RE: Case USR-1574 New Hope Family Christian Church
Dear Mr. Ogle,
Thank you for the referral regarding the proposed New Hope Family Christian Church.
The proposed development is located at the southeast corner of the intersection of
WCRs 18 and 17. Please note that the Town has annexed WCR 17 in the south half of
sections 32 and 33 T2N R67W and has plans to annex WCR's 15 and 17 up to the south
half of sections 28 and 29 T2N R67W as shown in the Comprehensive Plan.
The parking associated with the proposed development suggests that It will generate
around 200 vehicular trips per day. This may adversely impact the neighboring road
system. Note that portions the neighboring roads have been annexed to the Town
including and not limited to WCRs 16 and 17.
To ensure adequate measures are employed for health and safety and determine the
impact of this development on the surrounding transportation system, including any
potentially required improvements such as dust suppression, paving and the like.
Please provide a copy of the traffic report for review by the Town Engineer prior to
further consideration of the proposed development. Please also note that improvements
to the impacted roadways may be warranted and or required as a result of this proposal,
particularly along WCR 17.

The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Use by Special Standards, Weld County Code, Chapter 23, Article II, Division 4, Section 23.
Our comments and requirements are as follows:
COMMENTS:
Weld County Road Classification Plan (FHU): (June 2002)
WCRs 17 and 18 adjacent to the proposed USR are local gravel roads and require a 60-foot right-of-way at full
build out. There is presently a 60-foot right-of-way. These roads are maintained by Weld County. Pursuant to
—the definition of SETBACK in the Weld County Zoning Ordinance (23-1-90), the required setback is measured
om the future right-of-way line.
At the intersection of WCR 18 and WCR 17 west of the intersection, the Town of Firestone has annexed and
has jurisdiction over that section of road.
ADT: Our most current traffic count for WCR 18 is 165 to 190 vehicles per day taken in 2003, and WCR 17 at
this location has an ADT of 112 to 160 also taken in 2003.
REQUIREMENTS:
Access/ Parking: The applicant has identified two accesses to the facility. The existing access is from WCR
18 and the future access is from WCR 17. The appropriate signing is required at each access point including
the egress and ingress (one-way) with a stop sign at the appropriate location before entering on to WCR 17.
Parking: The applicant is indicating that Phase I will utilize an existing grass parking lot to accommodate 16
cars and one handicap parking space. The handicap parking space shall conform to all standards with The
Americans with Disability Act. This parking space shall be hard-surfaced and appropriately signed. Wheel
guards or curb stops shall designate appropriate parking spaces.
Phase II: The applicant is identifying an additional 75 parking spaces with road base. The Weld County Public
Works Department recommends using recycled asphalt for the road base. Wheel stops or curb guards shall
also be a part of the Phase II parking area with additional ADA designated hard-surfaced parking locations.
._Dust Suppressant: With the additional impact to the proposed USR facility (church, daycare, and private
chool) location, additional traffic will justify dust concerns for the area. The Weld County Public Works
Department recommends that dust suppressant be placed on WCR 17. The dust suppressant shall be placed
in front of the residence of Justin Westmoreland, 7812 WCR 17, for approximately 300 feet. The dust

suppressant (magnesium chloride or calcium chloride) shall be placed no less than twice a year or more often
as designated by the Weld County Public Works Department, Grader Division Supervisor. Both ingress and
egress and exist points should be dust abated also.
Storm Water Drainage: In accordance with Section 23,-2-240, Design Standards (5 A and B), the applicant
needs to provide additional storm water documentation calculations for review and approval with the Dave
Bauer, Weld Count Public Works, Drainage Division at 970-204-6496, extension 3739. There may be an
additional storm water permit fee associated with review and approval through the Drainage Division.

1. A building permit shall be obtained prior to the construction of structures.
2. A plan review is required for each building for which a building permit is required. Plans shall bear the wet
stamp of a Colorado registered architect or engineer.Two complete sets of plans are required when applying
for each permit. Include a Code Analysis Data sheet provided by the Weld County Building Department with
each Building permit application.
3. Buildings shall conform to the requirements of the various codes adopted at the time of permit application.
Currently the following has been adopted by Weld County: 2003 International Building Code; 2003
International Mechanical Code; 2003 International Plumbing Code; 2003 International Fuel Gas Code; and
the 2005 National Electrical Code and Chapter 29 of the Weld County Code.
4. The office will require an engineered foundation based on a site-specific geotechnical report or an open
hole inspection performed by a Colorado registered engineer. Engineered foundations shall be designed by
a Colorado registered engineer.
5. The building will be classified as A-3 (Church) and E (Educational) occupancy. This building will be
required to have an automatic fire sprinkler system. Fire resistance of walls and openings, construction
requirements, maximum building height and allowable areas will be reviewed at the plan review. Setback
and offset distances shall be determined by the Zoning Ordinance.
6. Building height shall be measured in accordance with the 2003 International Building Code for the purpose of
determining the maximum building size and height for various uses and types of construction and to determine
compliance with the Bulk Requirements from Chapter 23 of the Weld County Code. Building height shall be
measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset
and setback requirements. When measuring buildings to determine offset and setback requirements,buildings are
measured to the farthest projection from the building. Property lines shall be clearly identified and all property pins
shall be staked prior to the first site inspection.
7. Provide letter of approval from Fort Lupton Fire protection District prior to construction of any structure.
8. There are two permits on record, BCS-060275 is active. SP-9700006 has a final status.

and private school. We have no objections to the proposal, however, we do
recommend that the following conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. The applicant shall submit a dust abatement plan for review and approval, to the
Environmental Health Services, Weld County Department of Public Health &
Environment.
2. The applicant shall provide current evidence that the facility has an adequate
water supply (i.e., well or community water system).
3. The septic system serving the home shall be reviewed by a Colorado Registered
Professional Engineer. The review shall consist of observation of the system and
a technical review describing the systems ability to handle the proposed
hydraulic load (church, etc). The review shall be submitted to the Environmental
Health Services Division of the Weld County Department of Public Health and
Environment. In the event the system is found to be inadequately sized or
constructed the system shall be brought into compliance with current
Regulations.
4. The septic system design shall comply with all County and State Laws,
Regulations and Policies. In the event the septic system requires a design
capacity of over 2,000 gallons of sewage per day the applicants shall provide
evidence that all requirements of the Water Quality Control Division (WQCD) of
the Colorado Department of Public Health and Environment (specifically Policies
WQSA-6 and WQSA-8 ) have been satisfied. Evidence of compliance shall be
provided to the Weld County Department of Public Health and Environment.
Alternately, the applicant can provide evidence from the WQCD that they are not
subject to these requirements.
We recommend that the following requirements be incorporated into the permit as
conditions that must be met one month prior to construction activities:
1. A stormwater discharge permit may be required for a
development/redevelopment construction site where a contiguous or non-
contiguous land disturbance is greater than or equal to one acre in area. Contact
the Water Quality Control Division of the Colorado Department of Public Health
and the Environment at www.cdphe.state.co.us/wq/PermitsUnit for more
information.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.
4. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved dust abatement
plan at all times.
5. This facility shall adhere to the maximum permissible noise levels allowed in the
Residential Zone as delineated in 25-12-103 C.R.S., as amended.
6. A permanent, adequate water supply shall be provided for drinking and sanitary
purposes.
7. Adequate handwashing and toilet facilities shall be provided for employees and
patrons of the church.
8. Sewage disposal for the facility shall be by septic system. Any septic system
located on the property must comply with all provisions of the Weld County Code,
pertaining to Individual Sewage Disposal Systems.
