Dear Mr. Giesen:
On April 10, 2007 the Department of Planning Services staff conducted a site visit at the
High Plains Shooting Club in response to your letter regarding the planned overnight
camping events. Staff has no objection to the events as planned. It was noted however,
that the facility is built out in regards to what was approved under AmSUP-215. Should
the facility continue to expand a new Use by Special Review Permit might be necessary.
Please consult with Department of Planning Services staff prior to any new construction
or expansion for a determination on whether or not a new permit will be required.

This letter is to inform your office that the Weld County Fish & Wildlife Association will
be hosting certain events during 2007 that will result in some overnight camping stays at
our High Plains Shooting Range facility near Galeton The number of overnight campers
expected at any one event is expected to vary from 1 or 2 up to a maximum of 12 (and
most are self contained)
These are the following dates we expect some campers at our range in 2006
April14-15, April 21-22
May 5-6
June 9-10
July 7-8
August 4-5
September 8-9 Sept 30— Oct 1
The Board of Directors will supply a minimum of 2 Porta-Potties for the duration of the
largest events in August and September (in addition to having 3 permanent bathroom
facilities available) and trash will be monitored daily for control Please contact our

Thank you for your letter dated April 8, 1998 Staff has reviewed your request and has
determined that installing electrical service to existing buildings as proposed, as well as
converting an existing trap range to skeet, is not a substantial change to AmSUP-215 and does
not require an amendment
However, staff would consider the addition of any new trap or skeet ranges a substantial change
and would require an amendment to AmSUP-215.
The site shall maintain compliance with all conditions and development standards placed on
AmSUP-215.

Enclosed please find a schedule for the Weld County Fish & Wildlife Range north of Galeton,
Colorado.
It is our understanding that we must inform Weld County Planning and Zoning of any overnight
stays at the range. Please note that for the year 1995, we will be having the following
competitions at the range and request authorization to have overnight campers on the range
property at these times. They are as follows:

To Whom it May Concern:
Weld County Fish and Wildlife Association High Plains Pistol and Rifle Range is located on Weld
County Road Number 51 - 3 miles north of Galeton. Each year the range hosts tournaments that
would have overnight campers (self contained) staying at the range for the tournaments. The
following are the dates scheduled for the summer of 1994 in which there will be overnight campers
on the range.
April 8 - 10 - Under 10 campers (self contained)
May 13 - 15 - Under 10 campers (self contained)
June 10 - 12 - Under 10 campers (self contained)
June 16 - 19 - Under 10 campers (self contained)
July 8 - 10 - Under 10 campers (self contained)
August 12 - 14 - Under 10 campers (self contained)
September 7 - 11 - 30 campers (self contained)
During these tournaments, portable toilets will be on the range, as well as the new facilities that
should be completed by mid-summer which are handicap assessable and include shower facilities.

This letter will confirm our conversation of 5-18-1993 regarding this facility.
I have reviewed the file on this SUP. Our records indicate that one of the
standards for this facility was a restroom with an Individual Sewage System, to
be installed within 180 days of approval, September 4, 1991.
Two (2) ISDS Permits were issued for this facility on August 9, 1991. These were
numbered 910176 and 910177. These permits were never finalized and have at this
point expired.
I have enclosed a copy of the expired permits for your information. Please let
me know if you need additional information, or if we should take joint
enforcement action with Planning.

Dear Mr. Ruth:
We appreciate the information regarding the intended overnight schedule for this
year My concerns centered on two aspects of your proposal, overnight shooting,
and the waste generated by the number of people staying overnight.
Development Standard #4 which was attached to the recorded plat, indicates the
permitted uses shall be conducted during daylight hours only. While the people
will be allowed to stay overnight, the shooting ranges will not be allowed for
shooting during nighttime.
I referred the information you provided to the Weld County Department of Health
which determined the four vault privies presently on the property should be
sufficient to handle the maximum expected number of participants at the
anticipated overnight events. Portable toilets would not be necessary, nor would
they be approved at permanent sites.
I appreciated you sending me information concerning overnight events for High
Plains Shooting Range. Our department would appreciate hearing from the range
next year to reevaluate the situation. If you have any further questions, please
don't hesitate to contact me.

The attached letter informs our office about proposed overnight stays at the High
Plains Shooting Range, operated by Weld County Fish and Wildlife (WCFWL) . I
would appreciate any comments or concerns you have about this proposal.
According to Bill Ruth, President of WCFWL, they had a camper on their property
for one week last year, and someone reported them to our office. We suggested
they advise the Department of Planning Services in advance when the WCFWL plans
overnight stays. In speaking to Mr. Ruth, he indicated he did not know what type
of accommodations the people staying would bring for stays this summer. His
letter indicates an estimate of how many units may stay overnight.
According to the Amended Special Use Permit Developments Standards from 1991,
Standard #4 indicates "the permitted uses shall be conducted during daylight
hours only". I believe they wish to ensure the proposed overnight stays are not
a substantial change from what was approved. The Special Use permit was
conditionally approved on restroom facilities being completed. As of today, this
has not occurred. This matter has been turned over to Keith Schuett for
enforcement of this provision. Septic systems are in place at the traphouse, and
"heads for the rifle range" , according to Mr. Ruth, and footers have been dug on
the rifle range, however, the required restrooms are not operational Therefore,
port-a-pottys will be used for the overnight events. Mr. Ruth would be
interested in how many port-a-pottys are required or should be in place per
person.
I would appreciate any concerns or considerations you have concerning the
proposed overnight events, and use of port-a-pottys for these events

The attached letter is a request from Weld County Fish and Wildlife to delete the
200 meter range from Development Standard #7 of their Special Use permit.
Condition #7 reads as follows'
7. The 200 meter and 300 yard rifle ranges, shall not be used simultaneously
with the sporting clays course Signs shall be posted in the parking area
of the rifle range and the sporting clays course to inform the users of
this condition
Representatives from Weld County Fish and Wildlife feel that an error was made
by including the 200 meter range in the development standard
I have reviewed the tape of the September 4, 1991 meeting and determined that an
error was not made, however, it is possible that there was some confusion on the
part of Ron Collins, their representative. At one point in the meeting, Mr
Collins requested that the 200 meter range be removed from development standard
##7 The staff requested that the 300 yard range be included in the development
standard and made no mention of deleting the 200 meter range The Boards' motion
was for approval, with the condition that the 300 yard range be added to the
development standard
The Department of Planning Services' staff offers the following options to the
Board.
1 Development Standard #7 of Amended SUP-215 shall remain as recorded on the
plat with no changes
2 The request of Weld County Fish and Wildlife as stated in the letter
received on November 7, 1991, to delete the 200 meter range from the
development standard shall not be considered a major change to the
original development standard and shall be kept on file at the Department
of Planning Services

Weld County Fish & Wildlife submitted a revised plot plan- demonstratinz
