SITE SPECIFIC DEVELOPMENT PLAN and USE BY SPECIAL REVIEW (USR)

BLOCK & BRIDLE VETERINARY CLINIC

August 14, 2007
The following questions are to be answered and submitted as part of the USR application. If
a question does not pertain to your use, please respond with "not applicable", with an
explanation as to why the question is not applicable.
1. Explain, in detail, the proposed use of the property.
The existing and proposed use of this property includes operating an equine veterinary and
dentistry practice that offers both ambulatory and on-site services. Related activities include
short-term boarding of up to twenty(20) customer horses that are receiving veterinary care,
and breeding and raising quarter horses. This proposal is for one veterinary clinic that
includes a clinic, office, and boarding barn, as well as a hay storage area.
2. Explain how this proposal is consistent with the intent of the Weld County
Code, Chapter 22 (Comprehensive Plan).
Section 22-1-50, Part D, Section 2(c) of the Comprehensive Plan states that 'Agriculture will
be supported and will continue to be a mainstay of the county." Further, Section 3(a) states
that "the importance of agriculture in the County is recognized, and supporting agriculture is
• an important objective of the County. Agricultural Goal 1 states: "Conserve agricultural land
for agricultural purposes which foster the economic health and continuance of agriculture."
This facility supports agricultural uses by supplying needed equine veterinary services to
area horse owners. The horse owners in turn purchase hay, grain and other foodstuffs for
their animals, which further supports the agricultural base of the area.
Section 22-2-40 lists "veterinarians"among those who offer "farm related products and
services"that serve a "role in the County's farm and food system." Sec. 22-2-60,
Agricultural goals and policies, Section A., Policy 1.3. indicates "agricultural businesses and
industries will be encouraged to locate in areas that minimize the removal of agricultural
land from production. Agricultural business and industries are defined as those which are
related to ranching, livestock production, farming and agricultural uses.
The proposed site is not located within a flood hazard zone, a geologic hazard zone or
airport overlay zone. The proposed use is necessary in Weld County to support the
agricultural economic base historically attributed to the area.
3. Explain how this proposal is consistent with the intent of the Weld County
Code, Chapter 23 (Zoning) and the zone district in which it is located.
Section 23-3-40, Section B (5) includes "veterinary clinics or hospitals"among the uses
which may be "constructed, occupied, operated and maintained in the A (Agricultural) Zone
District upon approval of a permit in accordance with the requirements and procedures set
forth in Article II, Division 4 of Chapter 23. In accordance with 23-2-260. A.6., this
application preserves prime farmground. The applicant does not propose to significantly

impact the agricultural viability of the property with the proposed use.

• The health, safety and welfare of the inhabitants of the neighborhood and county are, and
will continue to be preserved through compliance with existing health and safety standards,
zoning requirements, and any conditions of approval associated with this USR application.
Vehicular access to and from the property is via WCR-53. Customer vehicles park in the
vicinity of the clinic/barn building. Up to three (3) cars can park in front of the clinic on the
building's west side. Truck and trailer parking is located south of the clinic/barn building.
Normally truck and trailer rigs turn around just south of the barn stalls and end up parking
with a diagonal orientation facing to the northwest. At least six (6) truck and trailer rigs can
be parked in this area. If needed, additional parking is available in the grass adjacent to the
driveway.
The facility has building-mounted, flood and motion detector lights on the clinic and barn.
Two solar powered lights are proposed to be placed at the driveway entrance; one on either
side.
The facility does not currently have a sign. If a sign is added, the applicant will abide by the
existing sign height (6 feet) and size limit (16 sq. ft.), which is allowed in agricultural-zoned
districts.
4. What type of uses surround the site? Explain how the proposed use is
consistent and compatible with surrounding land uses.
Agricultural uses surround this site. Uses consist offarmland,pasture used for grazing of
• livestock, dairies, and some confined cattle feeding. The proposed use is related to, and
dependent upon agriculture, and is consistent and compatible with the surrounding
agricultural uses and the Weld County Comprehensive Plan.
5. Describe, in detail, the following:
a. How many people will use this site?
Normally 20 people (owners, staff and customers) or fewer per day, however, the
owners may occasionally host workshops or clinics, and in these instances the number
of people using the site for a short duration may exceed one hundred.
b. How many employees are proposed to be employed at this site?
Up to 6 employees (this includes part-time and full-time employees), plus the owners.
c. What are the hours of operation?
Normally 7:00 am to 5:30 pm Monday through Friday and 8:00 am to 1:00 pm on
Saturday. Emergency veterinary care may be provided at any time.
d. What type and how many structures will be erected (built) on this site?
Structures already located on the premises include the owners'residence and the
veterinary clinic and office and attached barn building, which includes indoor/outdoor
horse stalls. There is also a farm implement equipment shed located at the site. An
additional horse barn is proposed to be constructed south of the owner's house, and a
pole barn is proposed to be constructed for hay storage (see plat map for specific
locations).

