This quote "The state is requiring three of Cotter's mines on U.S. Department of Energy land to comply with state environmental regulations not written with uranium mining in mind." from the July 10, 2007 Grand Junction Sentinel says it all. It would seem that a stop to any granting of mining and land-use permits for a time would be valuable. In an effort to protect the health, safety and welfare of the people of Colorado, let's not put the cart before the horse. Let's make sure all the proverbial ducks are in a row before we allow this highly impactful type of business into Colorado and especially Weld County. Thank you for your consideration. Powertech Uranium Corporation has invited local and state elected officials to an Open House regarding their Centennial Project to be hosted at the Nunn Town Hall on July 19th from 4pm-7pm. C.A.R.D. is asking elected officials to actively protect the health, safety and welfare of Northern Colorado residents by prohibiting uranium mining from taking place. Public outcry and response to this risky uranium mining proposal has been so great, we expect a huge crowd of concerned citizens to be in attendance. The Fort Collins based Center for Justice, Peace, and Environment (CJPE) is hosting a bike ride from Fort Collins to Nunn to show just how close the proposed uranium mining project is to large populations. Attached is a list of questions that concerned citizens are posing to Powertech Uranium Corporation. You informed your investors that you are going to start with open pit mining no later than 2008. Can you give us more details on this (exact location, start date)? 2. How do you protect the aquifer from being contaminated with heavy metals? 3. When you start the in-situ leaching, is it still possible to live on the properties that are involved in this process. 4. How much water do you need for the in-situ leaching process. Where do plan to obtain this water. 5. Can you please explain to us the difference between low-level radioactive waste materials and transuranics?How are these waste materials handled, and where are they legally disposed of? 6. Our research of the public records indicates that Powertech Uranium Corp has retained the services of Wallace Mayes as an expert on your panel of project managers; however, it appears that his lax oversight on previous projects has resulted in numerous spills of radioactive contaminants into the water, soil and air. With a documented track record like this, why is this man on your payroll? 7. In the likely event of a spill on our property, what federally licensed and bonded company is on retainer with Powertech Uranium Corp. to clean up the environment, how long will it take and what reporting, monitoring and site-safety verification process and guidelines do you follow to assure property/homeowners that their home is safe enough to inhabit? 8. If the leach mining that you propose is not a threat to our environment, then why do we have to remove our livestock from the property, suspend youth activities and monitor our drinking water supplies for the duration of your mining operation on our property? 9. We are now aware that there is a significant risk of environmental contamination to the water and soil from in-situ leach mining, and yet you assure us that there is not a risk of airborne radioactive contamination. What technology does Powertech Uranium Corp. use to monitor air quality, how long has this technology been in use, and what company will be making these tests? 10. How many monitoring stations will be in place for each property owner: spacing and locations? 11. Will these stations continually track air quality for excursions of radon and radon progeny? Specifically lead-210 and polonium-210. 12. What branch of the federal government oversees the test results? 13. To whom do you submit water, soil, and air quality reports during your work on our property, and what radiation levels/parameters are you required to follow? 14. Please reference the specific environmental guidelines that you are required to follow, and provide us with a copy. 15. How much money will Powertech Uranium Corp. put in escrow for the health care of local community members who are exposed to contaminated water, soil and air?What is the life of this escrow account and who will be the facilitator? 16. Which NCR approved waste facility will Powertech Uranium Corp. be using? 17. What is the method of transport to this site? 18. Richard Clements, Jr. is listed as being retained by Powertech Uranium Corp. What is his continued role in the current litigation between Kleberg County of Kingsville, Texas and Uranium Resources, Inc.? 19. What market is the uranium mined by Powertech Uranium Corporation sold to? 20. Does this uranium stay in the United States or does it go overseas? 21. We understand that Powertech Uranium Corporation is actively seeking to and is currently pursuing purchasing real estate within section 15, T9N, R67W. To what end? 22. Why is Powertech Uranium Corp interested in open and empty buildings? 