The proposed use of this property is for the storage of utility trailers, recreational trailers, motor homes and
boats. The site is 7.779 acres gross with one residence on the property. The residence is the home of a renter
who will manage the business and have an office to conduct the business of the facility. We would like to begin
business with approximately 4.0 acres max. In PHASE 1 there would be approximately 150 open storage

1.] Explain,in detail,the proposed use of the property.
The proposed use of this property is for the storage utility trailers, recreational trailers, motor homes
and boats. The site is 7.779 acres gross with one residence on the property. The residence is the
home of a renter who will manage the business and have an office to conduct the business of the
facility. We would like to begin business with approximately 4.0 acres approximately. In PHASE 1

2.] Explain how this proposal is consistent with the intent of the Weld County Code.Chapter 22

We believe this proposal is consistent with the intent of the Weld County Code, Chapter 22
[Comprehensive Plan]. All goals and policies not mentioned below will be met and followed or may
not be applicable.
[Sec.22-1-60] D. ARTICLE H
1. References that the County is experiencing rapid growth associated with aggressive
expansions of towns in the County.
2. References supporting agriculture but recognizes that conversion of agricultural lands to
other uses will continue.
3.a 1) References conversion will be considered in areas around existing municipalities
where adequate facilities such as roads, water, and adequate services such as fire
protection and police protection are available. [This proposed storage facility is on the
border of Windsor]
2) References encourages techniques such as setbacks to be used to minimize the
impacts on surrounding properties. [A 15' landscaped buffer zone will be added to
the south facing road 68 %2].
3.c References Urban commercial uses will be encouraged when located inside urban
areas where support for such uses is currently available. [With all the housing growth
in Windsor, there is currently a demand for the services of a storage facility.]
3.e Mixed Use Development areas can include industrial, commercial, and urban
residential uses.

1. The impact on Public Facilities and Services will be minimal. There will not be any
changes needed to support this storage facility.

accommodated when subject site can support such development.[With all the
housing growth in Windsor, there is currently a demand for the services of a storage
facility.]
This site's development as a small storage facility in no way impedes or hinders the Weld County
Comprehensive Plan and is in line with future development of the surrounding area.
3.] Explain how this proposal is consistent with the intent of the Weld County Code,Chapter 23 lZoninQl
and the zone district in which it is located.
This 7.779 acre site is at this time has 1 residence with a small pasture. The proposed site has not
been used for agricultural purposes because of it's small size. Only 4 acres to be used for storage.
[Sec.23-2-150] references that it is to be compatible with existing and planned USES in the
NEIGHBORHOOD and promotes the convenience of the present and future
residents of the COUNTY.
[Sec. 23-3-10] references protecting agricultural resources,this 7.779 acre site has 1 residence
with a small pasture. The proposed site has not been used for agricultural
purposes because of it's small size.
[Sec.234-100 references that Residential Zone Districts are intended to provide the present and
future residents of the COUNTY with areas in which to locate and establish
residential land USES and land USES that are compatible with residential areas.

[Sec.233-200] references that COMMERCIAL Zone Districts are intended to provide safe,
efficient areas in which to offer services. The regulations have been established so
as to provide for COMMERCIAL areas in the COUNTY which meet the needs of
the COUNTY residents for services.
[Sec.233-210] references that the purpose of Zone Districts is to establish and preserve areas for
activities which provide services primarily for residents of a specific
NEIGHBORHOOD.
This site's development as a small storage facility in no way impedes or hinders the Weld
County Comprehensive Plan and is in line with future development of the surrounding area.

The proposed use of this site is consistent and compatible to the surrounding land uses in that it
provides a service to the local homeowners. The proposed site has not been used for
agricultural purposes because of ifs small size. With all of the development in the surrounding
areas, HOA's[Home Owner Associations]have been implemented and they do not allow
homeowners to store their utility trailers, recreational trailers, motor homes and boats on their
property. As families grow, so does the need for additional storage of their personal belongings.

