Foster Lake Metropolitan District Nos. 1-3. Please note that the pursuant to Section 32-1-204(1), CRS, the notice
was mailed on today's date to the governmental entities within a 3-mile radius of the proposed districts. We did
not mail notice to the property owners. Pursuant to Section 32-1-204(1.5), C.R.S., notice is not mailed if the
petitioners represent 100% of the property owners within the boundaries of the proposed districts. The petitioners

NOTICE OF HEARING
IN RE THE ORGANIZATION OF WATERFRONT AT FOSTER LAKE METROPOLITAN
DISTRICT NOS. 1, 2, AND 3, WELD COUNTY, COLORADO
PUBLIC NOTICE IS HEREBY GIVEN that there were filed with the Board of
County Commissioners of Weld County, Colorado, a Consolidated Service Plan and
related documents for the proposed Waterfront at Foster Lake Metropolitan District Nos.
1, 2, and 3. The Consolidated Service Plan and related documents are now on file in
the office of the Clerk to the Board, 915 10th Street, Third Floor, Greeley, Colorado
80631 and are available for public inspection.
NOTICE IS FURTHER GIVEN that a Public Hearing on said Consolidated
Service Plan and related documents will be held by Order of the Board of County
Commissioners of Weld County, Colorado, in the Weld County Centennial Center, 915
10th Street, Greeley, Colorado at 9:00 a.m., on Wednesday. the 29th day of August,
2007.
The purpose of the Hearing shall be to consider the adequacy of the Service
Plan of the proposed Waterfront at Foster Lake Metropolitan District Nos. 1, 2, and 3
and to form a basis for adopting a Resolution approving, conditionally approving, or
disapproving the Service Plan.
The proposed Districts will provide general services to properties within its
service area, as authorized by the Special District Act, and as more fully described in
the Consolidated Service Plan. The maximum operational mill levy that may be
imposed by any of the proposed districts is 15.000 mills. Each of the proposed districts
will be authorized to issue general obligation bonded indebtedness, and the maximum
debt service mill levy shall be 50.000 mills. The initial mill levy for general operating
expenses for 2008 (to be collected in 2009) for District Nos. 1, 2 and 3 is expected to be
approximately 15.000 mills.
The proposed Districts are located entirely within unincorporated Weld County,
Colorado, and are described as shown in the attached Exhibit A. The proposed District
No. 1 will comprise approximately 222.798 acres; the proposed District No. 2 will
comprise approximately 357.376 acres; and the proposed District No. 3 will comprise
approximately 11.891 acres. The Districts are generally bounded by Foster Lake,

County Road 7 on the west, County Road 28 on the south, and Interstate 25 on the
east.
NOTICE IS FURTHER GIVEN that pursuant to Section 32-1-203(3.5), C.R.S., as
amended, no later than ten days prior to the hearing on the Consolidated Service Plan,
any owner of real property within the proposed Waterfront at Foster Lake Metropolitan
District Nos. 1, 2 and 3 may file a petition with the Board of County Commissioners of
Weld County requesting that such real property be excluded from the proposed
Districts. The Board of County Commissioners shall not be limited in its action with
respect to the exclusion of property based upon such request. Any request for
exclusion shall be acted upon before final action of the Board of County Commissioners
concerning approval of the Consolidated Service Plan.

PUBLIC NOTICE IS HEREBY GIVEN that there were filed with the Board of
County Commissioners of Weld County, Colorado, a Consolidated Service Plan and
related documents for the proposed Waterfront at Foster Lake Metropolitan District Nos.
1, 2, and 3. The Consolidated Service Plan and related documents are now on file in
the office of the Clerk to the Board, 915 10th Street, Third Floor, Greeley, Colorado
80631 and are available for public inspection.
NOTICE IS FURTHER GIVEN that a Public Hearing on said Consolidated
Service Plan and related documents will be held by Order of the Board of County
Commissioners of Weld County, Colorado, in the Weld County Centennial Center, 915
10th Street, Greeley, Colorado at 9:00 a.m., on Wednesday, the 8th day of August,
2007.
The purpose of the Hearing shall be to consider the adequacy of the Service
Plan of the proposed Waterfront at Foster Lake Metropolitan District Nos. 1, 2, and 3
and to form a basis for adopting a Resolution approving, conditionally approving, or
disapproving the Service Plan.
The proposed Districts will provide general services to properties within its
service area, as authorized by the Special District Act, and as more fully described in
the Consolidated Service Plan. The maximum operational mill levy that may be
imposed by any of the proposed districts is 15.000 mills. Each of the proposed districts
will be authorized to issue general obligation bonded indebtedness, and the maximum
debt service mill levy shall be 50.000 mills. The initial mill levy for general operating
expenses for 2008 (to be collected in 2009) for District Nos. 1, 2 and 3 is expected to be
approximately 15.000 mills.
The proposed Districts are located entirely within unincorporated Weld County,
Colorado, and are described as shown in the attached Exhibit A. The proposed District
No. 1 will comprise approximately 222.798 acres; the proposed District No. 2 will
comprise approximately 357.376 acres; and the proposed District No. 3 will comprise
approximately 11.891 acres. The Districts are generally bounded by Foster Lake,
County Road 7 on the west, County Road 28 on the south, and Interstate 25 on the
east.
• NOTICE IS FURTHER GIVEN that pursuant to Section 32-1-203(3.5), C.R.S., as
amended, no later than ten days prior to the hearing on the Consolidated Service Plan,
any owner of real property within the proposed Waterfront at Foster Lake Metropolitan
District Nos. 1, 2 and 3 may file a petition with the Board of County Commissioners of
Weld County requesting that such real property be excluded from the proposed
Districts. The Board of County Commissioners shall not be limited in its action with
