RE: WAIVER OF BIDDING PROCESS CONCERNING EMERGENCY SERVICE
CONDUCTOR REPLACEMENT - COURT HOUSE AND CENTENNIAL CENTER
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , the policies for purchasing adopted by the Board of
County Commissioners specifies that all items over $2 , 000 must
be acquired by and through said procedures, and
WHEREAS , the Superintendent of Buildings and Grounds has
submitted a request to the Board of County Commissioners for the
waiver of said bidding procedures for emergency service conductor
replacement, and
WHEREAS, the waiver of said procedures will enable the
Superintendent of Buildings and Grounds to solicit quotations on
an emergency basis in order to complete the work as soon as possible
so as not to jeopardize the electrical services to the Centennial
Center and Court House.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commis-
sioners deems it advisable to waive the normal bidding procedure
for the service conductor replacement for the Centennial Center
and the Court House.
BE IT FURTHER RESOLVED that the Board of County Commissioners
does hereby approve the low bid submitted by Burch Electric Co. ,
totaling $5 , 340 . 00.
BE IT FURTHER RESOLVED by the Board that the Chairman of
the Board is hereby authorized to sign said bid proposal.
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on the 9th day of
March, A.D. , 1983.

We hereby submit specifications and estimates for: - _ --- — -- -- ----
installation of new service conductors from the existing
C.T. cabinet located at the east of the existing county building to the existing 800 amp.
sub-distribution center located in the basement of the existing court house. The length
of each conductor is to be 250 ft. Base bid to include:
1. Removing two parallel conductor runs of 500 MCM THW AL. Installing two parallel
conductor runs of 350 MCM THW copper.
2. Furnish and install one 600 amp fusible safety switch adjacent to existing C.T. cabinet.
This proposal was prepared assuming the existing aluminum conductors that have been
over-heated can be removed. Any repair work required for the existing 31" underground
conduit will be completed at a time and material basis above the amount of this proposal.
Time and material rates to be as follows:
Material - cost plus 15%
Labor - Journeyman - $21.50 per hour
Apprentice - 17.00 per hour
Laborer - 12.50 per hour
Equipment- Standard industry rental rates.
In the event that any backhoe and/or trenching will be required for repair of the
existing conduit, all pre-existing site conditions will be restored under the time and