23. Is Powertech Uranium Corp. still planning on doing an open-pit uranium mine in section 35, T9N, R67W? 24. In some documentation Powertech Uranium Corp refers to the uranium extraction process as in-situ leach and other in-situ recovery, why the difference in verbiage? 25. We see that the Centennial Project agreement allows Powertech Uranium Corp to retain by- products; from the uranium extraction process, what other valuable by-products do you expect to find? 26. Powertech Uranium Corp continually calls the water being re-injected into the aquifer "treated" what is you definition of this treatment process? 27. What will be added to the water during this treatment and reinjection of the water into the aquifer? 28. Many in-situ leaching sites use hydrochloric acid in the process of uranium mining. Powertech Uranium Corp states they will use oxygenated water with sodium bicarbonate. Have you ever and do you plan to at some point, use hydrochloric acid on this or other projects? 29. Even if your yield of uranium is not quite what you expect from just this solution? 30. What is your projected drilling date? 31. How deep will the wells be? 32. How many wells will there be? 33. Where, specifically, is the planned location of these wells? 34. What specific Homeland Security Rules must you follow to protect surrounding communities from terrorist activity? 35. Why would Mr. Blubaugh continue to say that he has never heard of any aquifers being contaminated from in-situ leaching processes of uranium extraction when there are MANY documented cases? Kingsville Dome is one. Just look at the links on our website, you'll see many other examples from around the world. A 2007 NRC report verifies these contaminated water supplies. 36. Do you know EXACTLY where the aquifers are in relation to the wells Powertech Uranium Corp will be drilling and using as injection and extraction wells? 37. Are you familiar with which aquifers may be affected by any leakage or spillage? Please name them. 38. Where will the drying and packaging of yellow cake occur? Uranium Mills or onsite? 39. What mill will receive the by-product tanks if not processed onsite? 40. What specifically has Powertech Uranium Corp learned from places where the aquifer has been damaged by this in-situ process? 41. What new technology will Powertech Uranium Corp be incorporating to avoid just such a tragedy? Things such as updating the drilling process. Updating the type of casing used to line and protect our water supplies. Updating the monitoring and shut off system to limit the amount of hazardous and toxic elements being released into our water, soil and/or air. We want to see the plans of the wells, the manufacturers being used for the constmction materials, all specifications on the construction materials, etc. 42. Our meeting on Friday, April 13th leads us to understand that one of Powertech Uranium Corps goals is to change the negative face of uranium mining and especially the in-situ process. We are somewhat relieved to hear that, and yet still mistrusting. I'm sure you fully understand that we are very concerned about this type of operation and the risks to the quality of our water, soil and air. The likelihood of heavy metal poisoning and radiation poisoning are greatly heightened by having an in-situ uranium mining process on our aquifer. Powertech Uranium Corp has a great opportunity in meeting their goal of changing the negative face of uranium mining by working with the communities of the Centennial Project. The Northern Colorado area is filled with highly educated and interested people. The best thing Powertech Uranium Corp can do is to honor our educated body by providing us with everything down to the minute detail of their in-situ leaching process. I boldly suggest that all governing bodies involved with any of the permitting process ask that each and every one of these questions and more be answered in full and minute detail before granting any permit. We would be honored to have you begin to answer these questions and we will post them on our website for all to see. 43. Powertech Uranium Corp has a great opportunity to show good-will in regard to maintaining an environmentally clean in-situ uranium mining process by offering to double the bonds that the state of Colorado requires be posted. If Powertech Uranium Corp is confident about their work ethic, this will not be any bother to them. Once the mining operation is complete and the site is vacated in a reclaimed and restored manner, the bond could be returned. Is Powertech Uranium Corp willing to put their money where their mouth is? 44. According to Lane Douglas, the corporation stands to net around $900,000,000 (at 4/13/07 uranium prices) from the Centennial Project. Show us your good faith by helping us maintain the health of our water, soil and air here in Northern Colorado. The amount of profit available as well as the level of technology available really gives Powertech Uranium Corp an incredible opportunity to "clean up the act" of the uranium mining industry. Will you do that?Explain in detail how. 45. Mr. Blubaugh has expressed how Colorado is an agreement Enviromental Impact Statement state and that this will ease the permitting process. What does this mean? 46. Is Powertech Uranium Corp working on their Environmental Impact Statement of the Centennial project? 