Lupton, CO. RECEIVED ROLL CALL: The meeting was called to order by President Tom Pettit. Vice President Ginny Buczek, Councilman John Kivimaki, Councilman Gene Stille, and Councilwoman Nancy Teksten were present, constituting a quorum of the members. Also present: Weld Director of Social Services Judy Griego, Social Services Income Maintenance Technician Manager Jamie Ulrich, Social Services Manager Dan Overmeyer, and Bev Thomas, council secretary. AGENDA APPROVAL: The agenda was approved by consent. REVIEW PROGRAM: Weld County Social Services Director Judy Griego presented an overview of Social Services' offerings emphasizing those in southeast Weld County. She shared statistics regarding assistance payments, and children dependency and neglect cases, including trends in the numbers and types of cases. Ms. Griego explained there are 844 out-of-home placements including kinship care of children in 2007, and some of these placements are very expensive. The department's goal is to provide positive/preventive intervention so children never have to enter the social services' system. Hiring enough qualified workers with the language and cultural skills to investigate cases is an on-going problem. As of July 2007, there has been a full-service Weld County Office of Social Services in southeast Weld. Staff has been working to advertise the office's location and to assist residents with transportation to the office. Preventative services for children and teen pregnancies will be more accessible in southeast Weld now, and the goal is to provide opportunities for latch-key children as well as working with faith based organizations to assist in providing services. At this time there is no Juvenile Assessment Center in southeast Weld. Also, there are limited mental health, alcohol or drug services, or group homes in south county although there are arrangements being made to have these services located in southwest Weld. Staff persons must determine what services can be provided to families who are not legal residents. Staff utilizes services provided by many community organizations including: Senate Bill 94, the North Adams South Weld Alliance, United Way, the Multidisciplinary Youth Assessment Team, and Weld-Faith-Based Partners. Good news in Social Services is that technological advances have allowed clients to be served in any Weld County Social Services office. There is also a webcam pilot program operating in a church in Windsor, CO where persons can enter the social services' system. Ms. Griego was assisted in her presentation by Social Services Income Maintenance Technician Manager Jamie Ulrich and Social Services Manager Dan Overmeyer, who both work in the southeast Weld County Social Services office. The motion was seconded and carried. 2007 2nd Quarter Report to the People Councilman Gene Stille made a motion to approve the 2007 2nd Quarter Report to the People. The motion was seconded and carried. UNFINISHED BUSINESS: Council Resolution 164 Councilman Kivimaki made a motion to adopt Council Resolution 164 appointing Councilman Gene Stille to the Ad Hoc Committee to Study Possible Amendments to Weld County Home Rule Charter to Extend Limitation of Consecutive Terms for Elected Officials. The motion was seconded and carried. Policy to Clarify Accuracy of WCC Public Statements The council will adopt a position to clarify accuracy of Weld County Council's public statements, written by Councilwoman Nancy Teksten, at the August council meeting. NEW BUSINESS: Location of Weld County Home Rule Charter on Weld County's Homepage Councilman Gene Stille made a motion the council make a request to Weld County's Webmaster Ripley Casdorph, a link to the complete Weld County Home Rule Charter be added to the council's home page. This request should inclode the suggestion the complete charter also be linked to the search box on Weld County's Homepage.
