1. The existing use of the property is a church facility;the proposed use is to construct a
new fellowship facility with site improvements as required.
2. The proposed fellowship facility would not only serve the needs of the congregation,
it would be available to the surrounding neighborhood and community for other activities
which would be consistent with the rural character of the community.
3. The proposed facility would establish and provide an area for activity and would be a
positive impact on the community in terms of location,use and design character.
4. Uses surrounding the site are residential and a community park.
5. a. Primarily, members of the congregation, approximately twenty to thirty.
b. One pastoral employee on a part time basis.
c. Hours of operation will vary depending upon congregational activities and one
10:30 AM Sunday Service per week.
d. The fellowship building is to be a post frame wood structure with interior
f nishes, only one building is proposed.
e. Not applicable, no animals will be on the site.
f. Vehicles accessing the site will be passenger type vehicles, access frequency to
the site will depend upon congregational activities.

6. Landscaping is to be shrubs,trees and grasses as indicated and noted on the Use By

8. Storm water drainage is to be handled by an on site retention pond.
9. It is estimated that the construction and landscaping of the site will be completed in
approximately three months, and anticipated to begin in March of 2007.
10. There will be no storage or stockpiling of bulk wastes on the site.

Subject: carr community church building project
In regards to our conversation today concerning our hours of opoeration, we have only
morning services on Sunday from 9 :45 am through 11:30 am. During the Christmas holiday we
have an evening program lasting about 2 hours, usually from 5pm until 7pm.
If parking is an issue, we do own the 1/4 city block just north across the alley from
our worship center, which would be used for overflow parking. I would not forsee more
than 60-70 people ever being in attendance at one time.

ARTICLES OF INCORPORATION
OF
CARR CO MMDNITT CEORCN
We the members of the Carr Community Church, of Carr, Colorado, in order to
carry out more efficiently the commission given by Jesus Christ, do ordain and
establish these Articles of Incorporation and By-Laws.
ARTICLE I: NAME AND LOCATION
The name of the religious corporation shall be "Carr Community Church" of
Carr, Colorado. This church will not be affiliated with any denomination.
The duration shall be perpetual.
ARTICLE II: PURPOSE
The purpose of this church shall be the maintenance of the preaching of the
complete Word of God; for the edification of the saints; for the conversion of
the lost to Christ; the spiritual care and growth of its members; and the
evangelization of the world.

ARTICLE III: DOCTRINAL STATEMENT
1. We believe the Bible in its entirety, both the Old and New Testaments,
to be the inspired Word of God, without error in the original writings
(II Timothy 3:16).
2. We believe there is one God, eternally existent in three persons,
Father, Son, and Holy Spirit (Genesis 1:1, John 10:30, John 4:24,
Matthew 2:16-17, Matthew 28:19).

3. We believe in the deity of Christ, that He vas fully God; entering
apace, time and history, born of the Virgin Mary; and becoming fully man
at the same time, shedding Hie blood for the atonement of sin
(Ephesians 1:7, John 1:1-3; Colossians 1:14); His bodily resurrection
(Matthew 20:11-20, John 1:25); His ascension (Acts 1:9-11); and His
personal return to establish His Kingdom on earth (Revelation 19:11-
16).
4. We believe that the ministry of the Holy Spirit is to glorify the Lord
Jesus, and during this age, to convict men of sin, regenerate, indwell,
guide, instruct, and empower the believer for godly living and service
(John 16:8, I Corinthians 3:16).
5. We believe that man was created in the image of God but fall into sin,
and men are sinners by nature and by choice. However, we believe that
those who accept Christ as 'Savior and Lord will be forever in God's
presence and those who reject Christ as Savior and Lord will be forever
separated from God for eternal punishment (Genesis 1:26, Romans 3:23,
Acts 16:31, Mark 9:43-44).
6. We believe that the shed blood of Jesus Christ and His resurrection
provide the only ground for justification and salvation for all who
believe. Only those who receive Jesus Christ can become Children of God
(Acts 13:38-39, John 1:12, Romans 5:1).
7. We believe that Jesus Christ is the Lord and Head of the Church. Every
local church has the right, under Christ, to decide and govern its own
affairs, free from all ecclesiastical or political interference
(I Timothy 3:15, Colossians 2:9-10).

