Dear Mr. Snider:
I represent Morgan County Quality Water District
which is very much interested in the above waste dump
site, inasmuch as there exists an immediate threat to
the water supply of the water district by virtue of the
continued use of the existing illegal dump site of Mr.
Cervi in the vicinity of the proposed new dump site.
I am sure that you are acquainted with this entire matter ,
and it is my understanding that your office has issued
a cease and desist order against Mr. Cervi for the
continued use of the illegal dump site. In this connection,
and on behalf of the district , I would request a copy of
any and all orders or correspondence you have had with Mr.
Cervi concerning the discontinuance of the use of the
illegal dump site.
The District has spent many hours and a great deal
of money and time investigating this entire matter and
have appeared at hearings before the Planning Commission
and County Commissioners ' hearings in Weld County concern-
ing the new proposed dump site and the requirements therefor
in order to protect against injury to the District ' s sole
source of water supply. For your information, we have
also retained the services of George Underwood, Engineer
of Norton, Underwood & Lamb, of Greeley , Colorado, and if you
have any questions in this regard, you may contact him

The District has continued to personally monitor this
entire situation and have substantiated that the illegal dump
site has been an,:d is continuing to be used contrary to your
Order of Cease arnd Desist, Mr. Cervi ' s express agreement not
to use the illec:al dump site and the admonition by Weld County
authorities to discontinue the use until such time as an approved
site is constructed. The District is very much concerned about
this matter and nave instructed me to advise you and all other
interested parties , of their request that all necessary legal
means be institurted and pursued to terminate immediately illegal
use of this site - The Water District has expended over
$7 ,000 ,000 developing this source of water and furnish the
only source of water to users within the District which covers
a portion of Weird County, a large portion of Morgan County
and a portion of Washington County. The continued ignoring
of this situation"' by governmental offices responsible for the
protection of the only water supply for these taxpayers users
is a very defini-te and impending injury. There is no way to
rectify this situation once this supply of water has been
contaminated , and , therefore , immediate action and use of
the appropriate dolice powers to enforce the existing laws
is required in order to avoid any serious future difficulties
for the protection of the users and taxpayers.
