RELATED FURNITURE AND EQUIPMENT TO BE CONSTRUCTED AT THE NORTH
RANGE BEHAVIORAL HEALTH FACILITY
A public hearing was conducted on September 19, 2007, at 9:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated August 30, 2007, and duly published September 5,
2007, in the Fort Lupton Press, a public hearing was conducted to allow citizen input on the
Community Development Block Grant (CDBG) application for project related furniture and
equipment to be constructed at the North Range Behavioral Health facility. Bruce Barker, County
Attorney, made this a matter of record.
Monica Mika, Director of Administrative Services, introduced John Rattle, Chief Financial Officer
for Northeast Behavioral Health, LLC, and stated Mr. Rattle will provide a brief overview of the
project.
Mr. Rattle clarified he is speaking on behalf of Dr. Wayne Maxwell, Executive Director of North
Range Behavioral Health, who could not attend the hearing today. He expressed his appreciation
to the County for supporting the grant application, in the amount of$100,000.00. He stated the
grant funds will be utilized for the installation of a security system and for the cabinetry work
required for desks and the reception area. He further stated the funds will also be utilized for the
purchase of appliances, and staff anticipates moving into the new facility within the next three
months. In response to Chair Long, Mr. Rattle stated the security system will secure the entry and
exit doors within the building, as well as provide burglary protection and cameras in key locations.
He clarified the pharmacy portion of the new facility will have an additional specific security system,
which includes sensors and cameras, creating it's own secure area.
There was no public testimony given. Mr. Barker stated no action is required by the Board.
There being no further discussion, the hearing was completed at 9:35 a.m.

PUBLIC NOTICE AND NOTICE OF PUBLIC HEARING
Docket#2007-75
The County of Weld plans to submit a Community Development Block Grant (CDBG)
application to the State of Colorado, Department of Local Affairs. CDBG funds are intended to
provide decent housing,suitable living environments and economic opportunities,principally for low
and moderate income persons through rehabilitation and preservation,economic/job development
and public facilities improvements.
The application being considered would request$100,000,for project related furniture and
equipment to be constructed at the North Range Behavioral Health facility. It is estimated that
approximately 80% of the funds would benefit low and moderate income persons. Permanent
involuntary displacement of neighborhood persons or businesses is not anticipated. Should it later
become necessary to consider such displacement, alternatives will be examined to minimize the
displacement. If no feasible alternatives exist,required/reasonable benefits will be provided to those
displaced to mitigate adverse effects and hardships. Any low and moderate income housing which
is demolished or converted will be replaced.
A public hearing will be held at 9:00 a.m. on Wednesday, September 19, 2007, in the first
floor hearing room,at 915 10th Street,Greeley,Colorado,to obtain citizen views and to respond to
proposals and questions related to:
• the proposed CDBG application for related furniture and equipment for North Range
Behavioral Health facility.
• community development and housing needs, including the needs of low and moderate
income persons, as well as other needs in the community that might be addressed
through the CDBG program.
• the performance of the County of Weld in carrying out its community development
responsibilities.
Written comments are also welcome and must be received by 9:00 a.m.on September 19,
2007,at 915 10th Street,Greeley,Colorado 80631. Oral and written comments will be considered
in deciding whether to submit an application for the proposed project. Written summary information
will be available in the Office of the Clerk to the Board, Third Floor, 915 10th Street, Greeley,
Colorado on September 4,2007,until September 19,2007,on any CDBG application(s)the County
intends to submit to the State. A copyof the application(s)as submitted to the State will be available
for public review in the Office of the Clerk to the Board, Third Floor, 915 10th Street, Greeley,
Colorado, after September 19, 2007.
Information and records regarding the County's proposed and past use of CDBG funds are
available at the Office of the Clerk to the Board, Third Floor, 915 10th Street, Greeley, Colorado,
during regular office hours. Advance notice is requested. If special accommodations are needed,
please notify so that appropriate aids can be made available.
