BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO
JANUARY 22, 2007

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, January 22, 2007, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner David E. Long, Chair
Commissioner William H. Jerke, Pro-Tem
Commissioner William F. Garcia
Commissioner Robert D. Masden
Commissioner Douglas Rademacher
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Elizabeth Strong
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Rademacher moved to approve the minutes of the Board of Social Services
meeting of January 17, 2007, as printed. Commissioner Masden seconded the motion, and it carried
unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, stated there are no warrants to
present for approval today.
NEW BUSINESS:
CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN -
CHILD ADVOCACY RESOURCE AND EDUCATION, INC.: Judy Griego, Director of Social Services,
stated the agreement is for the 2007 calendar year, and the Department will reimburse Child Advocacy
Resource and Education, Inc. (c.a.r.e.)from Child Welfare Administration Funds for services provided, in
an amount not to exceed $49,494.00. She stated the services to be provided are parent education
programs, children's programs, a prevention program, and community education throughout the County.
Commissioner Masden moved to approve said agreement and authorize the Chair to sign. Seconded by
Commissioner Garcia, the motion carried unanimously.
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL SERVICES DIVISION
POLICIES AND PROCEDURES: Ms. Griego stated the revision compliments previous revisions made to
Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures, regarding the
Teamwork Innovation, Growth, Hope, and Training Program (TIGHT). She stated the revision also

compliments the budget as previously approved by the Board . Commissioner Garcia moved to approve
said revisions. Seconded by Commissioner Masden, the motion carried unanimously.
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 11.000,COMPUTER AND EQUIPMENT
POLICIES AND PROCEDURES: Ms. Griego stated the revision expands the types of public assistance
applications to be reviewed by the Department by using the Accurint software, which is a web-based
program which uses public and non-public information to help prevent client fraud by locating client income,
assets, and household composition. She stated the current policy covers only new applicants for public
assistance, and the revision will allow staff to utilize the Accurint software when reviewing applications
which are being recertified or redetermined for continued public assistance. Commissioner Masden
moved to approve said revisions. Seconded by Commissioner Jerke, the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
