RESOLUTION RE: ACCEPT RECOMMENDATIONS OF ALIGNMENT OPTIONS FROM COUNTY ROAD 27 (TWO RIVERS PARKWAY)ALTERNATIVE ALIGNMENT STUDY TO BE USED BY WELD COUNTY FOR FUTURE TRANSPORTATION PLANNING WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,transportation plans along County Road ("CR")27(the"Two Rivers Parkway") have consistently identified a need for planning alignments to allow for optimum movement of traffic along said roadway, and WHEREAS, previously, the Board of County Commissioners commissioned a study to determine various alternative alignments for said roadway, and WHEREAS,the"Weld County Road 27(Two Rivers Parkway)Alternative Alignment Study," dated February, 2007, identifies and recommends two options for the optimal alignment of said roadway, those being Option 3 for the north end of said roadway and Option 1 for the south end, and WHEREAS,accepting these recommendations now will allow Weld County and/or affected municipalities to preserve needed rights-of-way for the recommended arterials so as to allow construction when the optimal alignments are needed, and allows for implementation in an orderly fashion with the goal of minimizing impacts to adjacent properties in the future. The backbone of this network is a strategic system of seven arterial roadways. One of these roadways is WCR 27 (Two Rivers Parkway) from State Highway 60 north to State Highway 14. The Weld County Public Works Department is addressing concerns at several locations along Two Rivers Parkway that have disjointed intersections or poor geometry. Purpose of the Study The purpose of this study is to establish preferred alignment options for Two Rivers Parkway. The roadway has been divided into a north and south segment for analysis purposes. The North Segment includes the roadway from WCR 64.5 to SH 392 and the South Segment includes the roadway from SH 60 to WCR 378. Several alignments were proposed and were illustrated at public meetings and are currently available for review on the Weld County website. Public Process The study process began in 2003 with the collection of traffic accident records, traffic daily volumes, and information from other local and state agencies. Existing and future land uses were reviewed, sometimes in the field with local landowners. This information, along with land geometrics, parcel ownerships and other pertinent data, was utilized to develop the alternative alignments. Two public open house meetings were held during the initial stages of review, one for the South Segment near SH 60 on March 18, 2004 and the other for the North Segment near SH 392 on March 24, 2004. Approximately 19 residents attended the South Segment meeting and 23 residents attended the North Segment meeting. A combined final public open house was held on April 11, 2006 to review the selected preferred alignments for both segments of Two Rivers Parkway in which 25 residents attended. In order to ensure maximum public involvement for all open house meetings, invitations were sent to all of the property owners within the study area as well as posting notices on the County website. Over 300 invitations were mailed as part of the three open house meetings. 1 - a \ TWO RIVERS PARKWAY _ wokAlternative Alignment Study COLORADO Weld County Public Works Department 4. EXISTING CONDITIONS Information was gathered concerning the existing conditions for each study area. This included meetings in the field with individual landowners to consider potential impacts and looking at issues not visible from GIS mapping. Other sources of data included information gathered from the Colorado Department of Transportation (CDOT) and local town or city near the study areas. 1DEN17FIC "'ION OF AL, E RNA TIVFS Design Parameters Design parameters were established that identified general guidelines to be used for the alternative alignments. They include the following: Classification as a major arterial Right of Way width is 140 ft The posted speed limit is 55 mph with the design speed 60 mph Construction of the new arterials may be dependant on new development and require that portions (interim condition) of the ultimate section be built initially with the entire roadway to be completed when traffic demands increase Major structures, such as bridges, may be built full width as it is difficult to widen in the future `i. f z_4 ct.JF F_ CONsTRi . CTICN ANC MG?";OF ' )in JC H 13o; .., At the time of this publication, no specific schedule for construction or purchasing of the right of way for these two segments of Two Rivers Parkway is known. The construction schedule will be highly dependant on the growth patterns in the area. This study will be used as the basis for planning the corridor area and preserving the rights of way as development occurs. Furthermore, as development occurs, it is anticipated that development adjacent to the arterial will be responsible for the roadway improvements as a means to mitigate their traffic impacts. The County or local agencies within the study corridor will ultimately be responsible for those portions not funded by developments. Construction costs are estimated at $3,000,000 per mile for new four lane road construction and new bridge costs are estimated at $100/sq.ft. 2 6t \ TWO RIVERS PARKWAY _ inkAlternative Alignment Study COIARADO Weld County Public Works Department 5. GENERATION OF ALTERNATIVE Several alignment alternatives were identified for the study areas. The alternatives were generated based upon consideration of meeting the design parameters as described previously and on input from discussions with the local landowners. Refinements of the initial alignments were added as new information was made available from input at the public meetings. The alternatives that were considered for both segments (South and North) are shown on Figure 1 and