We are a small, family owned and operated company that utilizes other Weld county businesses and residents for the supplies,labor and materials needed to manufacture surveying supplies,which we then deliver and sell to the retailers who sell our products in their stores. This application is bifurcated, in that it is our request to be permitted to operate our business as it stands now, and also to allow for possible future expansion. As to that possible future expansion, it is represented here only as a possibility, and may or may not be the best option for our family. It is included here for the Planning Commission's review as a way to for us to explore potential growth opportunities. Future expansion of the business on this site as presented here would not be able to be accomplished for several more years, and as our business grows we may find it better to choose another site in Weld County in which to expand operations_ With that stated,we should also say that we feel it is of utmost importance for us to be granted the Use by Special Review Permit for this business as it stands now, and to be in compliance with Weld County's Planning and Zoning ordinances_ Our family(and others) is dependent upon the income generated from this enterprise. Scott SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW(USR) APPLICATION Melanie B. &Michael L. Scott, Sr. Workways Unlimited, LLC 24657 3r°Avenue, Eaton, CO 80615 PROPOSED USE: This property is primarily a single family home on a large 2.31 acre lot. We propose to use the (currently) detached garage area as a workshop in which to manufacture surveying supplies that will be sold wholesale and delivered to retailers for sale off-site. The manufacturing of these products will be accomplished within the enclosed garage structure, and conducted principally by the property owners,Michael and Melanie Scott,with the assistance of up to 3 full/part-time employees from the local area. Materials for such enterprise are mostly brought in by the owners, using their personal vehicles(pick-up trucks, sometimes with trailers). Finished products are delivered off-site in the same manner. Operating hours would be 7:00 am to 3:30 pm, Monday—Friday, with occasional overtime hours to 5:00 pm. Noises and other disturbances to the surrounding area are very nominal, as operations are mostly confined to the garage area,which is a very well insulated, finished drywall interior, including the ceiling of the structure. OPERATIONS: Raw material (lumber, steel rebar) is brought in primarily by the owner/operators using personal vehicles (pick-up trucks, with or without trailer). Additionally, every 30-60 days a large flatbed truck will deliver lumber from a local building supply company. Raw materials are then stored neatly in the enclosed storage area behind the shop until needed. Materials are loaded and unloaded with a skid-steer loader. Lumber and rebar are shaped and sized to finished product within the enclosed shop area utilizing various equipment, such as a table saw, band saws,miter saws and pointing machines. The shop has an enclosed dust collection system to all equipment, to create a safer and less dust-polluted environment. Employees are further protected with provided personal safety devices, such as earplugs, gloves, safety glasses. All dust and scrap wood waste is deposited into a 40' semi trailer on site,which is hauled off and returned approximately every 30 days for recycling at another Weld County business, which profits from the sale of the recycled material (ie. mulch products). All Workways Unlimited, LLC equipment has been claimed to the Weld County Assessors office for personal property taxing purposes. Workways Unlimited is also in compliance with state regulations which provide for employment taxes,unemployment insurance, and workmen's compensation insurance. Finished products are then delivered to retailers for sale off-site, so other than the 2 approximately monthly trucks mentioned above, little additional vehicle traffic is expected to occur. SITE SPECIFIC DEVELOPMENT PLAN AND USES BY SPECIAL REVIEW (USR) QUESTIONNAIRE 1. The property located at 24657 3'd Ave., Eaton, CO is first and foremost a single family residence,with a 30' x 40' garage that is unattached at this time. This property is not actually located in the town of Eaton, but is approximately 3.3 miles North of Galeton, off of WCR 51. The garage lends itself for use as either a home based business workshop, personal workshop,or personal vehicle and equipment storage. It is a possibility that in the future, the existing garage will be attached to the residence and converted to personal use space. Then a larger(40'x 60') shop could be built on the property for the use of a home business workshop. The proposed use of this property as it is now,and as it is projected for the future, is for a home based business workshop. 