HomeMy WebLinkAbout810814.tiff r"t 10U .7 MINUTES '._ r AgBA WELD COUNTY COUNCIL t J` October 1, 1981 �aEEc�Y, c°'-°' Tape 81/103-105 (cassettes) The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, October 1, 1981, at 1:30 p.m. ROLL CALL The following members were present in person: President Patricia Anderson, Vice President Ralph Waldo, Jr. , Robert Martin, Sr. , Howard Foster, and De Ann Emerson. Also present were Commissioner John Martin, County Assessor Herb Hansen, Tribune reporter, Bruce Robb, and the council secretary, Susan Elton. MINUTES APPROVED Bob Martin made a motion to approve the minutes of the County Council 's meeting of September 3, 1981, as written, Councilman Howard Foster seconded the motion and it carried unanimously. ADDITIONS TO THE AGENDA Under New Business, Home Rule Charter "booklets", and motion regarding agencies receiving county appropriations. Motion made after Executive Session. APPOINTMENTS Bob Martin will attend the Elected Officials' work session on October 12. De Ann Emerson will try to attend the November 4 Commissioners' Board Meeting. CORRESPONDENCE The correspondence file was passed around for each member to inspect. Each council member received two books for the 1982 Budget Message and the 1982 Proposed Budget. REPORTS Pat Anderson was not able to attend the Elected Officials' work session on September 14, 1981. Ralph Waldo reported that he had attended the Budget Message meeting with the commissioners and Don Warden on September 29, 1981. Commissioner John Martin explained to the council the county welfare "workfare" program. The council members all agreed that it sounded like an excellent idea. UNFINISHED BUSINESS The commissioners will be holding their Budget Work Sessions October 8 through October 23, 1981. The council members divided the schedule by each taking one or two days to attend the sessions. The council had received a memo from Don Warden regarding the Home Rule Charter property tax limit. Ralph Waldo read that portion of the Home Rule Charter and stated that he felt he now had a better understanding of the limitation. County Assessor Herb Hansen, was at the council meeting to discuss elected officials' salaries. He said he would be satisfied with the salary set by the council as long as it stays close to that which the state sets for other elected officials in non-Home Rule Charter counties. The state has set $28,800, which may be increased or decreased by up to 15 per cent. The elected county officials' salaries in Weld (except coroner) for 1982 are set at $24,500. NEW BUSINESS After discussion on the feasibility of having fifty copies of the Home Rule Charter made into booklet form at the cost of $1.09 each, De Ann Emerson made a motion to do so, seconded by Ralph Waldo. Motion carried unanimously. There was discussion among the council members and Commissioner Martin 810814 (-1- V MINUTES, WELD COUNTY COUNCIL Page 2 October 1, 1981 regarding the county appropriations given to agencies outside the realm of the departments of the county. Ralph Waldo suggested that the county commissioners require outside agencies that are partially funded by the county to submit a written agreement to any audit before county monies are given to them. De Ann Emerson made a motion stating that the County Council ask the County Commissioners to set a policy with regard to auditing agencies receiving appropriations from the county; and that these agencies consent in writing to any and all future audit requests made by the Council or by the Commissioners, and that this consent be required from the agency before they receive the funding from the County Commissioners. Motion seconded by Ralph Waldo and carried unanimously. Ralph Waldo made a motion, seconded by De Ann Emerson to approve the September mileage for Pat Anderson, $12.80, and Howard Foster, $26.00. Motion carried unanimously. EXECUTIVE SESSION The council made a motion to adjourn to executive session, seconded, and passed unanimously. The time was 3:50 p.m. The meeting reconvened at 4:35 p.m. Bob Martin made a motion that the council set up an executive session with the County Commissioners and the County Sheriff for early next week. Motion seconded by Howard Foster and passed unanimously. ADJOURNMENT There was no further business. Upon motion made and seconded, the meeting was adjourned. The time of adjournment was 4:36 p.m. , October 1, 1981.
