Property,Weld County,Colorado; Tetra Tech Job No. 80-5161.002.04 Dear Ms. Carlson: . In a letter dated October 11, 2006 to Mr. Ogle of the Weld County Department of Planning Services, . you expressed concerns over shallow groundwater at the Waterfront at Foster Lake PUD. The occurrence of shallow groundwater is addressed in this memorandum. . In August 2006, monitoring wells were installed on the Anderson Farms property to evaluate seasonal • changes in the water table. Additionally, staff gauges were installed (Spring 2007)to measure water level changes in Foster Lake. Groundwater well and staff gauge locations are presented in Figure 1. Water level changes in groundwater wells have been monitored by Tetra Tech on a monthly basis . beginning in August 2006. The following letter provides information pertaining to site characteristics and the occurrence of groundwater and surface water(Foster Lake) from August 2006 through May 2007. This memorandum briefly discusses the possible effectiveness of drains at locations where shallow groundwater is present; however, confirmatory field testing (described later in this . memorandum) is planned but has not yet been performed. The property is in Weld County, Colorado near the town of Mead. A total of 1,804 residential units, ID commercial lot(s), and open space are proposed on the approximately 587 acre property. The property . is located in the South One-Half of Section 27, the East One-Half of Section 34, the North One-Half of the Northwest One-Quarter of Section 34, and the East One-Half of the Southwest One-Quarter of Section 34, Township 3 North, Range 68 West. A small portion of the property is located in the North One-Half of the Northeast One-Quarter of Section 3, Township 2 North, Range 68 West. Interstate 25 . borders the property to the east and Weld County Road (WCR)7 borders the property to the west. WCR 28 separates the smaller northern parcel from the larger southern parcel (Figure I). . The majority of the Anderson Farms property has been managed as irrigated agriculture using small . ditches and furrows. Foster Lake is located in the northern parcel while several irrigation ponds are located in the southern parcel. The majority of the property resides on a terrace that terminates approximately one quarter mile north of the southern property boundary. The southern boundary of the property is bound by the St. Vrain River. Additionally, test pits are proposed in the • northwestern portions of the site to better understand groundwater recharge in this area. The evaluation included the following major components: • • ► Installation of 19 monitoring wells at the site to evaluate the groundwater conditions throughout the • property. • ► Installation of three staff gauges at Foster Lake to evaluate the surface water conditions exhibited by • the lake. • ► Monthly monitoring of water levels beginning in August 2006 to observe irrigation induced and • seasonal fluctuations of the water table. • • ► Proposed groundwater recharge measurements from several excavated test pits (northwestern portion of property) to determine the effectiveness of proposed drains. • • Monitoring Well Installation • Nineteen monitoring wells were installed at the site in August 2006. Locations of the wells are • presented on Figure 1. The wells were installed along the perimeter of the property as well as central • • locations to provide representative groundwater level information. • The bore holes were drilled to depths of approximately 20 to 25 feet. The bore hole at each location was • advanced through the sandy clay/clayey sand surface deposits and into the underlying bedrock. The • bedrock formation underlying the site is the upper transition member of the Pierre Shale' consisting of • clayey sandstone with localized sandy claystone. Cuttings from bore holes were geologically logged and drive samples were typically collected every five feet. Geologic descriptions and bore logs are • shown in Attachment A. • Groundwater Occurrence • • Based on groundwater levels collected between August 22, 2006 and May 21, 2007, the highest water • levels occurred in May 2007 in wells MW-2 through MW-5. For MW-2 through MW-5, water levels occurred at depths ranging between 1.15 to 2.77 feet below ground surface (bgs). These shallow water • levels incorporate wells located in close vicinity to Foster Lake (see Figure 1). Additionally, MW-19 • exhibits water levels as shallow as 2.73 feet-bgs (August 2006). Monitoring well water levels recorded • from August 2006 through May 2007 are illustrated on Figures 2 through 20. Generally, groundwater levels tend to fluctuate throughout the year, being highest in the summer and . lowest in the winter and early spring. However, groundwater levels are significantly influenced by surface water features and seasonal irrigation. Water levels in Foster Lake increased during January 2007 resulting in water level increases in nearby wells (see MW-2 through 5) of up to 5.7 feet. . Similarly, water levels in MW-19 are closely related to nearby irrigation ponds (see Figure 1). Other ID high around the site are mainly influenced by seasonal irrigation. These influences are evident in the high groundwater levels observed during August 2006. Sufficient data is not yet available (i.e. June- July) to determine when peak water levels occur; however, high groundwater levels are present outside . of the peak irrigation season. ID Proposed Test Pit Excavation I . Excavation of several test pits is proposed in the northwestern portion of the site during summer 2007. ID Groundwater test pits will be excavated to a depth below the water table, or approximately 15 feet. Groundwater remaining in the test pits following excavation will be extracted and allowed to recharge for approximately one week. Any water residing in the test pits after the one week period will once ID again be extracted and allowed to recharge. This extraction/recharge process will occur for IDapproximately one month to determine the characteristics of the aquifer. The test pits will provide . • information as to whether or not the groundwater recharge results from natural conditions (e.g., precipitation) or human-induced conditions (e.g., irrigation). U Ms. Jill Carlson Th TETRA TECH July 12, 2007 Page 4 • • If groundwater conditions are human-induced, the recharge of groundwater in the test pits will likely decrease as a result of pumping. However, if the groundwater recharge remains consistent throughout the extraction process, then the groundwater is likely the result of natural conditions. Groundwater extraction from proposed test pits is anticipated to provide information that will support the use of foundation/interceptor drains to control groundwater around structures. Groundwater Controls The following two engineering controls are available to mitigate elevated groundwater levels at the site. • ► Elevate foundations above the seasonal high groundwater levels using fill; and • ► Construction of drains to lower the ground water level in sensitive areas of the site. • Our experience at similar sites (irrigated lands underlain by claystone bedrock)has shown that using a combination of these two controls should be a cost effective means of developing the site. The most cost effective design is generally the one that requires the least amount of fill. Based on our current • understanding of site conditions, foundation drains would be installed around each basement and interceptor drains would be constructed near surface water bodies such as Foster Lake. The use of groundwater interceptor drains is one of the methods discussed to lower groundwater levels in the ▪ • Geotechnical Due Diligence Study prepared by A.G. Wassenaar, Inc l. Fill would be utilized in areas where drains are not practical. • The drains would discharge via gravity to the proposed Foster Lake spillway channel and/or the dam breach channel.
