WHEREAS, evidence was presented in support of the granting of the request for a compressor station, on the abovedescribed real estate, and WHEREAS, Section 24 of the Weld County Zoning Ordinance authorizes such a use in an Agricultural Zone District upon approval by the Board of County Commissioners, and WHEREAS, the Board of County Commissioners of Weld County, Colorado heard all of the testimony and statements of those present, has studied the request of the petitioner and the recommendations of the Weld County Planning Commission and all of the exhibits and evidence presented in this matter, and having been fully informed, is satisfied that the request for a compressor station, on the abovedescribed real estate, conforms to the purposes of Section 24 of the Weld County Zoning Ordinance. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners that the application of the petitioner for a Use by Special Review for a compressor station be, and hereby is, granted. BE IT FURTHER RESOLVED by the Board that the reasons for PL0781 Page 2 RE: PANHANDLE EASTERN approval contained in the Planning Commission recommendations dated July 7, 1981 be, and hereby are, incorporated as the findings of fact of the Board in this matter. Mr. Anson reviewed the notice and stated what the Board must consider when determining whether or not to grant a SUP pursuant to the zoning ordinance. Mr. Honn reviewed the Planning Commission' s favorable recommendation, conditions and development standards. Panhandle' s representative, Sharon Prater, stated the need for this new facility, reviewed the safety features and stated the facility will be maned during the day. The facility is located approximately 4 mile east of where CR 10 deadends. Earl Whitt, area landowner, was present and stated he was opposed to this facility because there are already too may gas pipelines in the area. A proposed pipeline to this facility will transverse his property and he has refused to give Panhandle an easement. The facility is approximately one mile from Mr. Whitt' s house. Ms. Prater stated that Panhandle has been ordered to lower the pressure in their present gas line. The Ft. Lupton station is not capable of handeling all the gas that is being produced in the are. Commissioner Steinmark made a motion to approve the SUP with the conditions and development standards as recommended by the Planning Commission. Commissioner Matin seconded the motion and it carried unanimously. Box 758 Greeley, CO 80631 Re: Application for Special Use Certificate and Planned Unit Development Certificate for Dougan Station (Northeast Quarter of the Northwest Quarter of Section 14, Township 1 North, Range 66 West) Gentlemen: Panhandle Eastern Pipe Line Company has had connected and is connecting and delivering natural gas from the Ft. Lupton South Field. Due to anticipated increase in the number of gas wells in this field, the re- quired reduction of production pressures, and with approved 160-acre well spacing, it is necessary to install a natural gas compressor unit. This unit will reduce the current line pressure and allow the wells in this field to produce at a lower pressure. The Ft. Lupton South Field is located in Townships 1 North and 2 North, Ranges 65 and 66 West, Weld County, Colorado. The location of the proposed booster station and related facilities are shown on the attached "Exhibit A" reproducible drawing. The planned facilities at the station will consist of liquid retention facilities, lube oil and ambitrol facilities, and three, 4000 horsepower engine compressor units and gas coolers, one planned for 1981 and two (2) planned for future installation. All units will be enclosed within a specially insulated steel building and includes intake and exhaust silencing equipment. A minimum of air pollution can be expected from the exhausts of the clean-burning natural gas powered gas compressors. The design indicates that the property line noise level shall normally be 45-51 dba with the proposed facilities installed and 53-57 dba with future facilities. The plant will be adequately protected from fire hazards through in- stallation of fire and gas detection equipment which would automatically x May 22, 1981 Page -2- shut down the plant. Thirty (30#) pounds ansal dry powder extinguishers will be located strategically throughout the facilities. In addition, emergency shut-down systems for high and low temperatures and high and low pressures will be provided on each compressor unit. The station is designed for daily attended operation, and Panhandle Eastern will be installing a small office building inside the station site. Therefore, we will be applying to the Colorado Board of Water Resources for a permit to drill an exempt water well . The sewage from this office will be handled by a septic tank and leach field and application will be made through the Weld County Health Department. Also enclosed is a copy of an extensive soil investigation prepared by Empire Laboratories, Inc. , Ft. Collins, Colorado. It was necessary to do the soil tests prior to design of our compressor building, engine pads, and various other concrete foundations. The proposed facilities and ingress and egress roads are shown on the attached "Exhibit A". The investigation included test borings, laboratory testing, engineering evaluation, and preparation of this report. The purposes of the investigation were to determine subsurface conditions at the site and to provide recommendations for design and construction of foundations and slabs on grade. INVESTIGATIONAL PROCEDURES Six (6) test borings were drilled at the site on December 18, 1980. Locations of the test borings are shown on the Test Boring Location Plan included in Appendix A. Test borings were established in the field by representatives of Panhandle Eastern Pipeline Company. The borings were advanced with continuous-flight augers to depths fourteen and one-half (14-1/2) to twenty-four and one-half (24-1/2) feet below present grades. Samples were recovered with two and one-half (2- 1/2) inch Shelby tubes and the standard penetration sample technique. During drilling, a geotechnical engineer of Empire Laboratories, Inc. was present and made a continuous visual inspection of soils encoun- tered. Logs prepared from the field notes are included in Appendix A of this report. Indicated on the logs are the primary strata encountered, locations of samples, and groundwater conditions. Representative samples recovered in the test borings were selected for tests in the laboratory to determine their physical characteristics and engineering properties. Included in the test program were natural moisture content, water soluble sulfates, Atterberg limits, gradation -1- analysis, dry density, unconfined compressive strength, consolidation characteristics, swell potential , and swell-consolidation character- istics. Laboratory test results are summarized in Appendix B. SITE LOCATION AND DESCRIPTION The project site is located approximately two (2) miles south and three (3) miles east of Fort Lupton, Colorado. More specifically, the property is situate in the northwest 1/4 of Section 14, Township 1 North, Range 66 West of the Sixth Prime Meridian, Weld County, Colorado. The property is presently an open, grass- and weed-covered area used for grazing. Slope and drainage are to the north and east from a knob located west of the primary building area. The property is pre- sently fenced on all sides. Weld County Road 33 borders the property on the west. High tension wires exist along the east side of County Road 33. SOIL AND GROUNDWATER CONDITIONS The following are the characteristics of the primary soil strata encountered at the site. (1 ) Topsoil : Approximately six (6) inches of sandy topsoil was encountered at the surface at all boring locations. The topsoil has been penetrated by root growth and organic matter and is not suitable for foundation bearing or as backfill material . (2) Silty Sand: The topsoil in Borings 1 through 5 is underlain by brown and tan silty fine to medium sand. The sand extends to a depth of seven (7) feet in Boring 1 and to the bedrock surface in Borings 2 through 5. In situ, the sand is loose to medium dense and has low shear strength and bearing character- istics. -2- (3) Sandy Clayey Silt: The topsoil in Boring 6 is underlain by brown sandy clayey silt extending approximately two (2) feet below present grades. The silt is medium dense and has moderate shear strength and bearing characteristics. (4) Sandy Silty Clay: Brown sandy silty clay with fine gravel was encountered at seven (7) feet in Boring 1 and extends to the bedrock surface. In situ, the sandy silty clay is stiff and has moderate shear strength and bearing characteristics. (5) Bedrock: The surface of bedrock was encountered at depths two (2) to fifteen (15) feet below present grades. In Borings 2 through 6, the bedrock is claystone. Sandstone was encoun- tered in Boring 1 . The upper one (1) to four (4) feet of the bedrock formation is weathered. The underlying claystone and sandstone are hard and have high shear strength and bearing characteristics. (6) Groundwater: No water was encountered in the test borings within the depths explored. Groundwater levels at the site will fluctuate with seasonal variations and conditions and irrigation demands on and adjacent to the property. Due to the low permeability of the claystone bedrock with respect to the overlying overburden material , formation of a perched water table on the bedrock surface is possible. ANALYSIS AND RECOMMENDATIONS Plans submitted to us indicate a main compressor building will be constructed in the area of Borings 3 and 4. Various tanks, towers, etc. , will be erected in the area of Borings 1 , 2 and 5. A small slab- on-grade shop building will be constructed in the area of Boring 6. We further understand that the main compressor building will probably be supported on a reinforced concrete mat foundation. -3- The following are our recommendations for design and construction of foundations for the various units. Foundations Light-weight tanks, towers, etc. , can be, supported_on_conventional continuous or isolated spread footings bering_.in the_near-surface_ silty sand encountered in Borin2s_l through 5. Prior to placement of foun- dation concrete, the bearing material should be examined by qualified geotechnical personnel . All footings should bear a minimum of twelve (12) inches below present grades with exterior footings a minimum of thirty (30) inches below exterior finished grades for frost protection. Conventional footings bearing in the near-surface silty sand as recom- mended above may be designed for a maximum allowable soil bearing pressure of two_thousand. (2000)_Pounds,_,per square foot_undr dead_p�us_ maximum live loads. Based upon laboratory tests and analyses, the anticipated settlement of conventional footings under the above maximum bearing pressure should not exceed one-half (1/2) to three-fourths (3/4) inch. Support of the main compressor building on a reinforced concrete mat bearing in the silk sand is feasible. Prior to placement of the reinforcing steel