SUBJECT: AmUSR-1476, Fusaro LLC; Donnie Fetters, Jr.
COLORADO
At the applicant's request, a final site visit was performed on May 22, 2005, to verify Item No. 1M prior to
recording the plat. The transportation portion dealt with the parking lot drainage and wheel stops. All of these
items have been installed. The site has been graded and compacted to accommodate the USR use.
The Weld County Public Works Department recommends acceptance of all these items as being complete to
our satisfaction.

Ref: Crime Prevention Through Environmental Design Evaluation
On 011007 at approx. 0910 hrs. I met with Donnie Fetters at his place of
Headquarters business located at 2114 E. I-25 Frontage Rd. ref a Crime Prevention Through
1950"O"Street Environmental Design hereafter referred to as a (C.P.T.E.D.) evaluation. Mr. Fetters

Ph.(970)356-4015 and I conducted a walk-through of his business known as Performance Equipment
Fax(970)304-6467 Service LLC. The following observations were noted and discussed with Mr. Fetters.
OBSERVATIONS
Fort Lupton Substation Upon arrival on the property I observed that the fence at the entrance to the

Ft.Lupton,Co 80621 yard, as well as practically all around the property is fenced with an 8' chain link
Ph. (303)857-2465 fence which is covered with a plastic criss-cross mesh woven into the fence. This is
Fax(303)857-3027 excellent in that it allows visibility to the inside of the yard from the outside. The 8'
chain link fence is also excellent due to the increased 2' over the standard 6' chain
link fence. Refer to photos 14& 15.
Southwest Complex
4209 WCR 24 '/2 The east side of the property is fenced with a 6' chain link fence covered with
Longmont,CO 80504 the same plastic mesh material. I advised Mr. Fetters that it would be best if this was

North Jail Complex I was advised by Mr. Fetters that the building currently is not alarmed. I told

I observed that the yard itself had no provision for any type of lighting.
Numerous pieces of heavy equipment are stored in the yard on the property. I told
Mr. Fetters that C.P.T.E.D. has proven that light does deter crime. I gave the example
of how car dealerships are lit up at night. I suggested that he install enough additional

Photograph 1 shows the North East corner of Mr. Fetters property, to the metal fence posts. The area
where the front end loader is stored is used by Mr. Fetters for additional storage but is not owned by him.
He is just renting it. As the photograph shows the chain link fence with the white plastic mesh is in need of
repair, however this fence is not located on Mr. Fetters property. I suggested he work with the owner in
some fashion to remedy this problem.
Photograph 7 & 8 shows the additional metal reinforcement which have been placed next to the locks
on the metal doors. This is an excellent step to take to prevent the doors from being pried open. Mr. Fetters
also stated the lock smith who installed also suggested that the same type of reinforcement be placed at the
bottom of the doors to prevent a tool from being inserted under the door and access to the lock itself, on the
inside could be attained. There is approx. '/2 to 1 inch space under these doors.
There is also a window to the outside from the main office of the building. I suggested that the
window have decorative bars placed at this location.
Photograph 16 shows the chain and padlock used to secure the main gate into the yard. It was
suggested that some type of housing be used and attached to the gate itself to cover the lock to prevent bolt
cutters from being used to defeat the lock. I also suggested instead of a standard padlock he use one with a
shaft that is partially covered which is also on the market.
On the interior of the building it was observed that walk through metal doors were in place between
the bays which are capable of being locked. Mr. Fetters advised that they were not currently keeping these
doors locked. I suggested that he do this.
I also observed welders and some tools as well as copper wire were stored inside the building. Refer
to photos 17 & 18. I suggested he build a wire mesh, lockable cage inside the building to keep these items.