e. What type and how many animals, if any, will be on this site?
• Up to 20 customer horses and 20 owners'horses normally. Also, the owners'
households pets (dogs, cats) and customer pets.
f. What kind (type, size, weight) of vehicles will access this site and how often?
Cars and pickup trucks with or without horse trailers attached; daily. Average pickup
truck weight class is 1 ton or less.
g. Who will provide fire protection to the site?
Galeton Fire District, 24852 First Street, Galeton, CO 8062. The clinic building is
equipped with an overhead sprinkler system.
h. What is the water source on the property? (Both domestic and irrigation).
North Weld County Water District for household and clinic. Irrigation water supplied by
Larimer/Weld Irrigation Co; Owl Creek ditch.
I. What is the sewage disposal system on the property? (Existing and proposed).
Septic tank and leach field system. The residence and clinic each have a septic tank,
which discharge into a common leach field system. Copies of the ISDS permits are
attached to this application.
j. If storage or warehousing is proposed, what type of items will be stored?
Not applicable; no commercial storage or warehousing is proposed.
6. Explain the proposed landscaping for the site. The landscaping shall be
• separately submitted as a landscape plan map as part of the application
submittal.
The structures at the site are bound by irrigated pasture. An irrigated lawn exists
around the residence. A small xeriscaped area exists on the west side of the
clinic, otherwise the surface around the clinic is gravel. No additional landscaping is
proposed.
7. Explain any proposed reclamation procedures when termination of the Use by
Special Review activity occurs.
Not applicable; no reclamation procedures are proposed or necessary based on the
type of use.
8. Explain how the storm water drainage will be handled on the site.
Storm water drainage from the clinic, residence, and parking and driveway area drain
into adjacent pasture, which is an acceptable best management practice.
9. Explain how long it will take to construct this site and when construction and
landscaping is scheduled to begin.
The site and landscaping are already in place.
10. Explain where storage and/or stockpile of wastes will occur on this site.
Horse manure and bedding is normally removed from the stalls and land applied on
adjacent irrigated pasture on a daily basis. During the winter time, bedding and
manure may be stockpiled when land application soils are snow-covered or saturated,
• then land applied as soon as land application soil conditions allow.

Phil,
I have received your application for the Simmons USR and it is currently being processed.
In reviewing the case I believe there are a couple things that have not been answered.
1) I need to know the lighting plan. I assume that you will be proposing minimal, if any
lighting.
3) There was no vicinity map on your plat map. Section 23-2-260.D.4 of the Weld County
Code describes the requirements for the vicinity map. At this time I will not require you
to reprint on the plat maps. However, it will be a condition through the USR and prior to
recording that the vicinity map be delineated on the plat.
4) I need to know what signs, if any, you propose. You can give a written statement
saying you will abide by all general agricultural rules in regards to signage. Or you can
propose different signage. If you are proposing different signage then a written response
of height, width, length, lighting for the sign, location on the property, etc. will
suffice at this time (Weld County USR Requirement 23-2-260.B.16) .
5) A statement of taxes from the Weld County Treasurer must be supplied. At this time I
have verified no delinquent taxes, however it is required with the USR application and
file. Please submit as soon as possible.