5A.1 PHASE 1 there will be approximately 150 people using the facility but not all at the same
time.

NOTE: Based on the past 3 years experience at COUNTRYSIDE STORAGE, INC., AT 4715 WCR
2, Brighton, CO, the most people we have had on site at any given time is 5 people.
5B.] How many employees are proposed to be emnloved at this site?
[1]At the most, one resident Manager and/or[2]two owner/operators will be employed at this
site.
5C.]What are the hours of operation?
The hours of operation at this site will be from 6:00 a.m.to 9:00 p.m. daily, [7]seven days a
week.
SD.]What type and how many structures will be erected Ibuiltl on this site?
50.1 PHASE 1 at some time before or during PHASE t we propose to build an approximately 30'
x 50' pole type structure to house an office and shop area. The structure shall be painted an
earth-tone color to blend into the landscaping of the area.
5D.2 PHASE 2 at some time during PHASE 2 we propose to build up to 7 pre-fabricated metal
structures that are designed for enclosed storage and meet all of Weld County building
codes.
SE.] What type and how many animals.If any.will be on this site?
"NOT APPUCABLE" This business facility will have NO animals on site with the exception of
a few stray birds or rabbits.
SF.] What kind rtype.size.weight]of vehicles will access this site and how often?
The types of vehicles accessing the property will be personal cars, trucks, storage utility trailers,
recreational trailers, motor homes and boats. The size may go up to 45' in length and the weight
will depend on the size of vehicle. The frequency of access will be minimum—on an as needed
basis for accessing personal storage property.
5G.]Who will provide fire protection to the site?
The city of Windsor Fire Department.
5H.]What is the water source on the property?(Both domestic and irrigation)
North Weld County Water District provides both domestic and irrigation water to the property.
The only water that will be used on the site will be for irrigation of the landscaping.

There is a septic tank and leach field sewage system on this site that is used for the residence
and proposed office.
5.1.] If storage or warehousing is proposed,what type of items will be stored?
The only type of storage on this facility will be as follows:
PHASE 1:storage of utility trailers, recreational trailers, motor homes and boats in the open
storage areas.

PHASE 2: storage of utility trailers, recreational trailers, motor homes and boats in the open
storage areas and personal belongings in the enclosed storage lockers with the
exception of anything illegal or hazardous.
6.] Explain the proposed landscaping for the site.The landscaping shall be separately submitted as a
landscape plan map as part of the application submittal
The landscaping for this facility shall be as follows:
6A.J The storage lot surface will be surfaced with chipped gravel, recycled asphalt, and /or road
base gravel prior to opening the facility.
68.] A 6' chain-link fence with [31 three barbed wires at the top installed prior to opening the
facility.
6C.] A coded access gate into the facility will be at the North end to ensure that the customer's
vehicles will be totally off the public roads prior to entering the facility and prior to opening
the facility.
681 There will be up to a 15' buffer zone from the property line to the chain-link fence.
6E.J There will be approximately up to 15 Pinion Pine or similar trees at 8'— 12'tall and
approximately up to 10 Spreading Juniper bushes planted prior to the end of the planting
season in year 2008. These trees and bushes will be planted in the 15' buffer zone with
recycled tree mulch surrounding the trees and bushes for moisture retention. The spacing of
the trees and bushes will be based upon the recommendations of the nurseries.
7.1 Explain any proposed reclamation procedure when termination of the Use by Special Review activity

PHASE 1:Due to the nature of this business, the land modifications would be minimal and
therefore, upon termination of this business, only the chain-link fence would need to be
removed unless the whole property was sold "AS IS".
PHASE 2:Upon termination of this business, the chain-link fence and the prefabricated metal
structures would need to be removed unless the whole property was sold AS IS".
81 Explain how the storm water drainage will be handled on this site.
Storm water drainage will absorb into the ground or flow off into the ditch on the South side of the
property and end up in the undesignated wetland on the Southwest comer of the property.
91 Explain how long it will take to construct this site and when construction and landscapina is scheduled
to begin.
Construction on this facility will be as follows:
PHASE 1:It will take approximately less than [1]one year to complete construction.
Construction and landscaping will begin upon approval from the Weld County
Planning Commission and the Board of County Commissioners.
PHASE 2: The enclosed storage lockers would not be under construction for approximately
2 to 5 years, depending on the current demand. The buildings would be
constructed and phased in 1 or 2 buildings at a time as needed.

