Dear Commissioners:
May I suggest that you inspect the agendas on the website of the Town of Frederick
[www.frederickco.gov]. They include the ability to access the text of documents that are pertinent to
items listed on the agenda, which is a commendable service in keeping the public informed before
meetings are held.
By contrast the Weld County Board's agenda just lists some general information relating to items on its
agendas [only the topic along with a numerical reference in the case of resolutions]. The notices required
by statute are not more informative. In my experience, to get further information, one has to visit the
board office to get specifics related to the items,possibly having a fee imposed for printed copies, as the
items will not be emailed on request [ie: 2007-0425].
This might give the impression of less than openness by the Board in making public information
accessible.
It would seem that if small municipality such as Frederick can provide this service with apparently little
effort or expense by transfering documents from their computer files to their website agendas, that Weld
County would be able to do so also if it had such an inclination.

John,
I apologize for missing your second (2/20)e-mail request, I cannot find any record of it. I assure you your
requests are not burdensome or problematic. The purpose of the Office of the Clerk to the Board is to maintain
and provide access to public records. Please do not hesitate to ask. I will note that it is difficult to keep track of
the various items related to any particular subject (i.e. items that come before the Board that effect the residents
of the southwest Weld and its municpalities), so I would request that you ask for the items that you are interested
in seeing, rather than us tracking them for you. Additionally, I am only in the office Wednesday through Friday, so
there may be a slight delay if your request comes on Monday or Tuesday. If you need immediate access, you
may also contact Donna Bechler at dbechler(aco.weld.co.us.
Document#2007-0425, which appeared on the 2/26/07 Agenda [IGA with Mead re: CR9.5], is attached for your
review.

Esther: The reason I was pursuing alternatives to having agenda items emailed to me from your office
[links to full texts on the website agendas, having the texts available at the Del Camino Service Center
and querying Kim as to possible ways] was that I didn't receive a response to an emailed request. I
assumed your response to another resolution request was an exception to standard procedure and would
not be repeated for other requests.
I will try not to burden you with many requests. I am bascially only interested in those items that come
before the Board that effect the residents of the southwest Weld and its municpalities. I hope all of this
has not caused you and will not cause you any problems.
I do request to have emailed to me the text of documents relating to 2007-0425 which appeared on the
2/26/07 agenda [IGA with Mead re: CR9.5].

twice a week, unlike the Town of Frederick which only meets twice a month. Due to the high volume of
business items, and less than eight business hours to get the paperwork completed and scanned, there
simply is not enough time to link everything to the website.
Following discussion with Don Warden and Commissioner Bill Jerke, the following change has been
made to address your comments. Additional language has been added to the Weld County Meetings
and Minutes webpage as follows:
Agenda items of business may be examined in the office of the Clerk to the Board of County
Commissioners, Weld County Centennial Center, 915 10th Street, Third Floor, Greeley, Colorado
80631. Digital copies of any item of business may be obtained by sending an E-mail request to
e si k co.weld.cojjs, or by calling (970)356-4000 X4226.
This has always been the practice of the Clerk to the Board's Office, and any future requests will be
treated similar to your request for document#2007-0361 [relocation of water lines] listed on the Board's
2/12/07 agenda. Kim Ogle also forwarded a copy of your request for document#2007-0561, which is
attached for your review.
Thank you for your interest in this matter. Please let me know if I or any staff member in the Clerk to the
Board's Office can be of any further assistance in providing copies of specific items considered by the
Board.