2. Under section 22-1-120 Comprehensive Plan guiding principles, section f states that land use policies should facilitate and complement a diverse economic prosperity and harmonize with associated growth. The proposed use of this property has a positive economic impact on our community, by providing employment to the owners, and 2 other employees who live and pay taxes in Weld County. Also, this company utilizes the goods and services of many other Weld County businesses in its operations. We take great care to create a working environment that does create disturbance or inconvenience to our neighbors, and in fact many people in Camfield benefit in some way from the operation of this business on a personal level. 3. The zone district that the property is located in is zone A. Under Article I section 23-1-40 describing the purpose and intent of the Weld County zoning ordinance, there are 2 points that are consistent with the proposed use of this property for a Home Business: "5.protecting the tax base of the county; 7. Fostering the county's agricultural,business,mining,and other economic bases." Section 23-3- 40 describes allowable accessory uses,with part O noting Home Business as allowable. The proposed use is a home-based business in which the property owners/residents are the principal operators. 4. The areas to the east, south,and west of the property are all residential, single- family dwellings,with various livestock and/or outbuildings. The lots in this neighborhood, known as"Camfield Estates", vary from I/2 to 2 1/2 acres,with the larger lots bordering the north and south sides. This property is located on the north side of the neighborhood,with neighbors some distance to the east, south and west(as this property is on one of the larger lots). To the north of the property is open land, and there is no development from the property line to WCR 82, and beyond to HWY 14 at this time. 5.a 4 people reside on this property. At this time the business could support up to 2 full-time employees under the proposed use plan. b. If maximum business growth is allowed and achieved,this business could optimally support 4 full-time employee positions, if the proposed future 40'x 60' workshop is built. c. The hours of operation would be 7:00 am to 3:30 pm, Monday through Friday typically,occasional overtime hours until 5:00 pm. d. There would be one workshop area separate from the house for business use. e. Domestic pets only. f. Employee's personal vehicles(if needed,current employees are within walking distance),residents' personal vehicles (pickup trucks)that are also used in business. UPS bi-monthly average. There is also a skid-steer loader on site that is used for personal purposes,as well as for loading/unloading materials in the business. For business purposes the skidsteer can run up to an hour a day, but most often less than that. There is a covered 40' trailer for containing waste lumber and dust,which is picked up by a semi-tractor as needed for recycling (approximately every 4- 8 weeks). Also, a tractor/trailer from Lucerne delivers lumber to the site, approximately once every 4—8 weeks. There is ample space for all of these vehicles to access and navigate the property. g. We are in the Galeton Volunteer Fire Department's district. h. There is a domestic well on the property. Please see the well permit and documentation included in this package for details on Camfield's water augmentation plan, and it's relativity to this USR application. i. There is an existing septic system on the property that accomodates the household uses. Employees use the in-house iLstioom facilities when needed-which isn't often, as they both live next door, only one is full-time, and they go home for lunch. This system would be expanded as necessary, however, to accommodate restroom facilities in the proposed future 40'x 60' workshop, if it were ever to be built. j. Storage of raw lumber and some finished products is necessary, and can be accommodated within the privacy fences behind the shop building, to protect neighboring views. 6. Proposed landscaping for the site is nothing other than what will be done for personal use by the homeowners. Proposed business use of this property requires no particular landscaping, unless it is deemed so by the Planning Commission. 7. Not applicable. 8. Site slopes to the south where water drains into road ditches. 9. First proposed garage/workshop already exists. For personal purposes,we would like to attach it to the house in the future, after acquiring the proper building permits. The proposed future building of a 40' x 60' workshop is entirely dependent upon a) the Planning Department's/Planning Commission'sapproval; and b)the economy, and whether or not it is a financially intelligent course of action for the future of this particular business. 10. Waste disposal is handled on-site via a 40' contained trailer that is picked up by semi-tractor as needed(approximately every 4-8 weeks),taken for recycling, and returned on the same day. There is also the ordinary weekly trash service for the household and business.
