HomeMy WebLinkAbout20070890.tiff Minutes WELD COUNTY COUNCIL February 12, 2007 Tapes: 2A2007 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Monday, February 12, 2007, 6:30 p.m., at the Weld County Planning Department, 918 10th Street, Greeley, CO. ROLL CALL: The meeting was called to order by President Tom Pettit. Vice President Ginny Buczek, Councilman John Kivimaki, and Councilwoman Nancy Teksten were present to constitute a quorum of the members. Councilman Gene Stille was excused. Also present: Commissioner Dave Long, former Councilman Dwaine Kurtz, and Bev Thomas, council secretary. RECOGNITION OF FORMER COUNCILMAN DWAINE KURTZ: President Tom Pettit read Resolution 162 recognizing Mr. Kurtz' service to Weld County. Resolution will be adopted by the council when all council members are present. Council President Pettit presented a plaque of appreciation to Mr. Kurtz. REVIEW PROGRAM: Commissioner Dave Long explained the succession planning for the 2009 retirement of Mr. Don Warden who currently serves as Weld County's Finance and Administration Director. This position is a combination of financial and, administrative functions, budget preparation, strategic planning, and chief of staff functions, and has evolved during Mr. Warden's tenure to assume duties and responsibilities unique to Weld County and unique to his skills and abilities. Due to the combination of job functions, and growth of workload, the duties of the position of Director of Finance and Administration will be split into two positions: Financial Services and Administrative Services. The Treasurer's functions will be done by an appointed Treasurer. The three positions will report directly to the Board of County Commissioners with the Chair being their Commissioner Coordinator. The budget and the year-long budget negotiations are the most challenging pieces in the succession plan, and the county will hire a Budget Manager to actually put the budget together annually once Mr. Warden is gone. The Commissioners' succession plan includes Monica Mika, current Planning Department Head, becoming the head of Administrative Services, and the Financial Services falling to current Accounting Department Head, Barb Connolly. This transition plan will evolve over the next three year period and includes some shifting of responsibilities in other county department responsibilities. Other topics council members discussed with Commissioner Long included: Regional Transportation Authorities for the purpose of taxing for roads and transportation, and a possible special district in southwest Weld that would allow a property tax to purchase conservation easements for open space from farmers. Commissioner Long also 2007-0890 Weld County Council Minutes February 12,2007 Page 2 of 2 up dated the council regarding the healthy marriage classes taught by faith-based organizations in Weld County. This program has been made possible by Colorado House Bill 1451 which provides for collaboration of services to families and children who benefit from integrated multi-agency social services. History & Future of Elected Officials' Meetings President Pettit asked Commissioner Long regarding the scheduling of Weld's Elected Officials' Meetings. Commissioner Long said he would work with the Commissioner's secretary to attempt to set the Elected Officials' Meetings at times allowing for the greatest participation of all officials. APPROVAL OF AGENDA: The agenda was approved by acclamation. APPROVAL OF MINUTES: Councilwoman Ginny Buczek made a motion to approve the January 15, 2007 council minutes. The motion was seconded and carried. NEW BUSINESS: Appointments and Announcements Councilmen Buczek, Kivimaki, Pettit, and Teksten said they would attend the March 1, 2007 Strategic Planning Meeting at Weld County's Training Center. Payment of the Bills Councilman John Kivimaki made a motion to pay the bills as listed: Mileage for Councilwoman Ginny Buzcek $29.76 Mileage for Councilman Tom Pettit $ 9.30 Mileage for Councilman John Kivimaki $41.85 Mileage for Councilwoman Nancy Teksten $ 2.79 Subscription to North Weld Herald $30.00 The motion was seconded and carried.
