The new addition will also be used to store a wash trailer, welding trailer, truck parts, and other parks associated with the approved Use by Special Review no. 1454. It's the Department of Planning Services perception that the wash trailer and welding trailer will not be used on site (Lot A of RE-735; Pt. Arrington appeared before the Weld County Planning Commission on Tuesday June 2, 2004, concerning the request of a Site Specific Development Plan and Special Review Permit for an oil and gas support and service facility. The property address is located at 20525 WCR 50, LaSalle Colorado. According to Section 23-3-350.B of the Weld County Code, I agreed to erect opaque visual screen along the road right-of-way and to north property line. However, after careful consideration the opaque screen deteriorates and becomes an unattractive improvement. It can also obstruct the view for vehicles driving into and out of the property. I believe it is in the best interests of the property and the adjacent neighbors to eliminate this opaque screen. A lot of finances, time and hard effort have been made to increase the value of this property and to comply with the continual requests of the Weld County Planning department. Our comments and requirements are as follows: COMMENTS: WCR 50 is designated on the Weld County Roadway Classification Plan, January 2002 provided by Felsburg Hol and Ullevig as a local paved road. The most recent traffic count reflects 578 vehicles taken in a 48-hour perioc between the LaSalle city limits and WCR 43. This road is maintained by Weld County. REQUIREMENTS: Access: The applicant identified on the plat drawing four existing accesses to the parcel with a parcel frontag' measuring 260 feet. The plat drawing identifies a six-foot chain-link security fence with gates. We recommen utilizing the existing main access point. The two existing access with gates located on the west side of th property should be closed and locked. Utilize the main access point. The eastern access appears to be outsid the chain-link fence possibly to provide access to either an oil tank battery or adjacent properties. Please verif the need to retain this access point. Off-Site Parking and Circulation: The off-site parking spaces including the access drive shall be surfaced wit gravel or the equivalent and shall be graded to prevent drainage problems. Each parking space adjacent to the building shall be equipped with wheel guards or curb blocks where needed I prevent vehicles extending beyond the boundaries and coming into contact with other vehicles, walls, fences, plantings. I discussed the condition 1L about the existing septic system being reviewed by an engineer for the changed use from a house to an office. Because the system is a permitted system Trevor agreed to waive the requirement that it be evaluated by an engineer(it was permitted for a house and is known to be large enough for one employee). However, because the system was installed in 1979 the Health Department will inspect the system and observe for signs of failure. I explained this to Mr. Arrington, and that there would be the County fee for this inspection. He was in agreement, and will return with paperwork for both this system and the unpermitted system for the shop. Pam Smith 06/11/2004
