Thank you for talking with me this morning. The tank will have a slightly pitched roof,
but it still looks like a tank. I have attached a photo of a similar tank. There are two
tanks on the photo, but we will only have one.
There are lots of 30 ' stockpiles around the area were the tank will go, an elevated rail
track on the south side, and the asphalt plant and concrete plant are significantly taller
than the tank will be. We would paint it a tan color to match the plant and blend in with
the stockpiles. I drove by the site after we talked. From the streets, I dont think
anyone would ever notice it. For the neighbors, they are a significant distance away so
it shouldn't stand out from the existing stockpiles and plants.
Please let me know if there is anything else that I can provide in helping you make your
decision. If you would like to meet on site for a quick little 10 minute tour, I would be
happy to do that.

RE: Installation of an 8,000 ton liquid asphalt storage tank
Dear Mr. Honn:
Several weeks ago, I talked with Ms. Hannah Hippely about our need to install a new storage
tank at our existing asphalt plant operation. She indicated that after talking with staff,they had
determined that the tank would be a substantial change to the USR and the permit will need to be
amended. I would like to get a better understanding about what makes this a"substantial
change". Below are the specifics on our request.
REQUEST: Lafarge is looking to install an 8000 ton storage tank at an existing asphalt plant
operation in Weld County to hold liquid asphalt cement.
LOCATION: USR-247:87:10 located at 925 N. 35th Ave, Greeley. The site was original
permitted in 1987 for an asphalt plant and gravel mine. It was later amended to include a
concrete plant on site. The most current resolution that I have is No. 96-1583.
PURPOSE: We currently purchase liquid asphalt from various refineries in Wyoming, Montana,
and Colorado during the paving season. Prices and availability of liquid asphalt are fluctuating
greatly based on the demand for crude oil to be refined into other fuel products. We would like
to fill the tank during the winter months when the refineries typically have larger inventories and
use the asphalt during the high demand part of the construction season when there may be a
shortage of deliverable product. We currently use this strategy in our Kansas market and have
found it very helpful in maintaining availability of liquid asphalt.
SPECIFICS: The tank design is attached. We will need electrical hookup to the tank to keep it
heated. It would be bermed if necessary and comply with State environmental standards.
We do not feel that this installation would be a significant change because:
1) Lafarge has stored liquid asphalt cement on site since 1997.Adding the storage tank to this
site would not increase production at the asphalt plant,number of employees, annual truck
traffic, etc.

2)Peak truck traffic would actually decrease. The asphalt tankers would be bringing in a large
portion of the liquid asphalt during the winter months instead of during the summer rush season
when we are in full production and have haul trucks running continuously.
3) We have met with Dale Lyman, Fire Marshall, and he said that the fire department has no
issues with what we want to do and we may not even need to get a permit.
4) We got maps from David Bauer, Public Works Department, for the existing FEMA
delineation and the proposed boundaries being created by the Corps of Engineers. The location
where we would be setting the tank is outside of the floodway and the 100-year floodplain on
both maps. They have no issues with our proposed installation.
5) Asphalt cement is not regulated like oil or gasoline and we are not required to permit it
through the Colorado Department of Labor and Employment, Oil and Public Safety Division.
Asphalt cement must be kept heated to keep it in a liquid form. If it is not, it turns quickly to a
solid.

We would like to know what the County permitting requirements would be for both of the
following locations:
1) USR-247:87:10 located at 925 N. 35th Ave. The site was original permitted in 1987 for
an asphalt plant and gravel permit. It was later amended to include a concrete plant on
site. The most current resolution that I have is No. 96-1583 . Adding the storage tank to
this site would not increase production at the asphalt plant, number of employees, annual
truck traffic, etc.
2) A property east of Greeley and south of Windsor which we will eventually mine but have
not yet secured a Weld County Use by Special Review. Placement of the asphalt storage
tank would occur separately and prior to any request for mining. The property is
currently used for agricultural uses. Adding the tank to this site would require only 1-2
trucks entering and exiting the site weekly to either deliver liquid asphalt or remove it
and would not have a noticeable impact on the nearby traffic.