and concrete, the bearing material should be examined by qualified geotechnical personnel . We also recommend that the upper six (6) inches of the silty sand be_compacted to a _minimum_of_ ninety- five percent (95%) of Standard Proctor Density ASTM D 698-78 (see_ Appendix C. ) prior to placement of the concrete. We recommend that the mat be designed for a maximum allowable soil bearing pressure _of_two thousand (2000) pounds per square_foot under dead plus maximum live loads. Based upon the results of laboratory tests and the thickness of the compressible layer, the anticipated settlement under the above maximum uniform bearing pressure should not exceed one (1 ) to one and one-fourth (1-1/4) inch. We anticipate that the majority of this settlement will occur during construction and initial application of dead loads. -4- If the compressor station units cannot tolerate the anticipated settlements or if lateral or overturning forces are such that use of conventional shallow-depth footings are not practical , then we recommend that the units be supported on straight-shaft drilled piers end bearing in the sandstone and claystone bedrock. Piers drilled a minimum of three (3) feet into the firm bedrock stratum may be designed for a maximum allowable end bearing pressure of ten thousand (10,000) pounds per square foot. An estimated skin friction of one thousand (1000) pounds per square foot will be developed for that portion of the pier embedded into the firm bedrock stratum. To counteract swelling pressures which will develop if the subsoils become wetted, all piers should be designed for a minimum dead load of five thousand (5000) pounds per square foot. Where this minimum dead load requirement cannot be satis- fied, skin friction from additional embedment into the firm bedrock should be used to resist uplift. All piers should be reinforced their full length to resist tensile stresses created by swelling pressures acting on the pier. The anticipated settlement of piers under the above maximum loading should be negligible. The drilled piers should be designed to resist all induced lateral and overturning forces. The ultimate passive resistance of the near- surface silty sand should be computed using a unit weight of soil of one hundred twenty-five (125) pounds per cubic foot and an angle of internal friction, p, of twenty-five degrees (25°). Temporary casing of pier holes may be required to prevent sloughing of the overburden materials and to facilitate cleaning and inspection. We suggest minimum eighteen (18) to twenty-four (24) inch diameter piers be used. It is recommended that qualified geotechnical personnel be present during drilling operations to identify and verify penetration into the firm bedrock, make certain that all piers are of proper diameter and plumbness and that they are thoroughly cleaned and dewatered, and ensure that reinforcing steel and concrete are properly placed. Due to the shallow depth to rock i n the area of the shop buiJ ding_ and theee ansive„Rotentiajof t£h, tone bedrock. we recommend that -5- the shop building be supported on a drilled pier foundation system. The above recommended bearing pressures should be used for design of drilled piers for the shop building. Slabs on Grade In proposed slab-on-grade areas, the upper six (6) inches of the topsoil should be stripped. Following stripping, the upper six (6) inches of the subgrade should be scarified and recompacted in place at or near optimum moisture content to a minimum of ninety percent (90%) of Standard Proctor Density ASTM D 698-78. (See Appendix C.) The on-site overburden materials are suitable for use as fill in slab-on-grade additions. Additional off-site fill required beneath slabs on grade should be a material approved by the geotechnical engineer. All fill beneath slabs on grade should be placed at or near optimum moisture content and compacted to a minimum of ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. Conventional slab-on-grade construction can be used at the sub- station site. Due to the shallow depth to rock in Boring 6 and the probable formation of a perched water table on the bedrock surface, we recommend that the finished floor of the shod building be placed at least three (3) feet above the bedrock surface. We also recommend that a perimeter foundation drain be placed around the shop building. We suggest that a four-inch diameter open-jointed or perforated tile be placed around the entire building. The tile should be surrounded by clean, graded gravel from three-fourths (3/4) to one and one-half (1- 1/2) inch in size extending from at least six (6) inches below the bottom of the tile to within one (1 ) foot of finished exterior grade. The drainage tile should be placed at least twelve (12) inches below the finished floor elevation and have a minimum grade of one-eighth (1/8) inch per foot. The top of the gravel should be covered with an un- treated building paper to prevent the gravel from becoming clogged by earth backfill . To prevent surface water from entering the system, we recommend that the on-site material be placed as backfill over the -6- system and compacted at or near optimum moisture content to at least ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. Slabs on rade su ortin heavx_floor loads should be underlain by at least six (6) inches of crushed gravel base course, placed at optimum moisture content and compacted to a minimum of ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. Office and other areas transmitting light floor loads should be underlain by a minimum