Figure 2 respectively. The selected alternatives were then evaluated using the following specific criterion which is also shown in more detail in Table 1: Geometry Public Support Transportation Effectiveness Environmental Impacts Right of Way Safety Cost An evaluation matrix was used to then score all of the alignment alternatives for both the South and North Segments. It is anticipated that both intersections would be improved when this project is constructed. CDOT is working on designs for constructing a traffic signal at the SH 60 intersection. Intersection improvements will be designed - to accommodate the new alignment and create a more standard signalized intersection. All curves were designed at 1900 foot radiuses to accommodate 55 mph speed limits. The existing roadway would remain as a County road and serve local traffic needs. Option 1 Option 1 takes a direct northern route along the section line from SH 60 until it crosses the Big Thompson River. At that point it turns NE and follows the RR tracks until it aligns with the existing - Two Rivers Parkway. It is anticipated that WCR 378 would be reconstructed to make a "T"- intersection into Two Rivers. Local landowners were involved in the preliminary alignment phase in order to minimize negative impacts to their properties. This alignment is intended to avoid the — existing water monitoring wells on the waste management site. The new bridge required with this option will be located at the most optimal horizontal alignment in order to minimize costs. — Option 2 Option 2 also begins at SH 60 aligning with the new signal improvements by CDOT. The first — curve begins on the north side of the first parcel of land, minimizing parcel remnants, and then angling NE to cross the river at a point to minimize the skew angle on the bridge. The alignment then curves north to align with the existing Two Rivers alignment utilizing a large portion of the — existing roadway. Intersection improvements at WCR 378 are needed to maximize safety and efficiency. — Preferred Option (South Segment) - As shown in the evaluation matrix, Option 1 emerged as the best alignment. This alignment minimizes negative impacts to properties as well as utilizing the most cost efficient bridge crossing. - 12 ii&Vim' TWO RIVERS PARKWAY Alternative Alignment Study wipe COLORADO Weld County Public Works Department North Segment (SH 392) All north alignment options begin at the south end of the curve on WCR 64.5 and ends at SH 392 or just north of SH 392 (Option 1). All options will require a new RR crossing east of the existing — crossing and the existing WCR 64.5 will be constructed as a "T'-intersection onto Two Rivers Parkway. The curves shown to make this connection should be designed with safe curves per AASHTO standards and to minimize impacts to local properties. It is anticipated that the Colorado — and Southern RR will require the existing crossing to be abandoned before permitting a new crossing. By closing the existing RR crossing, a cul-de-sac turnaround will likely be required on the north side of the tracks. All curves were designed at 1900 foot radiuses to accommodate 55 — mph speed limits. The existing roadway would remain as a County road and serve local traffic needs. — Option 1 Option 1 begins north of "O" Street following the section line of Two Rivers Parkway. As the road — approaches WCR 66, it heads NW and connects back into the existing roadway just south of Bridge No. 27/66A over the Greeley/Loveland Canal No. 2. The alignment continues north and crosses SH 392 at a perpendicular alignment to SH 392. Once beyond the existing residence — located on the north side of SH 392, the road heads SE connecting back into the existing alignment. All curves were designed at 1900 foot radiuses to accommodate 55 mph speed limits. Minimizing negative impacts to local residences while utilizing as much of the existing roadway as - possible was the premise for this option. Option 2 Option 2 begins at the same location as Option 1 and continues north along the section line _ alignment and ends at SH 392. This is the shortest route possible. The location of the roadway would minimize impacts to local residences if it were situated adjacent to the east easement line of the power company. A new bridge will need to be constructed across the Greeley/Loveland Canal. Federal bridge funding would be available to replace the existing bridge at a new section line location. The federal funding would require removal of the existing bridge and terminating the existing roadway on either side of the crossing. Option 3 - Option 3 and Option 2 alignments are identical except the existing bridge across the Greeley/Loveland Canal No. 2 would not be removed and a new bridge would be constructed across the canal. This option was supported by the local residents. 13 — (it \ TWO RIVERS PARKWAY walkAlternative Alignment Stidy pgpDp Weld County Public Works Department Preferred Option (North Segment) Option 3 was selected as the preferred alignment for many reasons as shown in the evaluation matrix. This option was also preferred by the majority of attendees at the public open house — meetings. 6. RECOMMENDATIONS Alignments - The location of the preferred alignments is approximate to allow for subtle changes and flexibility to fit future developments within the corridor. Although changes are expected, the overall functionality of the arterials should not be compromised as a result of any modifications. As with - other Strategic Roads within Weld County, the future arterials may be built in phases. An interim section constructed initially and the ultimate roadway section being constructed as traffic demands increase. Either way, the ultimate ROW width shall be preserved initially. The interim and ultimate sections are shown in Figure 5.
