The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Monday, August 20, 2007, 6:30 p.m., at the Weld County Centennial
Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Tom Pettit. Vice President
Ginny Buczek, Councilman John Kivimaki, Councilman Gene Stille, and Councilwoman
Nancy Teksten were present, constituting a quorum of the members. Also present: Weld
County Sheriff John Cooke, Lauren Lehman, and Bev Thomas, council secretary.
AGENDA APPROVAL: Councilman John Kivimaki made a motion to approve the
agenda. The motion was seconded and approved.
REVIEW PROGRAM: Weld County Sheriff John Cooke gave an overview of activities
within the Sheriffs Department. He said a 400-bed-addition to the Weld County jail is to
be completed in December 2007. Due to difficulty staffing the facility; only 250 beds will
be used by February 2008. Recently booking restrictions were instituted due to 142
percent over crowding of the jail because of the backlog in the county court system and
the increase in bonding fees.
Sheriff Cooke provided statistical information including numbers and analysis of adult
bookings, the daily secure population, length of jail stays and types of charges, a
breakdown of the types and frequency of calls for service, and the Patrol Division's
Strategic Plan. The DUI Traffic Task Force made up of the Sheriff Department and
local police departments is pro active in innovative programs to prevent fatal accidents
in Weld County. As of October 2007, the Northern Colorado Regional Crime Lab Group
will have one crime DNA analyst using Colorado Bureau of Investigations' lab at Denver
University. The Sheriffs Honor Guard is becoming more high profile and is presenting
at a 2007 Bronco's game.
APPROVAL OF MINUTES: Councilwoman Ginny Buczek made a motion to approve
the July 16, 2OO7 council minutes. The motion was seconded and carried.
UNFINISHED BUSINESS:
Possible Amendments to the Weld County Home Rule Charter
Councilman Stille, who served on the Ad Hoc Committee appointed by the Board of
County Commissioners (BOCC) to recommend changes to the Home Rule Charter,
reported eleven questions will be on the November 2007 ballot based on the work of the
committee and the approval of the BOCC.

Policy to Clarify Accuracy of WCC Public Statements
Councilwoman Buczek made a motion to add to council members' notebooks, the
following policy hereby adopted by the council: "Any material including: draft
resolutions, positions, or informational bulletins issued in the name of the Weld County
Council will be reviewed and approved by one or more of the County Council members,
preferably the Council President, prior to being made available to the public at large."
The motion was seconded and carried.
NEW BUSINESS:
Bev Thomas' Resignation
Councilman John Kivimaki made a motion to accept Bev Thomas' resignation as
secretary for the Weld County Council with deep regret. The motion was seconded and
carried. Details of the process of hiring Bev's replacement will be coordinated by
Human Resources.
Payment of the Bills
Councilman Gene Stille made a motion the bills be paid as listed:
Mileage for Council President Tom Pettit $18.60
Mileage for Council Vice President Ginny Buczek $59.52
Mileage for Councilman John Kivimaki $41.85
Mileage for Councilman Gene Stille $66.50
Mileage for Councilwoman Nancy Teksten $ 5.58
The motion was seconded and carried.
