O . BOX 127 , BRIGHTON, COLORADO 80601 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners of Weld County, Colorado held a public meeting on the 6th day of August, 1980 at the hour of 2 : 00 o 'clock p.m. in the Chambers of the Board of County Commissioners for the purpose of hearing the applica- tion of Panhandle Eastern Pipeline Company, P . O. WHEREAS, the petitioner was present, and WHEREAS, evidence was presented in support of the granting of the Special Use Permit for dehydration and compression of natural gas facilities on the abovedescribed real estate, and WHEREAS, Section 3. 3 (E) (2) of the Weld County Zoning Resolu- tion authorizes such a use in an Agricultural District upon appro- val by the Board of County Commissioners, and WHEREAS, the Board of County Commissioners of Weld County, Colorado heard all of the testimony and statements of those present, has studied the request of the petitioner and the recommendations of the Weld County Planning Commission and all of the exhibits and evidence presented in this matter, and having been fully informed, is satisfied that the request for a Special Use Permit for dehydration and compression of natural gas facilities on the hereinabove described real estate, conforms to the purposes of Section 3 . 3 (E) (2) of the Weld County Zoning Resolution. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado that the application of the petitioner for a Special Use Permit for dehydration and compres- sion of natural gas facilities on the hereinabove described tract of land be, and hereby is, granted subject to the Develop- ment Standards contained in the Special Use Permit and further, that no building or electrical permits shall be issued on the Special Use Permit area until the Development Standards for the Special Use Permit and the property owner ' s signature have been placed on the _Special Use Permit Plat and the plat has been delivered to the office of the Department of Planning Services. BE IT FURTHER RESOLVED by the Board of County Commissioners that the reasons for approval contained in the Weld County Plan- ning Commission recommendations dated July 15, 1980 be, and hereby are, adopted as the findings of fact of the Board of County Com- missioners in this matter. DEVELOPMENT STANDARDS 1. The permitted use on the hereon described parcel of land shall be for the dehydration and compression of natural gas and all uses permitted by right in the Agricultural Zone District. Major facilities shall be limited to these shown hereon which includes four (4) 4,000 horsepower engine compressor units , one planned for immediate construction and three planned for future installations. 2. The engine/compressor unit(s) may be in operation 24 hours per day and 365 days per year. 3. All accesses shall have the approval of the Weld County Engineering Department. All accesses shall be constructed in accordance with the recommendations and/or requirements of the Weld County Engineering Department. 4. All construction, electrical work and fabrication will be done in accordance with the Weld County Building Code. 5. The appearance of the facility shall be maintained in a neat and orderly condition through periodic painting and maintenance. 6. The Special Use Permit area shall be maintained in such a manner so as to prevent soil erosion, fugitive dust, and the growth of noxious weeds . 7. All phases of the operation shall comply with all county and State Health Standards and Regulations pertaining to air quality, water quality, noise emmission, and sanitary disposal systems . 8. Safety and fire protection will be as prescribed by the Fort Lupton Fire Protection District, Industry Standards , and/or other applicable rules and regulations of governmental bodies having jurisdiction on the premises . 9. The Special Use Permit shall be limited to the plans shown hereon and governed by the Development Standards stated above and all applicable Weld County Regulations. Any material deviations from the plans and/or Development Stand- ards as shown or stated above shall require the approval of an amendment of the Special Use Permit by the Planning Commission and the Board of County Commissioners before such changes from the plans and/or Development Standards shall be permitted. Any other changes from the plans and/or Development Standards shall be filed in the office of the Department of Planning Services . 10. The property owner and/or operator of this operation shall be responsible for complying with all of the above stated Development Standards . All accesses shall be constructed in accordance with the recommendations and/or requirements of the Weld County Engineering Department. 4. All construction, electrical work and fabrication will be done in accordance with the Weld County Building Code. 5. The appearance of the facility shall be maintained in a neat and orderly condition through periodic painting and maintenance. 