WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, July 30, 2007, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner David E. Long, Chair
Commissioner William H. Jerke, Pro-Tem
Commissioner William F. Garcia
Commissioner Robert D. Masden
Commissioner Douglas Rademacher
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Elizabeth Strong
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of July 25,2007,as printed. Commissioner Rademacher seconded the motion,and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $641,815.12. Commissioner Garcia moved to approve the warrants as
presented by Mr. Warden. Commissioner Jerke seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL SERVICES DIVISION
POLICIES AND PROCEDURES: Judy Griego, Director of Social Services, stated the revision will include
a 2.5 percent cost of living increase for Weld County Child Placement Agency Providers. Ms. Griego
stated the estimated cost of the increase is $21,600.00, per year, and it will be funded from the Child
Welfare Block funds. Commissioner Rademacher moved to approve said revisions. Seconded by
Commissioner Masden, the motion carried unanimously.
CONSIDER SUBSTANCE ABUSE TREATMENT SERVICE AGREEMENT FOR CHILD WELFARE
CLIENTS AND AUTHORIZE CHAIR TO SIGN-SIGNAL BEHAVIORAL HEALTH NETWORK: Ms. Griego
stated the term of the agreement is July 1, 2007, through June 30, 2008. She stated Signal Behavioral
Health Network will contribute$115,126.04 from the Additional Family Services funds on behalf of families
and adolescents receiving child welfare services, and will retain $4,271.43 for administrative fees. She
further stated Signal will provide assessments, monitored sobriety services, and treatment through the

Island Grove Regional Treatment Center, and according to Signal's fee schedule. Ms. Griego explained
the Department's role will be referring families exiting the Child Welfare system to Signal for services. In
response to Commissioner Jerke, Ms. Griego stated clients will be adults who are part of a family which
has been involved in a dependency or neglect case and adolescents who have been referred to Social
Services by the Juvenile Court system. Further responding to Commissioner Jerke, Ms. Griego stated the
clients will not include participants in the Colorado Works Program or their families, and she reiterated
clients will be the parents of children who have come into custody due to an abuse or neglect case in the
family. She explained the goal is to reunite biological parents with their children, and for the adults to
participate in treatment programs. Ms. Griego stated another goal is for the adolescents who have gone
through the Youth in Conflict Program, and are under court supervision, to participate in treatment
services. In response to Commissioner Jerke, Ms. Griego reiterated the funds will be provided by Signal
and the Department is only referring clients to them. Commissioner Garcia moved to approve said
agreement and authorize the Chair to sign. Seconded by Commissioner Rademacher,the motion carried
unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
