ouncil met in regular session in full conformity with the Weld County
Home Rule Charter, Tuesday, June 18, 2007, 6:30 p.m., at the Weld County Centennial
Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Tom Pettit. Vice President
Ginny Buczek was excused. Councilman John Kivimaki, Councilman Gene Stille, and
Councilwoman Nancy Teksten were present, constituting a quorum of the members. Also
present: Weld County Attorney Bruce Barker, Weld County Planning Director Tom Honn,
Long Range Planner Brad Mueller, and Bev Thomas, council secretary.
AGENDA APPROVAL: Councilman John Kivimaki made a motion the agenda be
approved as printed. The motion was seconded and carried.
REVIEW PROGRAM: Weld County Planning Director Tom Honn explained the
functions of the Planning Department and stated that generally every five years the
county updates the Planning Comprehensive Plan (Comp Plan also known as Chapter
22 of the Weld County Code.) The update starts with a broad base representation of
county employees, county residents, and information collected by the Technical
Advisory Committee. This committee ultimately makes Comp Plan recommendations to
the Planning Commissioners, then the Board of County Commissioners. This year the
process began in March 2007 and will continue until approximately June 2008.
Long Range Planner Brad Mueller presented a shortened version of a slide show used
to recruit county residents to participate in making recommendations for the Comp Plan.
The slide show covered: ways and reasons for changing the Comp Plan; the update
process including the role of the Technical Advisory Committee; proposed public
meetings and ways of encouraging and facilitating county residents' involvement.
Mr. Mueller emphasized the Commissioners support the idea of entering the Comp Plan
update with no preconceptions. They want government resources to be used wisely,
and county residents can make a difference in an open update process. Councilman
Stille pointed out many interest groups that have already researched Comp Plan-related
topics such as minerals (uranium), and transportation issues (Super Slab) and
recommended to staff that they use as many of these standing organizations for
noticing as possible. Staff agreed that this could assist with what is generally a difficult
task of enlisting citizen comments. The goal of the Comp Plan Update is to develop a
vision which will be a roadmap for the Board of County Commissioners.
Mr. Mueller guided the council through the Comp Plan's website. In response to
questions about transportation, Mr. Honn said independent groups are working on
various transportation plans, and whatever plan/plans are established will dovetail into
the Comp Plan along with WC Public Works' plans for transportation.

APPROVAL OF MINUTES: Councilman Gene Stille made a motion to approve the
May 21, 2007 council minutes. The motion was seconded and carried.
UNFINISHED BUSINESS:
Possible Home Rule Charter Changes on 2007 Ballot
County Attorney Bruce Barker presented a proposed resolution the council could adopt to
request the Commissioners put Home Rule Charter changes on the 2007 ballot. The
council decided not to adopt the resolution. Since Mr. Barker had been asked to prepare
the resolution, the council had learned the Commissioners were forming a Charter
Review Committee and wanted the council to choose a County Council member to serve
on the committee.
Councilman John Kivimaki made a motion to send a thank you letter to the
Commissioners thanking the board for forming a Charter Review Committee.
Furthermore, Councilman Gene Stille will be the County Council's representative to the
Charter Review Committee. The motion was seconded and carried.
NEW BUSINESS:
Weld County Council's 2008 Budget Request .
Councilman John Kivimaki made a motion to approve the council's 2008 budget request
totaling $28,746.00. The motion was seconded and carried.
Policy to Clarify Accuracy of Weld County Council's Positions/Public Statements
Councilwoman Nancy Teksten will draft a proposed resolution stating a policy to clarify
accuracy of the County Council's positions/public statements. Councilwoman Teksten's
draft will be considered at the July council meeting.
Payment of the Bills
Councilwoman Nancy Teksten made a motion the bills be paid as listed:
Mileage for Council President Tom Pettit $17.67
Mileage for Councilman John Kivimaki $41.85
Mileage for Councilman Gene Stifle $24.28
Mileage for Councilwoman Nancy Teksten $ 5.58
The motion was seconded and carried.
ADJOURNMENT: By acclamation the meeting was adjourned at 8:30 p.m.
