Staff has no objection to the events as planned. It was noted however, that the facility is built out in regards to what was approved under AmSUP-215. Should the facility continue to expand a new Use by Special Review Permit might be necessary. Please consult with Department of Planning Services staff prior to any new construction or expansion for a determination on whether or not a new permit will be required. I would appreciate any comments or concerns you have about this proposal. According to Bill Ruth, President of WCFWL, they had a camper on their property for one week last year, and someone reported them to our office. We suggested they advise the Department of Planning Services in advance when the WCFWL plans overnight stays. In speaking to Mr. Ruth, he indicated he did not know what type of accommodations the people staying would bring for stays this summer. His letter indicates an estimate of how many units may stay overnight. According to the Amended Special Use Permit Developments Standards from 1991, Standard #4 indicates "the permitted uses shall be conducted during daylight hours only". I believe they wish to ensure the proposed overnight stays are not a substantial change from what was approved. The Special Use permit was conditionally approved on restroom facilities being completed. As of today, this has not occurred. This matter has been turned over to Keith Schuett for enforcement of this provision. Septic systems are in place at the traphouse, and "heads for the rifle range" , according to Mr. Ruth, and footers have been dug on the rifle range, however, the required restrooms are not operational Therefore, port-a-pottys will be used for the overnight events. Mr. Ruth would be interested in how many port-a-pottys are required or should be in place per person. Condition #7 reads as follows' 7. The 200 meter and 300 yard rifle ranges, shall not be used simultaneously with the sporting clays course Signs shall be posted in the parking area of the rifle range and the sporting clays course to inform the users of this condition Representatives from Weld County Fish and Wildlife feel that an error was made by including the 200 meter range in the development standard I have reviewed the tape of the September 4, 1991 meeting and determined that an error was not made, however, it is possible that there was some confusion on the part of Ron Collins, their representative. At one point in the meeting, Mr Collins requested that the 200 meter range be removed from development standard ##7 The staff requested that the 300 yard range be included in the development standard and made no mention of deleting the 200 meter range The Boards' motion was for approval, with the condition that the 300 yard range be added to the development standard The Department of Planning Services' staff offers the following options to the Board. 1 Development Standard #7 of Amended SUP-215 shall remain as recorded on the plat with no changes 2 The request of Weld County Fish and Wildlife as stated in the letter received on November 7, 1991, to delete the 200 meter range from the development standard shall not be considered a major change to the original development standard and shall be kept on file at the Department of Planning Services Please initial one of the following categories and return to the Department of Planning Services.
