RE: APPROVE EXPENDITURE AUTHORIZATION FOR WAGNER-PEYSERI 0% SPECIAL
NEEDS GROUPS PROGRAM,GOVERNOR'S SUMMER JOB HUNT PROGRAM,AND
RAPID RESPONSE PROGRAM AND AUTHORIZE CHAIR TO SIGN
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Expenditure Authorization Request for
the Wagner-Peyser 10%Special Needs Groups Program,Governor's Summer Job Hunt Program,
and Rapid Response Program between the County of Weld, State of Colorado,by and through the
Board of County Commissioners of Weld County,on behalf of the Department of Human Services,
Employment Services of Weld County, and the Colorado Department of Labor, commencing
December 1,2006, and ending June 30,2008,with further terms and conditions being as stated in
said authorization, and
WHEREAS,after review,the Board deems it advisable to approve said request, a copy of
which is attached hereto and incorporated herein by reference.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Expenditure Authorization Request for the Wagner-Peyser 10%Special
Needs Groups Program, Governor's Summer Job Hunt Program, and Rapid Response Program
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, Employment
Services of Weld County, and the Colorado Department of Labor be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said request.
The above and foregoing Resolution was,on motion duly made and seconded, adopted by
the following vote on the 24th day of January, A.D., 2007, nunc pro tunc December 1, 2006.

COLORADO SUBJECT: Expenditure Authorization Requests
Enclosed for Board approval are three Expenditure Authorizations which include requests for Rapid
Response, the Governor's Summer Job Hunt, and Wagner Peyser Act funds to provide a variety of
services as allowed under the Workforce Investment Act. The Expenditure Authorizations include the
Budget Information Summaries for these programs and request the following funding levels:
$14,000.00 of FY 07 WIA 10% Summer Job Hunt and $19,000.00 of PY 06 WP 10% Summer Job
Hunt; $25,307.00 of PY 06 Wagner Peyser 10%Special Populations funds;and$13,824.88 of FY 07
Rapid Response funds..
These funds will be used to cover costs associated with the provision of services to job seekers and
employers as outlined under the Workforce Investment Act of 1998.

Employment Services of Weld County will use the FY 07 WIA 10% award of$14,000.00 as follows:
$13,000.00 for staff support to the Governor's Summer Job Hunt Program in the delivery of basic
labor exchange services to youth job seekers and to encourage employers to hire youth for the
summer, and $1,000.00 for marketing. Additionally, Employment Services will use the PY 06 WP
10% award of$19,000.00 for staff support to deliver basic labor exchange services to youth job
seekers and to encourage employers to hire youth for the summer.