8. We believe in the imminent, pre-millennial, personal, bodily, return of
the Lord Jesus Christ. He will come with power and has a vital bearing
on the life and service of believers (Acts 1:10-I1, I Thessalonians
4:16, Matthew 24:36, Titus 2:13, Luke 17:26-27).
ARTICLE IV: POWRIB
Carr Community CHurch shall have and possess all powers that churches have and
may exercise under the Colorado Non-Profit Corporation Code, and as defined in
Section 501(c)(3) of the Internal Revenue Code.
ARTICLE V: NEMBEILSBIP
The congregation shall receive into membership individuals through profession
of faith or re-affirmation of faith in Jesus Christ as Lord and Savior and who
accept the Statement of Faith, Article III of this constitution. Persons
desiring membership shall apply to any member of the Board, who in turn shall
take said application under advisement, inquire into the spiritual condition
of the applicant and submit a report to the congregation. Charter membership
shall consist of those desiring membership at the organizational meeting.
All resident members who without reasonable excuse do not attend the regular
services of the church for a period of one year and all non-resident members
who fail to communicate with the church shall be placed on the inactive list
and are unable to vote.

ARTICLE VI: PROHIBITED ACTS
1. The corporation shall not possess or exercise any power or authority,
either expressly, by interpretation, or by operation of law, that will
prevent it at any time from qualifying and continuing to qualify as a
corporation described in Section 501(c)(3) of the Internal Revenue Code
of 19B6, as amended, hereafter referred to as the Code; nor shall it
engage directly or indirectly in any activity which would cause the loss
of such qualification.
2. No part of the assets or income of the corporation shall ever be used
for, nor shall the corporation be operated for, purposes that are not
exempt purposes within the meaning of Section 501(c)(3) of the Code.
3. No income of the corporation shall inure to the benefit of any member,
trustee, director, officer of the corporation, or any private individual
(except that reasonable compensation may be paid for services rendered
to or for the corporation affecting one or more of its purposes), and no
member, trustee, officer of the corporation or any private individual
shall be entitled to share in the distribution of any of the corporate
assets on dissolution of the corporation.
4. The corporation shall distribute its income for each taxable year at
such time and in such manner as not to subject it to tax under Section
4942 of the Code.
5. The corporation shall not engage in any act or self-dealing as defined
in Section 4941(d) of the Code.
6. The corporation shall not retain any excess business holdings as defined
in Section 4943(c) of the Code.

7. The corporation shall not make any investment in such manner as to
subject it to tax under Section 4944 of the Code.
8. The corporation shall not make any taxable expenditure as defined in
Section 4945(d) of the Code.
9. No part of the activities of the corporation shall be carrying on
propaganda or otherwise attempting to influence legislation, or
participating in or intervening in (including the publication or
distribution of statements) any political campaign on behalf of any
candidate for public office.
10. The corporation shall not discriminate in the offering of its services
or facilities on the basis of race, color, sex, age or national origin.
ARTICLE VII: ORGANILATIOAAi. STRUCTURE
The annual business meeting of the church shall elect the board and officers
of the church. At this meeting annual reports shall be received and other
necessary business transacted. Special meetings may be called as deemed
necessary by the board. As the need arises, standing committees shall be
appointed by the board. The fiscal year shall end December 31.
ARTICLE VIII: AmERDlQUITS
This constitution may be amended by 3/4 vote of the members present and
voting, at any regular or special business meeting, providing the proposed
amendment shall have been presented in writing at a regular business meeting
previous to its adoption. Items that apply to compliance with Section
501(c)(3) of the Internal Revenue Code cannot be changed.

ARTICLE IX: CAPITAL STOCK
There shall be no stock issued in this corporation, and the corporation is not
organized for profit.
ARTICLE I: DISSOLUTION
In the event of the dissolution of this corporation, all debts shall be paid,
all properties and assets belonging to this corporation shall be given or sold
and the proceeds given to non-profit Christian organizations for the
propagating of the gospel, and that such organizations be recognized under
Section 501(c)(3) of the Internal Revenue Code.