of four (4) inches of clean gravel or crushed rock free of fines. The gravel base course and/or gravel will help to distribute floor loads and will act as a capillary break. All slabs onjrade should be designed for the imposed loading, and it is suggested that they be designed and con- structed structurally independent of all bearing members. To minimize and control shrinkage cracks which will develop in slabs on grade, we suggest that control joints be placed every twenty (20) to twenty-five (25) feet and that the total area contained within these joints be no greater than six hundred twenty-five (625) square feet. Due to the swell potential of the material in the area of the shop building, all nonbearing partitions placed on the slab-on-Qrade�should be provided with slip joints (top or bottom) so that pressure from heaving slabs will not damage the partition or the structure above. Pavements We recommend that the upper six (6) inches of existing topsoil be stripped within areas to be paved. Following stripping of the topsoil , the upper six (6) inches of the subgrade should be scarified and re- compacted to a minimum of ninety percent (90%) of Standard Proctor Density ASTM D 698-78. (See Appendix C. ) On-site material is suitable for use as compacted fill in proposed pavement areas. Any additional off-site fill required in pavement areas should be a material approved by the geotechnical engineer. Fill in paved areas should be placed at or near optimum moisture and compacted to a minimum of ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. -7- AASHT0 classifications of the material forming pavement subgrade is A-2-4 and A-4 with group indices of 0. Based upon a group index of 0, the following pavement thickness is recommended. Select Base Course 4" Asphaltic Concrete 2" Total Pavement Thickness 6" If no asphaltic concrete is used, we recommend that a minimum of ten (10) inches select base course material be used. The base course overlying the subgrade should consist of a hard, durable, crushed rock or stone and filler and should have a minimum "R" value of 80. The composite base course material should be free from vegetable matter and lumps or balls of clay and should meet the Colorado Department of Highways Specification Class 6 Aggregate Base Course which follows: Sieve Size % Passing 3/4" 100 #4 30-65 #8 25-55 #200 3-12 Liquid Limit - 30 Maximum Plasticity Index - 6 Maximum The base course should be placed on the subgrade at or near optimum moisture and compacted to at least ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. It is important that the base course be shaped to grade so that proper drainage of the pavement area is ob- tained. -8- GENERAL RECOMMENDATIONS (1 ) Laboratory tests indicate that water soluble sulfates in the soil are negligible, and a Type I cement may be used in all concrete exposed to subsoils. All slabs on grade subjected to de-icing chemicals should be composed of a more durable con- crete using a Type II cement with low water-cement ratios and higher air contents. (2) Finished grade should be sloped away from the structures on all sides to give positive drainage. Five percent (5%) for the first five (5) feet away from the structures is the sug- gested slope. (3) Backfill around the outside perimeter of the structures should be mechanically compacted at optimum moisture to at least ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. (See Appendix C.) Puddling should not be permitted as a method of compaction. (4) All plumbing and utility trenches underlying slabs and paved areas should be backfilled with an approved material compacted to at least ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. Puddling should not be permitted as a method of compaction. (5) Gutters and downspouts should be designed to carry roof runoff water well beyond the backfill area. (6) It is recommended that all compaction requirements specified herein be verified in the field with density tests performed under the direction of the geotechnical engineer. -9- (7) It is recommended that a registered professional engineer design the foundations using the recommendations presented in this report. GENERAL COMMENTS This report has been prepared to aid in the evaluation of the property and to assist the architect and/or engineer in the design of this project. In the event that any changes in the design of the structures or their locations are planned, the conclusions and recommen- dations contained in this report will not be considered valid unless said changes are reviewed and conclusions of this report modified or approved in writing by Empire Laboratories, Inc. , the soils engineer of record. Every effort was made to provide comprehensive site coverage through careful locations of the test borings, while keeping the site investigation economically feasible. Variations in soil and groundwater conditions between test borings may be encountered during construction. In order to permit correlation between the reported subsurface conditions and the actual conditions encountered during construction and to aid in carrying out the plans and specifications as originally contemplated, it is recommended that Empire Laboratories, Inc. be retained to perform continuous construction review during the excavation and foundation phases of the work. Empire Laboratories, Inc. assumes no responsibility for compliance with the recommendations included in this report unless they have been retained to perform adequate on-site construction review during the course of construction. GENERAL A soils