitted to the Department of Planning Services.
Section 23-3-250.A.5.A
Required Landscaped Areas
No more than eighty-five percent (85%) of the total area of a lot shall be covered. Land shall
not be deemed covered if it is used for growing grass, shrubs, trees, plants or flowers or if
covered by decorative gravel or wood chips, or if it is otherwise suitably Landscaped. There
was a schematic Landscape and Screening Plan submitted with the application materials. The
applicant shall address this issue and provide additional documentation including all proposed

fencing, lighting, adjacent property screening and landscape treatment to meet this section of
the Weld County Code.
Further, given that the site is irrigated, the Department of Planning Services will require a plant
material list to coincide with the submitted Landscape Plan. Staff will require an approved weed
management plan and a reseeding /post construction plan to facilitate soil stabilization and
plant material growth.
Section 23-3-250.A.5.B
That portion of a lot which abuts a public or private street right-of-way shall be landscaped for a
distance of ten (10) feet, measured at a right angle from the lot line towards the interior of the
lot. Driveways may pass through the required landscaped areas. Additional information is
required prior to accepting the plat for recording. Written evidence of compliance shall be
submitted to the Department of Planning Services.

Areas used for trash collection shall be screened from public rights-of-way and all adjacent
properties. These areas shall be designed and used in a manner that will prevent wind- or
animal-scattered trash. The application materials did not identify the location of the dumpster
on the plat. Future submittals shall address this issue as outlined in this Section of the Code.
Written evidence of compliance shall be submitted to the Department of Planning Services.

Water Supply. Uses shall have an adequate source of potable water. The application
materials state that water is provided via a Commercial Well. Further, the applicant provide
written evidence that this well is for the sole use of this facility, and if it is a shared well, that the
State Engineers Office recognizes that this well is permitted to provide water to other
structures. The applicant shall meet the requirements of the Weld County Department of Public
Health and Environment at all times. Written evidence of compliance shall be submitted to the
Department of Planning Services.

Sewage Disposal. Uses shall have adequate sewage disposal facilities. The application
materials state that individual sewage disposal systems (ISDS) will handle the effluent flow.
Further, the applicant shall meet the requirements of the Weld County Department of Public
Health and Environment. Written evidence of compliance shall be submitted to the Department
of Planning Services.

Outside Storage. Uses involving outdoor storage of vehicles, (including the parking of
employee vehicles) equipment or materials when permitted shall be screened from public
rights-of-way and all adjacent properties. The applicant shall submit documentation as to how
the outside storage will be screened during the construction period, and for periods thereafter
as applicable.
Section 23-3-350.B.
Operation Standards. Uses shall demonstrate conformance with the following operation
standards to the extent that they are affected by location, layout and design prior to
construction and operation.

Further, the applicant shall submit to the Department of Planning Services written evidence of
compliance with all Department of Building Inspection regulation.
Section 23-3-350.6.1
Noise. Uses and structures shall be located, designed and operated in accordance with the
noise standards as established in Section 25-12-101 C.R.S. The applicant shall meet the
established standards set by the Weld County Department of Public Health and Environment.

Air Quality. Uses shall be located, designed and operated in accordance with the air quality
standards established by the Colorado Air Pollution Control Commission. The applicant shall
meet the established standards set by the Weld County Department of Public Health and
Environment.

quality control standards established by the Colorado Water Quality Control Commission.
Additional information is requested specific to the pond and the use of irrigation water for this
pond. The applicant shall meet the established standards set by the Weld County Department
of Public Health and Environment and State Engineers Office as applicable, with written
evidence provided to the Department of Planning Services.
Section 23-2-250.6.4
Radiation and Radioactive Materials. The handling, use, storage and processing of radioactive
materials shall be in accordance with the applicable regulations of the State and the United
States government The application materials do not indicate this is applicable, should this not
be the case, the applicant shall provide additional information to the Weld County Department
of Public Health and Environment.
Section 23-2-250.6.5
Heat. Uses shall not emit heat in such an amount sufficient to raise the temperature of the air
or of materials at or beyond the Lot line more than five (5) degrees Fahrenheit. The application
materials do not indicate this is applicable, should this not be the case, the applicant shall
provide additional information to the Weld County Department of Public Health and
Environment and the Department of Building Inspection. Further, the applicant shall obtain a
written approval from the jurisdictional Fire Protection District stating that the facility is in
compliance with the Fire Code.
Section 23-2-250.B.6
Light. Any lighting, including light from high temperature processes such as welding or
combustion, shall be designed, located and operated in such as manner as to meet the
following standards: sources of light shall be shielded so that beams or rays of light will not
shine directly onto adjacent properties; neither the direct nor reflected light from any light
source may create a traffic hazard to operators of motor vehicles on public or private streets;
and no colored lights may be used which may be confused with or construed as traffic control
devices. The application materials did not include a Lighting Plan. Should exterior lighting be a
part of this facility, all light standards shall be delineated on the USR Plat.

Property Maintenance. Property shall be maintained in such a manner that grasses and weeds
are not permitted to grow taller than twelve (12) inches. In no event shall the property owners
allow the growth of noxious weeds. The application materials do not address property
maintenance. Future correspondence shall identify how the property will be in compliance with
this Section of the County Code.
Section 23-4-50.
Off Street Loading. The applicant shall delineate on the plat the location of the loading zone
that is in compliance with this Section of the Code. There shall be parking or staging of trucks
within the public rights-of way. Further, the applicant shall meet all requirements of the
Department of Public Works concerning access and internal circulation of vehicles for this
proposed facility.
Section 23-4-90
Signs. The application materials do not address the issue of on-site signs. The applicant shall
provide written evidence that all proposed signs as requested are in compliance with this
section of the Code.
The applicant shall enter into an Improvements Agreement according to policy regarding
collateral for improvements and post adequate collateral for all transportation (access drive,
parking areas, etcetera) and non-transportation (plant materials, fencing, screening, etcetera).
The agreement and form of collateral shall be reviewed by County Staff and accepted by the
Board of County Commissioners prior to recording the USR plat.