There will be absolutely NO storage and/or stockpile of waste on this site.Any unclaimed goods will
be sold or disposed of in compliance withy the law. There will be trash receptacle at the entrance to
the facility.

I received a copy of the letter that you sent to Hannah Hippely from Weld County
Planning. You addressed the Right-of-way for the canal for The New Cache La Poudre
Irrigation Co., commonly known as Greeley #2. This passes along the northeast boundary of
our property. This property is located at: 6109 W.C.R. 68 `h, Windsor, CO. 80550. We have
applied to construct a storage facility for boats, campers,&recreational vehicles.
Attached is a copy of the original map that is on the Platt Map that we have submitted to
the Weld County Planners. I have hi-lited the 10' Right-of-Way. Our intentions are to install
a 6' chain-link fence on our property line while being very conscious of the Right-of-Way.
The original map shows the existing roadway and fence lines. If this USR is approved, an
additional note on the Final submitted Platt Map shall be added that references any activity
within the right-of-way must have written approval from The New Cache La Poudre
Irrigation Co.. A copy of this letter will be forwarded to Hannah Hippley of the Weld County
Planning.
I am also asking for your permission to remove all of the small trees on the property line
where I plan to install the fence. This will enable me to keep a cleaner fence and it will also
assist the Ditch Riders as they pass thru the area.
It is our intention to be a good neighbor and work with the The New Cache La Poudre
Irrigation Co.

Attached is a copy of the Platt Layout that has been submitted to the Weld County
Planning Department for consideration for a storage facility.
The scale on the Platt is 1" = 100'. Please excuse any inaccuracies as I do not claim to be
a draftsman.
Once this application has been approved and I am in the actual phase of laying out the lot,
all of the Fire Department's requirements will be met under your guidelines.
In Phase 1 of the operation we will be storing only boats, campers, recreational vehicles,
and small utility trailers. There will be NO enclosed storage.
Phase 2 will not even be considered for 2 to 5 years in the future.
Also attached is correspondence with North Metro Fire Rescue. We followed their
guidelines when we set-up Countryside Storage, Inc. at 4715 CR 2, Brighton, CO 80603.
It is our intention to be a good neighbor and work with the Windsor—Severance Fire Protection
District.

radius and a minimum of 50 foot outside radius. The site plan is designed to meet this
requirement.
The premise will be identified by address numerals, which are plainly visible from the
primary county road of access, WCR2. The minimum numerals height will be 5 inches
with a ' inch stroke and numerals will be mounted on a contrasting background.
Access to the site as well as inside will have a minimum width of 20 feet without parked
cars in that area.
Knox Box, Knox Lock or Knox Switch will be purchased and installed on the site if a
security gate is installed.
A good gravel/recycled concrete base shall be applied to roadways within the site.
Phase 1 only-4n the beginning, high surface area vehicles will be staggered throughout
the lot and no water storage tanks or dry hydrant facility is required at this time. If in the
future, as determined by a fire inspection, the site needs more protection due to the
volume of vehicles, then storage tanks or a dry hydrant, using the adjacent pond to the
south, may be required if municipal hydrants are not in proximity at that time.
Phase 2—When closed storage units are placed on the site, storage tanks or a dry
hydrant must be installed if no municipal hydrants are close enough to service these
units.
As the site develops, all recommendations from the fire dept will be met by the
