By: C ti-vM Erika Delaney Lew cc: Debbie Chumley, Town Clerk James Wright, Town Engineer PQ.6 /ie Rcv/ew cc .' 7 ,_5O ✓L ///O© 7 (-900/7-3133 IMPACT REPORT FOR THE SLOAN ANNEXATION TO THE TOWN OF KEENESBURG, COLORADO The proposed annexation is known as the Sloan Annexation to the Town of Keenesburg, and involves the annexation of property lying in the East '/2 of the Southeast ''A of Section 26, Township 2 North, Range 64 West, and the Northeast 'A of Section 35, Township 2 North, Range 64 West of the 6th P.M., Weld County, Colorado. The following information is provided in accordance with C.R.S. § 31-12-108.5: 1. An annexation map for the Sloan Annexation is enclosed, which shows the annexations' proximity to the Town of Keenesburg, the present and proposed boundaries of the Town, and the vicinity of the annexation. 2. The annexation map shows the present streets that lie adjacent to or within the property, including Weld County Road 59 and Woodward Avenue and the vicinity map shows additional existing Keenesburg streets and roads. A sewer main and related easement crosses the property as depicted on the enclosed water and sanitary systems map. No other municipal utilities exist on the property. 3. The land to be annexed is currently farm land. The owner has requested the property be zoned Agricultural District(AG). 4. No draft annexation or pre-annexation agreement is available at this time. 5. All municipal services currently provided to residents of the Town of Keenesburg will be extended to the territory to be annexed when development occurs. Water and sewer service will be provided by the Town of Keenesburg. 6. All utility extensions, streets, and other infrastructure improvements will be financed or built, or both, by the owner or developer at the time of development; no financing or construction of infrastructure improvements will be completed by the Town, except where the Town is the owner or developer. 7. The following districts exercise control or have taxing authority within the area to be annexed: Weld County; Aims Junior College (a/k/a Aims Community College); School District RE-3J; Southeast Weld Fire Protection District; Central Colorado Water Conservancy District; Lost Creek Groundwater Management District; Southeast Weld Conservation District; and Weld Library District. 8. At this time, the owner has not filed any specific development plans or applications for the subject property and has no current development projections. As such, no estimate of the number of students to be generated and the capital construction required has been provided and no statement regarding the effect of the proposed annexation upon the local school district has been received or is available. As required by C.R.S. § 31-12-108, School District RE-3J was provided notice of this annexation by certified mail. WHEREAS, a petition for annexation of certain property to be known as the Sloan Annexation has been filed with the Town Clerk of the Town of Keenesburg,Colorado,and referred to the Board of Trustees of the Town for a determination of substantial compliance with applicable law; and WHEREAS, the Board of Trustees wishes to permit simultaneous consideration of the subject property for annexation and zoning, if requested in the petition; and WHEREAS, the Board of Trustees has reviewed the petition and desires to adopt by Resolution its findings in regard to the petition. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ICEENESBURG, COLORADO: Section 1. The petition,the legal description for which is attached hereto as Exhibit A and incorporated herein by reference, is in substantial compliance with the applicable laws of the State of Colorado. Section 2. No election is required under C.R.S. § 31-12-107(2). Section 3. No additional terms and conditions are to be imposed except any provided for in the petition. Section 4. The territory proposed to be annexed is not presently a part of any incorporated town, town and county, or town. 8 . The property owned by each petitioner is described on each separate signature sheet and, when needed, described more fully in the exhibits attached hereto and incorporated herein by reference . 9 . . The signer (s) of this petition comprises (s) more than fifty percent (500) of the' land owners and owning more than fifty percent (50%) of the property, excluding public streets and alleys, and any land owned by the annexing municipality, and are; in fact, owners of one hundred percent (100e) of the property set forth in • Exhibit "A". attached hereto and incorporated herein by reference.