engineer shall be the owner's representative to inspect and control all compacted fill and/or compacted backfill placed on the project. The soils engineer shall approve all earth materials prior to their use, the methods of placing, and the degree of compaction obtained. Approval from the soils engineer will be required prior to the owner's final acceptance of the filling operations. MATERIALS Soils used for all compacted fill beneath interior floor slabs shall be a granular type material approved by the soils engineer. The upper 12" to 18" of compacted earth backfill placed adjacent to exterior foundation walls shall be a relatively impervious, nonexpansive material . No material having a maximum dimension greater than six inches shall be placed in any fill . All materials proposed for use in compacted fill and/or compacted backfill shall be approved prior to their use by the soils engineer. PREPARATION OF SUBGRADE All topsoil , vegetation, debris, and other unsuitable material shall be removed to a depth satisfactory to the soils engineer before begin- ning preparation of the subgrade. The subgrade surface of the area to be filled shall be scarified a minimum depth of six inches, mois- tened as necessary, and compacted in a manner specified below for the subsequent layers of fill . Fill shall not be placed on frozen or muddy ground. r 9 PLACING FILL No sod, brush, frozen material , or other unsuitable material shall be placed in the fill . Distribution of material in the fill shall be such as to preclude the formation of lenses of material differing from the surrounding material . The materials shall be delivered to and spread on the fill surface in a manner which will result in a uniformly com- pacted fill . Prior to compacting, each layer shall have a maximum thickness of eight inches, and its upper surface shall be approximately horizontal . MOISTURE CONTROL While being compacted, the fill material in each layer shall as nearly as practical contain the amount of moisture required for optimum com- paction or as specified, and the moisture shall be uniform throughout the fill . The contractor may be required to add necessary moisture to the fill material and to uniformly mix the water with the fill material if, in the opinion of the soils engineer, it is not possible to obtain uniform moisture content by adding water on the fill surface. If, in the opinion of the soils engineer, the material proposed for use in the compacted fill is too wet to permit adequate compaction, it shall be dried in an acceptable manner prior to placement and compaction. COMPACTION When an acceptable, uniform moisture content is obtained, each layer shall be compacted by a method acceptable to the soils engineer and as specified in the foregoing report as determined by applicable standards. Compaction shall be performed by rolling with approved tamping rollers, pneumatic-tired rollers, three-wheel power rollers, vibratory compactors or other approved equipment well-suited to the soil being compacted. If a sheepfoot roller is used, it shall be provided with cleaner bars attached in a manner which will prevent the accumulation of material between the tamper feet. The rollers should be designed so that the effective weight can be increased. MOISTURE - DENSITY DETERMINATION Samples of representative fill materials to be placed shall be fur- nished by the contractor to the soils engineer for determination of maximum density and optimum moisture or percent of Relative Density for these materials. Tests for this determination will be made using methods conforming to requirements of ASTM D 698, ASTM D 1557, or ASTM D 2049. Copies of the results of these tests will be furnished to the contractor. These test results shall be the basis of control for all compaction effort. DENSITY TESTS The density and moisture content of each layer of compacted fill will be determined by the soils engineer in accordance with ASTM D 1556, ASTM D 2167, or ASTM D 2922. Any material found not to comply with the minimum specified density shall be recompacted until the required density is obtained. Box 127 Brighton, Colorado 80601 Re: Dougan Compressor Station Weld County, Colorado ELI Project No. 4304-80 Gentlemen: This Addendum to our geotechnical report presents the results of addi- tional subsurface investigations at the project site. The purposes of the additional investigation were to provide recommendations for design and construction for foundations for the relocated shop and office building. Borings 7 and 8 were drilled at the project site on January 22, 1981 . The locations of the test borings are shown on the attached Test Boring Location Plan. The borings were advanced with four-inch diameter, continuous-flight augers to depths approximately twenty-four (24) feet below present grades. Samples were recovered with two and one-half (2- 1/2) inch diameter Shelby tubes and the standard penetration sample technique. During drilling, a field engineer of Empire Laboratories, Inc. was present and made a continuous visual inspection of soils encountered. Logs prepared from the field notes are attached. In- dicated on the logs are the primary strata encountered, locations of samples, and the groundwater conditions. The following are the characteristics of the primary soil strata en- countered in the supplemental test borings. (1 ) Topsoil : Thickness of topsoil at test boring locations is approximately six (6) inches. The topsoil has been penetrated by root growth and organic matter and is not suitable for foundation bearing or as backfill