HomeMy WebLinkAbout20070283.tiff RESOLUTION RE: APPROVE APPLICATION FOR VICTIM ASSISTANCE AND LAW ENFORCEMENT GRANT FOR LAW ENFORCEMENT VICTIM SERVICES AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with an Application for a Victim Assistance and Law Enforcement Grant from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Sheriffs Office, Victim Services Unit, to the Colorado Division of Criminal Justice, commencing upon full execution, with terms and conditions being as stated in said application, and WHEREAS,after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Application for a Victim Assistance and Law Enforcement Grant from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, Victim Services Unit, to the Colorado Division of Criminal Justice, be, and hereby is, approved. JUSTIFICATION 1. Briefly state the purpose of this VALE grant application. The purpose of this grant is to enhance our ability to teach, enforce and train about victim services and the VRA. We are currently doing trainings to the law enforcement agencies we service, students, POST academy students and the community without any visual aids. With a lap top computer and projector, we would be able to do presentations more effectively when people are presented with alternative ways of learning, other then audio. Additionally, we are currently working with very old and large computer screens and they are at times, very difficult on the eyes. We would like to upgrade our two monitors to flat screens. 2. What are your goals and objectives for this grant application? Please be specific. GOAL 1 — To enhance our visual needs in the office. OBJECTIVE 1 — By replacing our current monitors to flat screens, our work load and the ability to complete reports would be beneficial to victims by letting us get our work done in a quicker fashion thus, freeing up our time to work on other projects for victims. GOAL 2—To be better prepared for presentations. OBJECTIVE 1 — Creating power point presentations on various subjects will enable us to do training and education in a more effective way. In addition to hearing what is being said, they will be able to see the information presented on the wall and have a focal point. OBJECTIVE 2— I am currently updating a power point presentation for Law Enforcement and Law Enforcement based programs. Any "new hires" need to go thru a victim services training in addition to continuing education and updates for officers/deputies currently on the streets. I have also been asked to teach at the Weld County Sheriffs Office POST Academy the basic Victims Rights Amendment and how it came about both federal and state and on domestic violence. This presentation included the cycle of violence, dynamics of a battered woman and the effects on children in a domestic violence household. It sounds as if I will continue to do this on a regular basis. OBJECTIVE 3— I would like to continue doing training for citizens. In addition to the above stated trainings, I have been speaking at several different law enforcement agencies citizen's academy's and a "student academy" at the school on the Victims Rights Amendment and how it came about and why victim services is so important to victims of crime. This training is a wonderful educational tool for citizens and law enforcement alike because it creates an informed community that can work together with law enforcement to provide good resources for victims. 2 3. What is your time frame for implementing your goals and objectives? I would like to see these items purchased right away as I can use them immediately but my timetable would be completely dependant on the county and the computer services division. When speaking with computer services, they said it would depend on the demand at the time the request was submitted. 4. Who will benefit from this grant application and how will it affect your services to victims of crimes? The number of those who could benefit is hard to calculate. Every time a law enforcement officer responds to a call and provides a victim with accurate information and passes that victim along to the appropriate resources, we have done that victim and their family a wonderful service. Additionally, anyone in the citizens or student academy will have learned information that they can pass on to any potential victim of crime, thereby creating an environment that is beneficial to victims. I believe that our services will only get better with the education of citizens and the continued cooperation with different agencies. We are, in addition to the agencies we provide victim services to, are working with Brighton Police Department to provide complete services to those who are within the city limits of Brighton, but are actually in Weld County. We do cross training with our agencies and provide resources to each other on many different levels. The lap top would be nice to be able to take to those meetings and trainings (with other agencies) in case we need anything that might have otherwise be forgotten. 5. How will you measure the success of this grant? I think the success of this grant will come in a couple of different ways. First, by not having such a strain on our eyes from the old screens, we would be "fresher" for victims whenever we would have to respond after a long day at the office. :-} Additionally, whenever education is given to citizens and we begin to see a rise in the number of calls, because people are now reporting crimes that they may in the past not have known were crimes, are now reporting and receiving help and support for those crimes. 6. How does this grant request relate to victim services and/or law enforcement needs outlined in the VALE statute? By teaching, updating, and informing law enforcement, they can better handle the victims they come in contact with and can provide them with accurate information needed. Victim services, us, can create an educated, inviting, safe community where victims are better prepared for the situations that they may be facing after the initial crime has taken place. Also by giving the schools accurate information regarding victims rights and what steps are required by them as mandatory reporters of crime, we can ensure that all victims can be treated with fairness, dignity and respect by all, not just those in the criminal justice system. 3 II.
