RE: GRANT OF FRANCHISE TO GREELEY VIDEO, INC.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, after a full and complete hearing on all aspects of
the application of Greeley Video, Inc. , for a franchise to
construct, maintain, and operate a cable television system and
z. distribution facilities and additions and removal thereto in,

under, above, along and upon the road, highways, bridges ,
viaducts, easements for the public utilities in the
unincorporated area of the County of Weld, and

WHEREAS , after full discussion and due deliberation, the
Commissioners of the County of Weld, herein called the "County, "
find that the construction, operation and maintenance of a cable
ix: LL television system serving the County is consistent with the
public interest, and specifically, with the establishment and
healthy maintenance of television broadcast service within the
unincorporated areas of the County, and
WHEREAS , the granting of such franchise is, in the judgment
of the Commissioners , conducive to the best interests of the
inhabitants of the County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the franchise
requested by Greeley Video, Inc. , a Colorado corporation, its
successors and assigns, herein called "Grantee, " a nonexclusive,
revocable franchise to construct, maintain and operate such
transmission and distribution facilities as may be reasonably
required for or are , in any manner, incidental to the
transmission of signals, other than telephone company signals, by

wire in and for the unincorporated areas of the County as its
corporate limits may from time to time exist. The permit and all
rights granted hereunder shall continue for a period of fifteen
_ years from the effective date hereof, unless sooner terminated or
revoked.

This grant of franchise shall be subject to and governed by
Weld County Ordinance No. 94 and as it shall be amended or

GRANT OF FRANCHISE
The County of Weld, State of Colorado, herein referred to as
0 Li "Grantor, " hereby grants to Greeley Video, Inc. , herein referred
`*' ' to as "Grantee, " a franchise of scope and description as follows :

The franchise is granted for a term of fifteen (15) years

commencing on August 25 , 1982 . This franchise may be renewed for
an additional ten (10) year term on such terms and conditions as
may be described in Ordinance No. 94 of Weld County Ordinances or
- f any subsequently amending Ordinances . This franchise shall go
into effect when an acceptance of this franchise has been filed

with the Clerk to the Board of County Commissioners and when a
- C bond or letter of credit has been filed and when a certificate of
LI = insurance has been filed with the Clerk to the Board of County
Commissioners .
This franchise shall not be assigned or transferred, either
in whole or in part, or leased, sublet, or mortgaged in any
manner, nor shall title thereto, either legal or equitable, or
any right, interest or property therein, pass to or vest in any
person without the prior written consent of the County.
This franchise shall be governed by the requirements of
Ordinance No. 94 entitled, "AN ORDINANCE RELATING TO CABLE
TELEVISION FRANCHISE, " or such other Ordinance that shall succeed
or amend Ordinance No. 94 .

This is to certify that Greeley Video, Inc. , has , on the

Re: Renewal Cable Television Permit
Dear Board Members:
Greeley Video, Inc. was granted a fifteen year permit to construct a
cable television system in unincorporated areas of Weld County, Colorado
on June 19, 1967.
Greeley Video, Inc. hereby makes application for extension and/or renewal
of the permit for a period of fifteen years.
Necessary insurance covering personal and property liability and damage,
workmens compensation, etc. , as prescribed in Section 7 of the permit
remain in force and on file with the Commission.
Greeley Video, Inc. and its affiliated company, Northern Colorado Video,
Inc. , currently holds permits and/or franchises to serve the Weld County
communities of Greeley, LaSalle, Evans, Garden City, Rosedale and Windsor,
Colorado.
Subscribers are currently being provided service in Greeley and Windsor,
Colorado. Construction is under way with subscribers to be served in
Garden City, Rosedale, LaSalle and Evans prior to December 31 , 1982.
Subscribers to be served in unincorporated areas of Weld County commencing
in 1982 include contiguous areas around the City of Greeley, including
Carriage Estates on South 35th Avenue, Trailer Park, Hiller Park and a
trailer park on North 35th Avenue. In 1983 service will be extended to
other areas adjacent to these communities.
As a general rule, service is extended where dwelling unit density
equals a minimum of 50 per contiguous mile of cable plant.
Included is a map showing:
1 ) areas currently in the 1982 construction/service schedule; and
2) areas being considered for the 1983 plant construction/service
area budget.

Also submitted for your perusal is a revised permit with minor suggested
changes to bring it in conformity with other permits and/or franchises
in Weld County.
