To Whom It May Concern:
We live in a 2600 square foot pristine log house on four acres approximately 250 feet from the Renewable Fiber
operations with picture windows facing directly west. We have an in ground pool (for therapy reasons) and a
lovely back yard. Residing at our home we have four dogs, one cat,two elderly horses, one expensive show
horse, a goat and a bird. My husband, Harry, and I are both 60+years of age and I suffer from a painful
debilitating disease called Fibromyalgia. I spend four to five hours ailgy in bed to help manage my condition.
Sleep is also very important to my condition. This information is pertinent to many of the complaints and
honcerns I have regarding the Renewable Fiber operation.
RF has been operating west of our property for approximately five years. The railroad unloads their product
and it is stored and then loaded onto different landscaping company's trucks and hauled to other destinations.
Their customers include Rocky Mountain Landscaping and Colorado Materials, Inc. (phone 303-682-2314)just
to name a few. Some of the material is also hauled out by their own trucks. We can read the names of the
trucks from out back yard. The loading and unloading goes on year round. Their product is moved around by a
loader.
The following is a list of my complaints and concerns:
1. Noise—there is constant beeping from the loader, loud crashing sounds(dropping the bucket on the
loader and opening and closing gates railroad cars, and loud motors. We have moved out of our master
bedroom with glass doors leading to our back yard because of the intolerable noise.
2. Operating Hours—They work 5 days a week from 6:00 a.m. to 6:00 p.m. In the past they have worked 7
days a week from 5:00 a.m. to 10:00 p.m.
3. Blowing Debris—I have large amounts of black dirt blowing in my pool, in windows, garage, barns
(coating our grass hay), patios and sidewalks, etc. It is also plastered on my windows during driving
rains. We have high winds that blow from the west 3-4 days per week year round. We have had 3
inches of black dirt and wood chips accumulating on our pool cover and patio during the winter months.
4. Truck Traffic—There is increased dust from the trucks driving down the road daily. The road needs to
be oiled by the county or by RF. There are numerous trucks daily pulling in and out of there operation
at the bottom of a blind hill. One fatality has occurred on this hill in previous years. Many of the trucks
are driving fast and endanger the safety of my grandchildren, pets and horses.

5. Fire Hazard—RF's product is extremely combustible and is easily caught on fire. There have been three
fires this summer(2006), two in their wood products and one in a rail car caused by a blowing spark.
During the summer there are numerous lightening and thunder storms in this area, Thereproduct is

within 10— 15 feet of a cornfield surrounding our property and has no water source on their
property. Because of the type of product they handle, this property is far to close to our residential
property and this poses a fire and smoke threat to my home and my property. It also poses a health risk
to myself, my husband and our animals.
6. Health Risk—because of my Fibromyalgia, the noise and blowing debris poses a health risk. I have also
had to hire additional help to clean inside the house and on my property because of my disability.
7. Decreased Property Value—because of all of the above complaints and concerns I have mentioned
above, our home value has depreciated and will be hard to sell if needed in the future. The product is
piled so high that our view of the mountains and farmland is blocked most of the time.
In summary, we have lived on this property approximately 32+years and feel we have lost the quality of our
life and home due to the operations of Renewable Fiber. We would request that their commercial zoning be
denied and that they are required to meet all standards required by the county or vacate the property. Because
we have made several complaints to the Greeley Planning department before and were told they did not have a
permit we would also recommend that they be fined or pay the penalties due for operating without a permit for
the past five years if this is true.

Dear Sir or Madam:
This letter is to inform you of our concern for USR-1566 located on CR 42 and road 17, business
name, Renewable Fiber.
We think this parcel should stay zoned agricultural because of the following problems we have seen.
I Limited sight for semis turning on a hill,traffic hazard.
2 Dirt road has a lot of dust created by semi-truck traffic to haul product.
3 No controls for blowing dust form this product,or controlling blowing debris.
4 Noise created by front end loaders and rail cars,with no limited time of day to make this
noise. They work from before sunlight until 10:00 pm or later
5 No fire hydrant or water access for fire control by them or Johnstown Fire Department.
6 There have been two fires in the product pile that Kris and I are aware of and one rail car fire
that burned some of my insulators on electric fence and edges of our pasture before the fire
department was able to put the fire out. It is very flammable because of spontaneous
combustion. They rotate the piles frequently,but steam is always present from the heat in the
pile.
7 I would like to see the permit for this operation; I don't believe one was ever pursued. The
business was running and we were never informed of any intent to run this business in an
agricultural zoned area.
8 No dust control for front end loaders.
9 Omni Trak and Renewable Fiber have not made an effort to be good neighbors and have tried
to keep things under wraps and not forthcoming.
10 This property should stay for agriculture use and not be changed to commercial use. There are
too many safety factors and they do not fit in our community. t

Re: Referral for RF Holdings #USR-1566
Jacqueline,
,In response to the referral for RF Holdings LLC, we have the following concerns for
Safety of the employees and visitors to the site located on CR 42; 1/2 mile west of
CR 17.
The company shall provide a water supply for the use in fire suppression in the
event of a fire. This water supply can be in the form of a fire hydrant, water tank
(portable/permanent), cistern, or other means. It is required that RF Holdings
work with the J.F.P.D. to ensure adequate supply and compatibility with fire
vehicles.
The use of the portable fuel tank must follow all fire and electrical codes. The
tank shall have a means of secondary containment to prevent a spill. Also, the
tank and fill hose shall have an adequate spacing from the structures located on
site.
Please take these safety items into consideration for your hearing.