II. SCOPE OF WORK:
The goal of the Governor's Summer Job Hunt Program in Weld County is to assist youth in making
the transition from school to work by matching their skills and interests with available employment
opportunities and coordinate services with other youth programs.
A. Youth Recruitment
A Teen Job Fair will be conducted on March 12, 2007 in collaboration with the City of Greeley.
Employment Services will provide for the registration of youth, labor market information, and
workshops on topics such as resumes, using labor market information and interviewing.
Additionally, a Spring Career Fair will be co-hosted with Aims Community College and held on
March 27, 2007. Employment Services will also host a Teen Job Fair in the South Weld area in
April 2007. Employment Services will do intake for this event and group registration will be
utilized.
Youth who complete a registration at these events will be encouraged to meet with a Summer
Job Hunt Specialist to discuss job development, one-on-one job search, and referrals to jobs.
A number of schools are planned to be visited prior to June and these include the Greeley, Fort
Lupton, and Frederick schools, Aims Community College (both the Greeley & Fort Lupton
campus), and the University of Northern Colorado. During these visits, labor market information,
applications, referrals to jobs, and information concerning accessing ESWC website will be
provided. Youth will be made aware of all the youth programs available at the workforce center,
and staff will distribute ESWC pamphlets and brochures. Information will also be made available
at local malls and other places where youth hang out. Self-registration into Joblink will be
promoted at job fairs.
Activities to increase youth awareness will include:
• Distribution of marketing materials regarding services available on the Internet
• Referral of youth to the resource lab to access services on the Internet, which would include job
preparation, career planning, presenting yourself, furthering your education, gaining work
experience, financial planning and exploring different careers
• Referral of youth to Job Search classes and other resources concerning how to find jobs at the
workforce center
• Provide updates on the website concerning activities that offer youth some type of training on
certification programs, such as babysitting, lawn mowing etc.
• Mass mailings to high schools to inform youth of job fairs
Employment Services of Weld County will continue to generate interest and measure the
response using the IVR automated calling system. Staff will continue to contact youth accessing
services available through IVR system.
Staff will continue to contact youth by phone to interview and provide job referrals,job preparation
counseling or properly closing the contact session with three specific types of results: ongoing job
search, inactivating registration records as required, or updating client records as obtained
employment with the date started, employer name,job title, and rate of pay.
B. Employer Recruitment
Active recruitment of employers and jobs will begin in March and continue for the duration of the
program. The Summer Job Hunt Specialist will focus on employers who traditionally hire youth
for part time or summer work. Emphasis will be placed on quality job orders and referrals.
Follow-up with youth and employers will occur on an ongoing basis.
Activities to increase employer awareness activities will include:
• Scheduling workshops for employers on Child Labor Laws, etc.
• Host a seminar on Feb 21, 2007 concerning changes to the minimum wage
• Directing marketing efforts and visits to employers who are likely to hire youth
• Sending employers information on resources available for hiring youth
• Providing information to employers through the quarterly newsletter
• Educating employers and the public on the Federal and State rules regarding
young workers
• Scheduling/coordinating activities with local chambers
• Mass mailings and cold calls, either on the telephone or one-on-one site visits
C. Partnering
Staff will seek public service announcements with local newspapers and radio stations in addition
to purchasing advertisement in selected local newspapers. The Greeley Tribune will be invited to
cover the Teen Job Fair in March 2007. Staff will network within the community and provide
information on the Governor's Summer Job Hunt Program to community-based organizations,
chambers and service clubs.
Staff will continue to meet with Economic Development on a quarterly basis to discuss new and
existing companies. A collaborative partnership will be initiated in the South Weld area to
increase the visibility of the GSJH program.
Staff will continue to update the newsletters to update employers on new services and activities.
Summer Job Hunt staff will present information to the Weld County Youth Council and request
their support in promoting the program in their individual companies and agencies.
Employment Services staff will continue to partner with the City of Greeley and Aims Community
College to access Channel 8 and Channel 22 on local cable to promote the program.
Weld County will utilize at least $1,000.00 for marketing purposes and will ensure that this
amount of funds will be spent no later than June 30, 2007.
Local Office Personnel
Coordination will occur with the other youth program operated by Employment Services. This will
include the WIA Older and Younger Youth Programs, the TANF Summer Youth Program, and the
Weld County Youth Conservation Corps programs including the TIGHT Youth Corps.
Summer Job Hunt staff will utilize the IVR system when determined appropriate.
Coordination with other One-Stop Partners
The Youth Council will discuss strategies to ensure that all youth populations and youth serving
agencies are aware of the Summer Job Hunt Program. All Workforce Center partners will be
informed of the youth programs and encouraged to have their youth, as appropriate, access the
program. In addition, staff will attend meetings with the Greeley Youth Initiative and coordinate
with the City of Greeley Parks and Recreation Department, as well as other recreation programs
for outreach
D. Training Opportunities
Staff will attend training sponsored by the state when appropriate.
E. Reporting
Employment Services of Weld County will ensure that data entry is completed for all Governor's
Summer Job Hunt applications, job orders, and reportable services. Staff will complete follow-up
activities on a timely basis
The employer screen will be use to report Youth Job Fair information.
Weld County ensures that information identifying how youth and employers heard about the
Summer Job Hunt Program will be tracked by inputting information into the"How did you hear
about us" field in the applicant and employer screens in the Joblink system.
Entered employment results will be identified by UI wage data when available.
A year-end report will be submitted per PGL 07-02-WP dated January 5, 2007. Weld County will
include the outcomes of the program and include information on services, our best practices, and
recommendations for changes to the program for consideration for the next program year.

Employment Services of Weld County assures that it will submit at least one promising practice
on the e-colorado.org portal at the same time the final report is submitted.
Attainment of the goals established in the referenced PGL will be tracked by the number of
registrations during the program time period. Additionally, the number of youth applications and
the reportable services will be tracked. Other information that will be tracked on the Employer
Screen will be Youth Job Fair Assistance, Youth Services, and Child Labor laws.

Other Financial Resources to Support Program
Employment Services operates a number of programs including the Workforce Investment Act
youth programs. All youth will be encouraged to review options to see which programs suit their
needs.

Purpose and Goal
Employment Services of Weld County will use the award of$13,824.88 to help cover the staff costs
associated with the delivery of services to current and potential TAA clients in the Weld County area.
Services to be Provided
As indicated above, the focus of these funds will be to cover the staff costs associated with the
delivery of those services authorized under the Trade Adjustment Assistance Act to eligible TAA
clients. It is not anticipated that any additional clients will be served as a result of this Expenditure
Authorization.

Purpose and Goal
Employment Services of Weld County will use the award of$25,307.00 help cover staff costs
associated with the provision of increased business relations efforts which have a focus on job
development that identifies/creates job positions with local employers for targeted population groups.
These efforts will provide increased business relations outreach to the Weld County employer
community to identify positions that would be willing to hire targeted groups such as veterans,
offenders, youth, individuals with disabilities (including youth with disabilities), and mono-lingual
customers.
Services to be Provided
As indicated above, staff will focus efforts on work with employers, both new and existing, to identify
or create job openings specifically for targeted job seeker groups including veterans, offenders, youth,
individuals with disabilities (including youth with disabilities), and mono-lingual customers.
