J7 YOU OT —6 o c 44^ I ^ ✓; 9mu4R RESOLUTION RE: APPROVAL OF SPECIAL USE PERMIT FOR A WATER STORAGE TANK FOR THE TOWN OF PLATTEVILLE, 411 GOODRICH AVENUE, PLATTEVILLE, COLORADO 80651 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners of Weld County, Colorado held a public hearing on the 16th day of July, 1980 at the hour of 2 : 00 o' clock p.m. in the Chambers of the Board of County Commissioners for the purpose of hearing the application of the Town of Platteville, 411 Goodrich Avenue, Platteville, Colorado 80651, for a Special Use Permit for a water storage tank on the following described real estate, to-wit: A parcel of land located in the South- east One-Quarter of the Southeast One Quarter Section 18 , Township 3 North, Range 66 West of the Sixth Principal Meridian, Weld County, Colorado, and being more particularly described as follows : Commencing at the Southeast corner of said Section 18 , thence West along the South line of said Section 18 a distance of 1106 feet; thence North along the West line of the cemetery of the Town of Platteville, Colorado; a distance of 580 feet to the True Point of Beginning; Thence East along the North line of the cemetery of the Town of Platteville, Colorado; a distance of 540 feet; Thence South a distance of 15 feet; Thence West a distance of 440 feet; Thence South a distance of 65 feet; Thence West a distance of 100 feet to a point on the West line of the cemetery of the Town of Platteville, Colorado; Thence North along the West line of the cemetery of the Town of Platteville, Colorado, a distance of 80 feet to the True Point of Beginning. Said parcel of land containing 0. 34 acres more or less. WHEREAS, evidence was presented in support of the granting of the Special Use Permit for a water storage tank on the above described real estate, and _ J k ro WHEREAS, Section 3. 3 (E) (2) of the Weld County Zoning Resolu- tion authorizes such a use in an Agricultural District upon approval by the Board of County Commissioners, and WHEREAS, the Board of County Commissioners of Weld County, Colorado heard all of the testimony and statements of those pre- sent, has studied the request of the petitioner and the recom- mendations of the Weld County Planning Commission and all of the exhibits and evidence presented in this matter, and having been fully informed, is satisifed that the request for a Special Use Permit for a water storage tank on the hereinabove described real estate, conforms to the purposes of Section 3. 3 (E) (2) of the Weld County Zoning Resolution. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado that the application of the Town of Platteville for a Special Use Permit for a water storage tank on the hereinabove described tract of land be, and hereby is, granted subject the Development Standards contained in the Special Use Permit and also subject to no building or electrical permits being issued on the Special Use Permit area until the Development Standards for the Special Use Permit have been placed on the Special Use Permit plat and said plat has been delivered to the office of the Department of Planning Services. BE IT FURTHER RESOLVED by the Board of County Commissioners that the reasons for approval contained in the Planning Commis- sion recommendations dated June 3 , 1980 be, and hereby are, adopted as the findings of fact of the Board of County Commis- sioners in this matter. TOWN OF PLATTEVILLE DEVELOPMENT STANDARDS SUP-422:80:12 1. The permitted uses on the hereon described parcel shall be a water storage tank as shown on the plat to include miscellaneous flow and chlorination equipment. All other uses permitted by right under Section 3.3. B. of the Weld County Zoning Resolution shall also be permitted. 2. All accesses shall have the approval of the Weld County Engineering Department. All accesses shall be constructed in accordance with the recommendations and/or requirements of the Weld County Engineering Department. 3. All construction, electrical work and fabrication will be done in accordance with the Weld County Building Code. 4. The appearance of the facility shall be maintained in a neat and orderly con- dition through periodic painting and maintenance. 5. The Special Use Permit area shall be maintained in such a manner so as to prevent soil erosion, fugitive dust, and the growth of noxious weeds. 6. All phases of the operation shall comply with all County and State Health Standards and Regulations pertaining to air quality, water quality, noise emission, and sanitary disposal systems. 7. The Special Use Permit shall be limited to the plans shown hereon and governed by the Development Standards stated above and all applicable Weld County Regula- tions. Any material deviations from the plans and/or Development Standards as shown or stated above shall require the approval of an amendment to the Special Use Permit by the Planning Commission and the Board of County Commissioners before such changes from the plans and/or Development Standards shall be permitted. Any other changes from the plans and/or Development Standards shall be filed in the office of the Department of Planning Services. 8. The property owner and/or operator of this operation shall be responsible for complying with all of the above stated Development Standards. Noncompliance with any of the above stated Development Standards may be reason for revocation of the Special Use Permit by the Board of County Commissioners. The storage tank would be constructed of plate steel and would be forty-three (43) feet in diameter and forty-eight (48) feet high. The tank will be supported on an asphalt impregnated six (6) inch thick sand bed, retained by a reinforced concrete ring wall. The site grading around the tank will be contoured to provide positive drainage away from the tank. Water will be pumped to the storage tank through two-6 inch diameter and one-10 inch diameter pipeline from four (4) adjudicated water wells located in the Town of Platteville . The tank will be painted a flat natural color to blend in with the surronding environment to reduce any glare and visual impact. The facility would not generate any sewage or sanitary waste to be disposed of, however; an overflow and drain line is included in the facility. The overflow is designed to protect the . tank in overfe low and that the automatic controls fail to shut the pump off. drain line terminate above a concrete splash pad on Town-owned property. The overflow water would spread out and be absorbed by the silty, sandy soil. There is a high level alarm installed on the storage tank that will notify the operators in the event of an overflow . There would not be any additional traffic generated by this facility and thus -there would not be any reason to upgrade the county roads providing access to the area because of this facility.
