RE: GRANT MOBILE HOME PERMIT NO. 624 - WELD COUNTY FISH AND WILD-
LIFE ASSOCIATION
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado on the 23rd day of June, 1982, considered the request
of the Weld County Fish and Wildlife Association for a mobile
home to be used as a principal dwelling on the parcel of land,
which is to be occupied in an A-Agricultural Zone District, more
particularly described as follows:
Part of the NEa, Section 19, T7N, R64W
of the 6th P.M. , Weld County, Colorado
WHEREAS, the Board of County Commissioners, having heard
the testimony, finds that said request should be granted.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the request of the Weld
County Fish and Wildlife Association for permission to place a
mobile home to be used as a principal dwelling on the above des-
cribed parcel of land, which was found to be in compliance with
the Weld County Zoning Ordinance, Section 43, be, and hereby is,
granted.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 23rd day of
June, A. D. , 1982.

Gentleman:
The Weld County Fish and Wildlife Association Incorporated asks that
tho :geld County Board of County Commissioners and the Department of
Planning Services approve our request to locate a mobile home on our
property in tho incorporated area of Weld County.
The Weld County Fish and Wildlife Association is a non-profit Colorado
corporation. It was formed approximately forty years ago by a group
of sportsman concerned with wildlife managemont and conservation, pro-
moting the shooting sports, and teaching the safe handling of firearms.
The association is still active in these areas. The last two years
we have instructed over one hundred fifty young people in state approved
hunters safety courses. We sponsor black ponder, benchrest, rifle and
pistol silhouette, and trap shooting events, tie just completed a five
year contract with the USDA Soil Conservation Program to reestablish
wildlife habitat on our property. Under this contract we planted over
5,000 trees and over 300 pounds of native grass seed.
Our property is located three miles north of Galeton, Colorado on WCR
51 . We am 123 acres whore we hold our shooting activities. The pro-
perty is operated as a game preserve and is closed to hunting.
The Weld County Fish and Tildlifa Association would like to have a care-

would include repair and maintananco and trash collection on the property.
The caretaker would be responsible to see that the no hunting regulation
is observed by not only the association members but also the general
public. He would also soo that the range rules wore being observed at
all tines. .;e have had problems in the past with vandalism on our pro-
perty and feel that having sdmeone living right on the property would
put a stop to this. Working with our limited budget us do not have
the finances necessary to build a permanent caretakers residence. We
have found a gentleman that is very interested in becoming our caretaker.

and take over duties as caretaker. It is for this reason that wo ask
approval to locate a motile home on the ',Te1d County Fish and Wildlife
Associations property.

The septic system located north of Galeton in the NE 1/4 of Section 19,
Tagnship 7, Range 64 appears adequate to service the two bedroom mobile hone to
be used by the Weld County Fish and Wildlife Assocation. Only one person call be
living in the he m_. Information supolied to this department by Bill Ruth indicates
a septic tank 8'x5 1/2x4 2/3' with a leachfield. The system was installed by Joe
Kutcher of Gill in the 1960's. No record of the system was found in our records.
If, at any time, the waste loading to the septic system was-to-increase; -
this department must be notified to make a determination of system adequacy.

RE: Request for Approval to Move
Trap Range and Erect Permanent
Structure
Dear Ms. Curry:
We would like to request the permission of the Planning Services to make the
following changes to our Trap Shooting Range:
1) Move the existing Trap Shooting Range approximately 100 yards due
south of the present location (see attached drawing) . The direction of
the shooting will change from due north to north-northwest. The reasons
for this are a) to keep lead shot on our property, and b) to protect the
Caretaker's residence. This move will not endanger any other residences
are there are none.
2) Erect a permanent warming house. We are currently operating out of
a temporary warming shelter which is too small . We need a permanent
building approximately 20' x 40' to accommodate our needs. The
construction of this building will be monolithic pour floor and concrete
block construction.

Gentlemen:
It is the intent of the Weld County fish and Wildlife Association, Inc. to
expand the use of electricity on our property, namely the Northeast Quarter
of Section 19, Township 7 North, Range 64 West of the 6th P.M. , Weld County,
Colorado, lying north and west of the Owl Creek Ditch.
Our organization recently contracted the Poudre Valley Rural Electric Association
to provide primary electrical power to the south central area of our property.
That work has now been completed. A power pole with a transformer and meter
head is now in place in the proximity of the storage building lying to the
south end of the rifle ranges.
Our plans include the installation of a 200 amp main panel in the storage
building which will facilitate the installation of outlets and lights within
the building and immediately surrounding outdoor areas.
Over the past few years our organization has been hosting a number of competitive
rifle and pistol events throughout the season. Some of these events are nationally
sanctioned by the National Bench Rest Shooters Association, which has affiliate
clubs nationwide. The benchrest matches are on Saturday and Sunday and usually
draw 35 to 40 competitors. These competitors come to our range to shoot from
such places as Kansas, Utah, Wyoming, South Dakota, Montana, and Oklahoma.
A number of these people, usually about one-half, elect to remain at the range
for the entire weekend. The remainder elect to rent a motel room in Greeley
or Ft. Collins.
The installation of lights and outlets in our loading area and in, the proximity
of the restrooms will make their weekend with us much more convenient. Typically
there are 8 to 10 R.V. 's on the premises for such an event. It will also
provide—us, as the host club, with the means to improve our statistical scoring
procedures with the use of a computer and better lighting. Our normal maintainance
of the property will be made much easier as well, because power tool use will
no longer be a problem.
The use of the electricity will be closely controlled. At no time outside
of club sponsored events, will the electricity be availble to club members.
Also, at no time, will we be holding shooting events during any' hours other
than daylight hours in accordance with existing range rules. The benchrest
weekend events occur during summer months and typically involve four weekends
per calendar year. Other rifle and pistol events occur monthly and usually
are one day events. This area is also used occasionally for club picnics
during evening hours when use of the lighting will be convenient.

Gentlemen:

Association, Inc. to build a 16 ' X 32 ' storage building
on our property, namely the Northeast Quarter of Section
• 19 , Township 7 North, Range 64 West of the 6th P .M. ,
Weld County, Colorado, lying north and west of the Owl
Creek Ditch.
Said building will be located approximately in the
south central portion of the property, behind the
rifle ranges. The building to be of frame construction,
on a concrete slab with a 9 ' X 7 ' overhead door opening
on the east side. A partition will divide the building
into two 16 ' X 16 ' storage areas.
Over the past few years our organization has progressed
to a point where we are scheduling a number competitive
rifle and pistol events throughout the season. Conse-
quently, these eventsrequire special targets, target
frames, measuring and weighing devices that need to be
taken down after each event and stored for protection
from weather, vandalism and theft.
With the Planning Commission' s consent and construction
requirements, we will submit a set of plans based on
these requirements prior to applying for a building permit.

Dear Mr. Davenport:
Thank you for your letter of June 27 . The Department of Planning Services'
staff has reviewed your proposal to move the existing trap shooting range
approximately 100 yards to the south of the present location and has
determined that the relocation will not be a major change to Special Use
permit 215 as approved. The addition of the permanent warming house to the
site will also not be considered a major change to your permit.
However, prior to the issuance to building permits, a new plot plan must be
submitted for cur file showing all existing and proposed structures and uses
on the Special Use permit site. Please check with the building inspection
department regarding building and grading permits which may be required for
your proposed changes.
