RE: APPROVAL OF EXTENSION OF TEMPORARY PERMIT FOR A HOTEL AND
RESTAURANT LIQUOR LICENSE FOR ALFRED AND CAROLINE LOPEZ, DBA
EL VAQUERO AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Alfred and Caroline Lopez, dba El Vaquero, 4322 Highway 66, Longmont,
Colorado 80542, presented to the Board of County Commissioners of Weld County, Colorado, an
application for a Transfer of Ownership of a Hotel and Restaurant Liquor License, for the sale of
malt, vinous and spirituous liquors for consumption by the drink on the premises only, said License
previously held by Ramon Zavala, dba El Vaquero, and
WHEREAS, Section 12-47-106.5, C.R.S., which became effective July 1, 1991, allows for
the issuance by the Board of County Commissioners of a temporary permit to the transferee of an
existing liquor license to authorize the transferee to conduct business and sell alcoholic beverages
at retail in accordance with said license, subject to compliance with certain conditions, and
WHEREAS, on June 25, 2007, the Board granted a Temporary Permit to Alfred and
Caroline Lopez, dba El Vaquero, to conduct business and sell malt, vinous and spirituous liquors
for consumption by the drink on the premises only,only at retail at said location in accordance with
the license previously held by Ramon Zavala, dba El Vaquero, subject to all other rules and
regulations set forth by the Board of County Commissioners of Weld County, Colorado,fora period
of 120 days, and
WHEREAS, due to a significant delay in receiving the results of the applicants'background
checks from the Colorado Bureau of Investigation, the Board deems it necessary to extend the
validity of the Temporary Permit for an additional period of sixty (60) days, as allowed by
Section 12-47-303.4, C.R.S., in order to allow additional time to receive approval from the State
of Colorado regarding the application for a Transfer of Ownership.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that having examined the need for an extension of the Temporary Permit issued
on June 25, 2007, does hereby grant to Alfred and Caroline Lopez, dba El Vaquero,
4322 Highway 66, Longmont, Colorado 80542,an extension of the validity of the Temporary Permit
to conduct business and sell malt, vinous and spirituous liquors for consumption by the drink on
the premises only, only at retail at said location in accordance with the license previously held by
Ramon Zavala, dba El Vaquero, subject to all other rules and regulations set forth by the Board of
County Commissioners of Weld County, Colorado, for an additional period of sixty (60) days, or
until such time as the application for Transfer of Ownership is approved by the State of Colorado,
whichever shall occur first.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign the extension of the temporary permit.

EXTENSION OF TEMPORARY PERMIT
PLEASE POST NEAR EXISTING LICENSE
TO WHOM IT MAY CONCERN:
On June 25, 2007, the Board of County Commissioners of Weld County, Colorado, granted a
Temporary Permit to Alfred and Caroline Lopez,dba El Vaquero,to conduct business and sell malt,
vinous, and spirituous liquors for consumption by the drink on the premises only, only at retail at
said location in accordance with the license previously held by Ramon Zavala, dba El Vaquero,
subject to all other rules and regulations set forth by the Board of County Commissioners of Weld
County, Colorado, for a period of 120 days. At a hearing held on October 22, 2007, due to a
significant delay in receiving the results of the applicants' background checks from the Colorado
Bureau of Investigation, the Board deemed it necessary to extend the validity of the Temporary
Permit for an additional period of sixty (60) days, as allowed by Section 12-47-303.4, C.R.S., or
until such time as the application for Transfer of Ownership is approved by the State of Colorado,
whichever shall occur first.

(4) A temporary permit, if granted, by a local licensing authority shall be issued within five working
days after the receipt of such application. A temporary permit issued pursuant to this section shall be
valid until such time as the application to transfer ownership of the license to the applicant is granted or
denied or for one hundred twenty days, whichever occurs first; except that, if the application to transfer
the license has not been granted or denied within the one-hundred-twenty-day period and the transferee
demonstrates good cause, the local licensing authority may extend, in its discretion, the validity of said
permit for an additional period not to exceed sixty days.