6. The Special Use Permit area shall be maintained in such a manner so as to prevent soil erosion, fugitive dust, and the growth of noxious weeds . 7. All phases of the operation shall comply with all county and State Health Standards and Regulations pertaining to air quality, water quality, noise emmission, and sanitary disposal systems. 8. Safety and fire protection will be as prescribed by the Fort Lupton Fire Protection District, Industry Standards , and/or other applicable rules and regulations of governmental bodies having jurisdiction on the premises . 9. The Special Use Permit shall be limited to the plans shown hereon and governed by the Development Standards stated above and all applicable Weld County Regulations . Any material deviations from the plans and/or Development Stand- ards as shown or stated above shall require the approval of an amendment of the Special Use Permit by the Planning Commission and the Board of County Commissioners before such changes from the plans and/or Development Standards shall be permitted. Any other changes from the plans and/or Development Standards shall be filed in the office of the Department of Planning Services . 10. The property owner and/or operator of this operation shall be responsible for complying with all of the above stated Development Standards . Box 758 Greeley, CO 80631 RE: Application for Special Use Certificate and Planned Unit Development Certificate for Frederick Booster Gentlemen: Panhandle Eastern Pipe Line Company has had connected and is con- necting and delivering natural gas from the Southwest Wattenburg Field. Due to an anticipated increase in the number of gas wells in the South- west Wattenburg Field, the anticipated reduction of production pressures in the Field, and with recently approved 160 acre well spacing, it is necessary to install a natural gas compressor unit. This unit will compress the gas to current line pressure and allow the wells in this Field to produce at a lower pressure. The Southwest Wattenburg Field is located in Townships 1 North, 2 North, and 3 North, Range 67, 68 and 69 West. The location of the proposed booster station is shown on the at- tached EXHIBIT "A" reproducible drawing. The planned facilities at the station will consist of liquid retention facilities, four (4) 4,000 horsepower engine compressor units, one planned for 1980 and three planned for future installations. Each unit is to be enclosed within a specially insulated steel building, a gas pulsation dampener, lube oil and ambitrol facilities. Also included a fenced site all as shown on the attached EXHIBIT "A" drawing. Integral with each unit are gas coolers, scrubber and engine exhaust silencing equipment. A minimum of air pol- lution can be expected from the exhausts of these clean burning natural gas powered gas compressors. This design indicates that the property line noise level shall normally be 45 to 51 dba with the proposed facilities installed and 57 to 53 dba with future facilities which may be installed as indicated on EXHIBIT "A". . June 5, 1980 Page 2 The plant will be adequately protected from fire hazards through installation of fire and gas detection equipment which would automatically shut down the plant. Thirty (30#) pounds ansul dry powder extinguishers will be located strategically throughout the facilities. In addition automatic emergency shut-down systems for high and low temperatures and high and low pressures will be provided on each compressor unit. This station is designed for daily attended operation. Therefore, Panhandle Eastern is applying to the Colorado Board of Water Resources for a permit to drill an exempt water well . Also shown on EXHIBIT "A" , Panhandle plans to install an office building. The sewage from this office will be handled by a septic tank and leach field. The proposed facilities and ingress and egress roads are as shown on the attached EXHIBIT "A". The soil in the northern three-fourths of the property is Ulm Clay Loam. This soil has severe limitations for septic tank filter fields, building foundations, and road construction. 2. I recommend an on-site investigation to determine special engineer- ing needs for construction of facilities. 3. The application does not include a reclamation plan or seeding rec- ommendation for undeveloped portions of the property. The property is currently used for dryland wheat production. If the undeveloped portion won't be farmed in the future, it should be planted to per- manent vegetation to reduce erosion and possible noxious weed pro- duction. 4. About 10 percent of the unit is Heldt silty clay and Weld loam. The Wiley soil is a deep , well drained soil. It formed in calcareous eolian deposits. Typically the surface layer is pale brown, mildly alkaline , silt loam about 11 inches thick. The subsoil is pale brown, moderately alkaline , (0 silty clay loam about 23 inches thick.
