BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, August 1, 2007, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner David E. Long, Chair
Commissioner William H. Jerke, Pro-Tem
Commissioner William F. Garcia
Commissioner Robert D. Masden
Commissioner Douglas Rademacher
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Elizabeth Strong
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of July 30,2007,as printed. Commissioner Rademacher seconded the motion,and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $2,047.13. Commissioner Jerke moved to approve the warrants as
presented by Mr. Warden. Commissioner Masden seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER PURCHASE OF SERVICE CONTRACT FOR FUNCTIONAL FAMILY THERAPY PROGRAM
AND AUTHORIZE CHAIR TO SIGN - NORTH RANGE BEHAVIORAL HEALTH: Judy Griego, Director
of Social Services, stated the term of the agreement is June 1, 2007, through May 31, 2008, and the
source of funding is Core Services funding. Ms. Griego stated North Range Behavioral Health will provide
Functional Family Therapy services, which is a family-based treatment program focusing on conduct
disorder, violent acting out, and substance abuse among youth ages 10-18. She stated the Department
will reimburse North Range Behavioral Health $550.00 per client, at a maximum reimbursement level of
$110,000.00. Commissioner Masden moved to approve said contract and authorize the Chair to sign.
Seconded by Commissioner Rademacher, the motion carried unanimously.
CONSIDER MEMORANDUM OF UNDERSTANDING PURSUANT TO HOUSE BILL 04-1451 WITH
VARIOUS AGENCIES AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated the Memorandum of
Understanding is among the members of the Interagency Oversight Committee (IOG), and the term is

July 1, 2007, through June 30, 2008. She stated the target population will be children who are placed in
homes outside of Weld County, juveniles identified in the Juvenile Assessment Center and/or the MYAT
Program; and children who cross over from the Juvenile Justice system to the Child Welfare system, and
children who cross over from the Child Welfare system to the Juvenile Justice system. In response to
Commissioner Garcia, Ms. Griego stated the main changes from last year's Memorandum of
Understanding are that more specific outcomes have been identified with the State Department of Human
Services, in the areas of education, child welfare, juvenile justice, and mental health. Commissioner
Rademacher moved to approve said Memorandum of Understanding and authorize the Chair to sign.
Seconded by Commissioner Garcia, the motion carried unanimously.
CONSIDER ADDENDUMS TO TWO AGREEMENTS TO PURCHASE GROUP HOME CARE SERVICES
AND AUTHORIZE CHAIR TO SIGN: Ms. Griego stated the agreements are with Youth Ventures of
Colorado and Earl and Cindy Almond, and reimbursement will be provided at the rates listed in the
memorandum, which are based on care and services rates set by the Colorado Department of Human
Services. Commissioner Garcia moved to approve said addendums and authorize the Chair to sign.
Seconded by Commissioner Jerke, the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
