RESOLUTION RE: APPROVE APPLICATION FOR VICTIM ASSISTANCE AND LAW ENFORCEMENT GRANT FOR DISTRICT ATTORNEY VICTIM WITNESS UNIT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with an Application for a Victim Assistance and Law Enforcement Grant from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the 19th Judicial District Attorney's Office, Victim Witness Unit,to the Colorado Division of Criminal Justice, commencing upon full execution, with terms and conditions being as stated in said application, and WHEREAS,after review,the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. JUSTIFICATION 1 . Briefly state the purpose of this VALE grant application. Weld County has courtrooms in three buildings. In each of these buildings, the District Attorney's Victim Assistance Unit occupies and operates a Victim Witness Waiting Room. These waiting rooms provide crime victims and witnesses a quiet, safe place to wait during long court proceedings including critical events such as preliminary hearings and trials. These rooms also provide a meeting place for Deputy District Attorneys to meet with crime victims and witnesses before and after a hearing. Although the County provides funding for the essential supplies for these rooms, the purpose of this grant request would be to purchase more expensive items to enhance the comfort of these rooms and therefore the overall experience for the crime victims and witnesses. Additionally, we have numerous resources available for crime victims from different agencies and organizations. These organizations provide us with pamphlets and pages of useful information for crime victims. Currently, we don't have a place to display or share this information with the crime victims. We would like to purchase two brochure display racks for the two waiting rooms. Examples of the information from local agencies are attached to this application. 2. What are your goals and objectives for this grant application? Please be specific. Our goal for this grant funding would be to improve the overall experience for a crime victim or witness during the court process. Many victims spend several hours and up to several weeks waiting in these rooms. We would like to provide a Television/DVD in each of the rooms to break up the monotony of waiting and to help keep children entertained. In the older of the two buildings, the couch is very old, uncomfortable and unsightly. We would like to purchase a new sofa for this waiting room. Also, to maximize comfort in both rooms, we would like to supply the rooms with blankets and pillows. During the long wait, it would be nice for victims, especially child victims, to take naps. It is sometimes more comfortable for people to look through resources independently. With the display racks in the rooms, they will have access to information while waiting through the court proceedings. 3. What is your time frame for implementing your goals and objectives? We would purchase the television/DVD players no later than April 15, 2007. These will be put in the Victim Witness waiting rooms by April 30, 2007. We plan to purchase the sofa no later than April 15, 2007. The sofa will be put in the old Courthouse Victim Witness waiting room by April 30, 2007. Blankets, pillows and brochure holders will be purchased no later than Apri115, 2007. These items will be in the Victim Witness waiting rooms by April 30, 2007. The revised Victim Services survey will be in the rooms no later than April 15, 2007. 2 4. Who will benefit from this grant application and how will it affect your services to victims of crimes? Crime victims and witnesses will greatly benefit from the installation of these items. The court process is a trying and exhausting experience. To provide a safe,comfortable room in which they can wait is an essential piece in treating crime victims with respect. 5. How will you measure the success of this grant? We currently mail a Victim Witness feedback survey to crime victims at the close of their case. To provide feedback for the new equipment,we will add a question to the survey and keep the surveys in the waiting rooms to be completed anonymously. 6. How does this grant request relate to victim services and/or law enforcement needs outlined in the VALE statute? This grant request relates to victims services, as outlined by the VALE statute, in several ways. The purchase of equipment to make the Victim Witness waiting rooms more comfortable is justified by the following three subsections of the VALE statute. Section 24-4.2-105 j) coordination of efforts to assure that victims have a secure place to wait before testifying. Our waiting rooms provide crime victims a place to be safe and comfortable before they are called to testify. There are resources available in the rooms including information about the Victims Rights Amendment. Section 24-4.2-105 I) protection from threats of harm or other forms of intimidation. The waiting rooms provide a secluded, safe area for witnesses. Section 24-4.3-105 b) Equipment that may be purchased with such moneys includes technical equipment directly related to the immediate individual physical safety of crime victims. To make the waiting rooms more user friendly and comfortable may encourage victims and witnesses to utilize it while waiting through court proceedings. II. BUDGET SUMMARY 1 .