material . (2) Silty Sand: The topsoil is underlain by brown and tan silty fine to medium sand extending to the bedrock surface. (3) Sandstone Bedrock: The surface of sandstone bedrock was en- countered in the borings approximately sixteen and one-half (16-1/2) feet below present grades. The upper one (1 ) foot of the bedrock formation is weathered. The underlying sandstone is hard and has high shear strength and bearing character- istics. (4) Groundwater: No water was encountered in the test borings within the depths explored. Groundwater levels at the site will fluctuate with seasonal variations and conditions. We understand that the proposed office/shop building will be a one- story, slab-on-grade structure. Based upon the subsurface conditions encountered and the anticipated structural loads, we recommend that the structure be supported on conventional continuous or isolated spread footings bearing in the natural , undisturbed soil . The undisturbed nature of the bearing material should be verified by qualified geo- technical personnel prior to placement of foundation concrete. All footings should bear a minimum of twelve (12) inches below present grades with exterior footings a minimum of thirty (30) inches below exterior finished grades for frost protection. Footings bearing at the above-recommended depths may be designed for a maximum allowable soil bearing pressure of two thousand (2000) pounds per square foot under dead plus maximum live loads. Based upon laboratory tests and analyses, the anticipated settlement under the above maximum bearing pressure should not exceed three-fourths (3/4) inch. As an alternative, structural loads could be supported on straight-shaft drilled piers end bearing in the sandstone bedrock. Piers drilled a minimum of three (3) feet into the firm sandstone may be designed for a maximum allowable end bearing pressure of twenty thousand (20,000) pounds per square foot. An estimated skin friction of two thousand (2000) pounds per square foot will be developed for that portion of the pier embedded into the firm sandstone. The anticipated settlement under the above maximum loading should be negligible. Temporary casing of pier holes may be required to prevent sloughing of the overburden materials and to facilitate cleaning and inspection. We suggest that minimum eighteen (18) to twenty-four (24) inch diameter piers be used. Panhandle Eastern Pipeline Company Page 3 January 30, 1981 We recommend that qualified geotechnical personnel be present during drilling operations to identify and verify penetration into the firm bedrock, make certain that all piers are of the proper diameter and plumbness and that they are thoroughly cleaned and dewatered, and ensure reinforcing steel and concrete are properly placed. The soils encountered at the proposed subgrade elevation are adequate for supporting normal floor loads on grade and may be used as fill material to support slab-on-grade construction. The upper six (6) to eight (8) inches of topsoil should be removed within the building limits prior to placing any fill material . Subgrade receiving fill should be scarified a minimum depth of six (6) inches and recompacted at or near optimum moisture content to a minimum of ninety percent (90%) of Standard Proctor Density ASTM D 698-78. Additional off-site fill required beneath slabs on grade should be a material approved by the soils engineer. All fill beneath slabs on grade should be placed at or near optimum moisture content and compacted to at least ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. Slabs on grade supporting heavy floor loads should be underlain by at least six (6) inches of crushed gravel base course, placed at optimum moisture content and compacted to a minimum of ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. Office and other areas transmitting light floor loads should be underlain by a minimum of four (4) inches of clean gravel or crushed rock free of fines. The gravel base course and/or gravel will help to distribute floor loads and will act as a capillary break. All slabs on grade should be designed for the imposed loading, and it is suggested that they be designed and con- structed structurally independent of all bearing members. To minimize and control shrinkage cracks which will develop in slabs on grade, we suggest that control joints be placed every twenty (20) to twenty-five (25) feet and that the total area contained within these joints be no greater than six hundred twenty-five (625) square feet. Pavements constructed in the area of the proposed relocated building should be designed and constructed in accordance with the recommen- dations contained in our geotechnical report. Laboratory tests indicate that water soluble sulfates in the soil are negligible, and a Type I cement may be used in all concrete exposed to Panhandle Eastern Pipeline Company Page 4 January 30, 1981 Finished grade should be sloped away from the structure on all sides to give positive drainage. Five percent (5%) for the first five (5) feet away from the structure is the suggested slope. Backfill around the outside perimeter of the structure should be mechani- cally compacted at optimum moisture to at least ninety-five percent (95%) of Standard Proctor Density ASTM D 698-78. Puddling should not be permitted as a method of compaction. Gutters and downspouts should be designed to carry roof runoff water well beyond the backfill area. It is recommended that a registered professional engineer design the foundations using the recommendations presented in this report.
