Application is being submitted to the Weld County Planning Services, hereby designate

NARRATIVE FOR USE BY SPECIAL REVIEW
The applicants have submitted an application for Use by Special Review for a
home business. The business consists of family members building portable livestock
shelters that are approximately 12 x 24 metal buildings. The applicant purchases raw
materials consisting of steel pipe and metal sides. These materials are all stored inside
the existing building on the applicant's property. All assembly occurs inside the existing
building.
The materials are cut to size and bolted together. The finished product is then
delivered to a customer.
There are no customers that come to the property. All negotiations and orders
are placed by telephone. The surrounding uses are the Interstate 76 to the east,
agricultural ground to the north, agricultural property to the south and farm ground to the
west. Interstate 76 frontage road is to the south and crosses with Weld County Road
41. There are two acreages to the south of the applicant's property between 1-76
frontage road and the applicant's property. The applicant's property consists of
approximately 4.82 acres. On the west end of the applicant's property is the applicant's
home consisting of a single story brick home with a walk out basement. The applicants
have out buildings consisting of a shop, a barn and a storage/machinery shop.
The barn is approximately 42' x 32'; the shop is approximately 73' x 52' and has
a concrete floor, is insulated, and has electric and water to the shop.
The applicant's purchased the property June 23, 2005 with the understanding
that they could conduct the family business of building portable livestock shelters. The
applicants were subsequently informed that they would need a special permit to conduct
these activities and immediately ceased all operations.
The home business will only provide work or employ family members consisting
of the applicants and their son. The hours of operation are typically about two to three
hours at any given time and approximately ten hours per week. As indicated, the only
employees will be the applicant, Roland Wagner and his son who lives with the
applicants.
There will be no new structures built. All activities will take place within the
confines of the workshop to the far east end of the applicant's property which is
adjacent to Interstate 76.
There are no animals involved in the operation of the home business. The
applicant does have household pets. All goods and materials for the household
business will be stored indoors and there will be no outdoor storage. The applicants
typically only have on hand enough metal materials at one time to construct one
building.

The applicants have a pickup truck and one trailer. All materials are picked up by
the pickup truck or the trailer, and are brought to the property where the materials are
sized and bolted together. The applicants then use the trailer and the pickup truck to
deliver the finished building to the customer's property.
Water service is provided by a domestic well which has been approved by the
Colorado Division of Water Resources, well permit no. 169485. Sewage is provided by
an existing approved septic system.
The applicants will not be constructing any new buildings and there will be no
customers coming to the property. The applicants do not intend or anticipate the need
for any additional landscaping or any reclamation procedures. There will be no change
in the historical storm water drainage and, therefore, no additional engineering or
drainage plan is necessary. No waste will be stored on the property, and any waste
from constructing of the portable shelters will be disposed of by the household trash
service.
The applicants believe that the proposal is consistent with the intent of the Weld
County Code Comprehensive Plan and the Zoning District for the property. The
business is an agricultural-related business, and will provide livestock shelters to the
agricultural industry in Weld County. The home business will not increase any traffic
flow as customers will not be coming to the property and the employees will only consist
of the two individuals residing at the residence on the property. There should be no
need for additional law enforcement services and there will be no impact on traffic flow.
The applicants therefore request that the Weld County Planning Department and
the Board of County Commissioners approve this application to enable the applicants to
provide needed products for the agricultural industry in Weld County.