47. We understand that one of the key factors in whether excursions of radioactive and heavy metal contaminated slurry enter into the aquifer greatly rely on the care taken in closing the Rocky Mountain Energy Corp bore holes. Please outline your plan to study Rocky Mountain Energy Corps. bore holes. Will this study be completed and included in the permit applications? 48. What procedure would be used to close these bore holes properly? 49. What documentation is in place or will be produced that shows that all 3000 RMEC bore holes were closed properly? 50. Where exactly are these bore holes located? X,Y and Z coordinates, please. 51. Powertech Uranium Corporation mentioned that they will need to have proper lighting at all ISL sites. How will you protect neighbors from the light pollution? 52. Please provide us with a copy of your emergency procedures in the event of leakage, spillage or other types of excursions of radioactive elements and/or heavy metals in our water, soil or air. 53. Even Powertech Uranium Corp representatives admit that selenium released during the ISL process is a problem. What specific way do you plan to deal with selenium? 54. Proof that PowerTech does in fact own the mineral rights on Section 15. 55. Copies of recent financial statements, which show the stability of the company and financial strength to mitigate damages. 56. Information about what PowerTech plans to do with the tailings and how the Company will ensure our safety from this radioactive material (regarding comment to open pit Section 35). 57. Information about what PowerTech intends to do with the other ores that are moved during the drilling and in-situ process. 58. Information about what PowerTech intends to do with the sludge. 8. Exact detail of the reclamation process and proof of previous successful reclamation projects. 59. Disclosure of incorrect, incomplete, or neglected reclamations projects. 60. Disclosure of damages to areas surrounding the mining sites and surrounding properties. 61. Information about the selection, training, and management of mining staff. 62. Information about safeguards that will be put in place for the mined property and surrounding properties. 63. Information about the emergency protocol used in the event of a spills, radiation exposure, air and water contamination, and possible terrorist activity. 64. Will the community be haz-mat trained in the event of emergencies? 15. Will 1st responders be haz-mat trained in the event of emergencies? 16. How often is monitoring well equipment checked to ensure that it is properly working? 65. How will you ensure qualified people are hired when Clement stated in an interview with Stock Interview that experts in the field are hard to find? 18. Will Powertech cover the cost of annual cancer screenings for all that are within 2 miles of each mine site? 66. What will Powertech do to protect livestock already grazing on the "mine sites?" Will they pay for pasture rent and relocation? 67. Who pays for the electricity to run the wells? How will this be paid? 21. How can we be assured that employees on-site monitoring the "mine site" are not ignoring the warnings? 68. Can Powertech show us five in-situ leaching mines that have been successfully reclamated without the EPA changing the standards? Show them! 23. What are Blubaugh, Clement and Mays doing to ensure that the messes they left behind with the last uranium boom are being cleaned up? 24. How does Powertech propose to mine out of a shallower aquifer when their geological report states that uranium will be mined up to over 600 feet down, which is in the next aquifer? 69. Why is it that Powertech keeps flip-flopping on open pit mining when their geological report states that they will, Blubaugh stated they will, and Douglas stated they will--Clement says no. 70. Why should we trust a company who hires a PR firm who is proud of a picture of them as 'Partiers"? 71. Why should we trust a company whose executives have left a path of destruction while they were with other companies? 72. How do they propose to pay for the bonds and reclamation when they haven't made one cent since they switched from making heating equipment to mining uranium? 73. Why haven't they presented a sound reclamation plan? 74. In a meeting with some CARD members, Douglas stated that it was his job to see that they only paid one bond rather than the three required bonds. If they are such a responsible, caring company, why do they want to lessen this? 75. Powertech already owns the mineral rights and yet is hiding under an old mining law that allows mining company to maintain the confidentiality of mining exploration. CARD asked Powertech to waive this confidentiality clause to which they refused. If Powertech owns the rights anyway there is no chance of"claim jumping." Why did they refuse?
