BOARD OF SOCIAL SERVICES
WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, February 7, 2007, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner David E. Long, Chair
Commissioner William H. Jerke, Pro-Tern
Commissioner William F. Garcia
Commissioner Robert D. Masden
Commissioner Douglas Rademacher
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Jenny Luna
Controller, Barb Connolly
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of February 5, 2007, as printed. Commissioner Rademacher seconded the motion, and it carried
unanimously.
WARRANTS: Barb Connolly,Controller, presented the warrants for approval by the Board in the amount
of $12,330.95. Commissioner Jerke moved to approve the warrants as presented by Ms. Connolly.
Commissioner Garcia seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER MEMORANDUM OF UNDERSTANDING AND AUTHORIZE CHAIR TO SIGN-IT'S MY VERY
OWN, INC.: Judy Griego, Director of Social Services, stated It's My Very Own, Inc., will provide age
appropriate toys, personal care items, and a handmade blanket for children removed from their homes and
placed into custody. She stated the term of the memorandum commenced on December 1,2006,and will
be automatically renewed unless terminated by either party on January 1, 2008. Commissioner Masden
moved to approve said memorandum and authorize the Chair to sign. Seconded by Commissioner Garcia,
the motion carried unanimously.

CONSIDER ADDENDUM TO THE AGREEMENT TO PURCHASE CHILD PLACEMENT AGENCY
SERVICESAND AUTHORIZE CHAIR TO SIGN-WHIMSPIRECPA: Ms.Griego stated the addendum is
for a term of July 1, 2006, through June 30, 2007, and the rates paid to WhimSpire CPA are based upon
Needs Based Care Assessment. In response to CommissionerJerke, Ms.Griego stated WhimSpire CPA
is a Child Placement Agency and does not provide accounting practices. Commissioner Garcia moved to
approve said addendum and authorize the Chair to sign. Seconded by Commissioner Rademacher, the
motion carried unanimously.
CONSIDER INTRAGOVERNMENTALPURCHASEOFSERVICESAGREEMENT FOR THE BUILDING
HEALTHY MARRIAGES PROJECT AND AUTHORIZE CHAIR TO SIGN-WELD COUNTY DEPARTMENT
OF HUMAN SERVICES: Ms. Griego stated the term of the agreement is January 1, 2007, through
September 30,2007,and the source of funding is through the Federal Marriage Demonstration Grant and
the Colorado Works Community Investment Program. She stated the Department of Human Services will
be the lead agency for the project and will be responsible for the management and delivery of the project
through subcontractors Community Mediation, Inc., and United Way of Weld County. She further stated
the project provides premarital and marriage education activities. Ms.Griego stated the total reimbursement
provided to the Department of Human Services will be$788,955.00, and 125 eligible couples will receive
services through a total of 370 activities. In response to Chair Long,Ms.Griego stated the project is a part
of the governing principles of the Temporary Assistance to Needy Families Program,therefore,the funding
provided for this project is separate from the funding provided for Faith-Based Initiatives. Responding to
Commissioner Rademacher, Ms.Griego stated the first set of classes will begin on February 15,2007,and
the program is already at full capacity. Commissioner Rademacher moved to approve said agreement and
authorize the Chair to sign. Seconded by Commissioner Masden, the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by
the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
