HomeMy WebLinkAbout20071700.tiff RESOLUTION RE: APPROVE APPLICATION FOR COLORADO WASTE TIRE GRANT PROGRAM AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with a Application for the Colorado Waste Tire Grant Program from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Department of Public Health and Environment, to the Colorado Department of Local Affairs, commencing July 1, 2007, and ending June 30, 2008, with further terms and conditions being as stated in said grant application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado,that the Application forthe Colorado Waste Tire Grant Program from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Department of Public Health and Environment to the Colorado Department of Local Affairs, be, and hereby is, approved. We are requesting $50,000 to cover the cost of recycling of the tires. Outreach will be done through public service announcements, flyers, posters, and word- of-mouth. Our cost estimates were derived from verbal communication with the licensed tire recycler (Snowy River Enterprises)that was used during our last two tire recycling projects (in 2005 and 2006). Snowy River Enterprises was selected through a competitive bidding process prior to those projects. If Weld County is awarded funding, Snowy River Tire has agreed to honor last year's pricing. 8. As a common goal, the Environmental Health Services Division serves this mission by working to minimize negative environmental impacts such as the illegal storage of waste tires. Piles of illegally stored waste tires provide a receptacle for standing water, where mosquitoes may lay eggs, increasing their population. Mosquitoes are a known vector for transmitting the West Nile Virus and other diseases. The County has documented numerous cases of both human and animal infections. In 2005 and, again, in 2006, the WCDPHE obtained funding from the Department of Local Affairs' (DOLA) Waste Tire Cleanup and Processing Grant Program. Weld County residents' response has been tremendous, far exceeding expectations. During the last two years, 64,674 tires (24,608 tires in 2005 and 40,066 tires in 2006) were collected. This is approximately 23,139 more tires than the originally estimated 41,535 tires we anticipated (again combining both 2005 and 2006). Even though the last two years have seen a large number of tires collected and recycled, there continue to be a number of illegally stored waste tires in Weld County. Therefore, the WCDPHE is again requesting funding from the Waste Tire Cleanup and Processing Grant Program to cleanup these additional sites. Purpose of the Grant The purpose of this grant is to aid Weld County residents in the cleanup of illegally stored waste tires at private sites. Description of the Project If funded, this project would target those property owners who continue to store waste tires because they have not been informed of the changing regulation regarding waste tires. The majority of these residents continue to store tires predominantly because proper disposal constitutes an immense expense for agricultural workers. As evidenced by the overwhelming success of the previous collection programs, Weld County residents are ready and willing to eliminate their waste tires given the proper encouragement and help. Therefore, we propose running an informational outreach campaign designed to inform all Weld County residents of the possibility of help with their cleanup through the proposed grant. As a result of this outreach, we anticipate the identification and need for collection of an additional 35,000 waste tires. Total Tire Estimates Applying the previous known ratio of car to truck/tractor tires from last year's (2006) collection, we anticipate the breakdown of the proposed 35,000 tires will occur as 90%, or 31,429 tires, will be passenger vehicle tires, 8%, or 2,857 tires, will be truck/tractor tires, 2%, or 714 tires, will be passenger vehicle tires with rims. Truck/tractor tires greater than 28" or truck/tractor tires with rims will not be accepted for the proposed grant. 2 Contingent upon the approval of the proposed grant, an assessment of each site will be made by WCDPHE personnel. Participants will be responsible for the accurate counting of waste tires on their property. WCDPHE personnel will issue Weld County residents a site specific voucher (Collection Ticket) each made-out for the explicit number of tires per property to be collected, during a given specific period of time. Tracking of collected waste tires will be simplified and easier to control since residents will be allowed to recycle only as many tires as is listed on their site-specific voucher. Budget The Weld County Department of Public Health & Environment would use the requested funds for the recycling of tires from private residences located in Weld County. If awarded funding, we would continue to use Snowy River Enterprises, the same tire recycling facility that has been used during our past two tire recycling projects. Snowy River Enterprises was selected, in 2005 and 2006, after a competitive bidding process, and we are assured that they will continue to implement only approved methods for the re-use and recycling of the waste tires. As well, Snowy River Enterprises has agreed to honor last year's pricing. Total recycling costs were arrived at by applying last year's actual cost/unit (see table below). Requested funds for waste tire recycling are expected to be no less than the amount listed below. Salary for WCDPHE Environmental Health Service employees and costs for land owner participation, as well as printing costs for outreach efforts, are included as in-kind match.
