RE: APPROVE AWARD OF ADDITIONAL FUNDING FOR DEVELOPMENT OF
EMERGENCY OPERATION PLAN THROUGH THE 2007 EMERGENCY
MANAGEMENT PERFORMANCE PROGRAM GRANT - COLORADO DIVISION
OF EMERGENCY MANAGEMENT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Additional Funding, in the amount of
$10,000.00, for the Development of an Emergency Operation Plan, through the 2007 Emergency
Management Performance Program Grant between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Office of Emergency
Management, and the Colorado Division of Emergency Management, commencing upon full
execution, with further terms and conditions being as stated in said letter drafted by Roy Rudisill,
Director, Weld County Office of Emergency Management, and
WHEREAS, after review, the Board deems it advisable to approve said additional funding,
as referenced in Mr. Rudisill's letter, a copy of which is attached hereto and incorporated herein
by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Additional Funding, in the amount of$10,000.00, for the Development
of an Emergency Operation Plan, through the 2007 Emergency Management Performance
Program Grant between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Office of Emergency Management, and
the Colorado Division of Emergency Management be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 19th day of September, A.D., 2007.

Re: Emergency Management Program Grant
Dear Board of County Commissioners,
During the blizzards last winter several of the small towns in Weld County contacted the
Office of Emergency Management with questions about disaster response. The out come
of those calls were scheduled meetings to describe the procedures for local government
during a disaster and the resources the Office of Emergency Management can provide. I
have attended several community planning meetings, and stressed the importance of each
community to have an Emergency Operation Plan(EOP).
In February I met with representatives from the Colorado Division of Emergency
Management. The purpose of the meeting was to discuss the need for the development of
EOPs for several towns in Weld County and across the State. The following plan of
action was requested:
1. Develop an EOP that meets the National Response Plan standards, the National
Incident Management System standards and will work with the size of the
community
2. Development an EOP that can be used in Weld County, the Northeast Region and
across the State.
3. Exercise the new EOP with the participating jurisdictions to prepare them for
disaster response.
Two communities have been identified in Weld County to take part in the development of
the EOP. Hudson and Kersey have agreed to participate in the development of the plan. A
contractor has been identified by the Division of Emergency Management to complete
the project. Funding for the project will be through the Emergency Management Program
Grant that the Office of Emergency Management received for 2006 FFY. The EMPG
awarded $30,000 to Weld County and the EOP project will be an additional $10,000.
There is a 50 percent match for the additional $10,000, this is an in-kind match. The in-
kind match will be met by the involvement of town employees from Hudson and Kersey,
the Fire Departments,and drills and exercises for the towns when the EOP is completed.
There is no paperwork to complete to add the additional $10,000 to the Grant. The state
will add the addition funds to the existing 2006 EMPG for Weld County. Weld County
Office of Emergency Management will work with the contractor to make sure the
deliverables are met prior to funds being released.

In the past there has been some issues with Grants funds flowing from Weld County to
the smaller jurisdictions and then to a contractor. I requested that the State allow Weld
County to fund the contractor directly to limit the amount of paperwork and make the
tracking of documents much easier. The state was in agreement with this procedure.
Attached to this letter are original copies of the 2006 FFY EMPG award letter and the
EMPG application.

9. Purpose:-The Colorado Division of Emergency Management(CDEM),through an agreement with the Department of Homeland
Security,distributes Emergency Management Performance Grant(EMPG)federal funds to qualified local governments for emergency
management activities.
10. Scope: - As approved by the Colorado Division of Emergency Management, funded activities include up to one-half of the
expenses for salaries, benefits, travel, office supplies, administrative equipment, rent, maintenance of office space, utilities, and
insurance. This work is based upon the Annual Program Paper and the Staffing Pattern/Budget Request(Attachment 1). NOTE: A
maximum of 3% of the federal share of this award may be used for Management and Administration (M&A) purposes.
Additional expenses in the M&A category may be funded by the required non-federal match expenditures.
11. Grant Considerations: - A copy of the fiscal terms and conditions entered by the State and the aforementioned government
jurisdiction is attached (Attachment A). All attachments hereto are incorporated by reference. After all for reimbursements for the
performance of this award have been paid, any balance of funds on this award will be deobligated. No amendment letter need be
executed to effect the deobligation. All requests for reimbursement must be submitted to the CDEM no later than 45 days after
the end of the performance period. CRS 24-30-202 requires that the State Controller approve all state contracts.This contract
is not valid until the State Controller, or such assistant as he may delegate, has signed it.
