INTRODUCTION
Duke Energy Field Service ("DEFS") is submitting its application for an amended USR
Permit to operate facilities that straddle County Road 19 at the intersection of County Road 14. The
sites currently operate under a number of land use permits including AM USR-707 (west of County
Road 19), SUP-360, SUP-314, and SUP-317. For purposes of the questionnaire,we have broken the
facilities into three groups and answered a questionnaire for each group. DEFS does not plan to
change the nature of the use of any of the sites, however, various aspects of each site will be
modernized over time. In addition, since the sites were first permitted, the equipment and
technology has been significantly and substantially upgraded. It is DEFS intent to update all of these
sites for land use permitting purposes, and DEFS looks forward to working with the County on this
project.
RESPONSES TO USE BY SPECIAL REVIEW QUESTIONNAIRE
A. The Spindle Gas Processine Plant
(The facilities east of WCR 19 (currently SUP-360, SUP-314 (CUP-15), and SUP-317)
1. Explain, in detail, the proposed use of the property:
The Spindle Gas Processing Plant (Spindle Plant) consists of two operations: a gas
processing skid and a fractionation assembly. The gas processing skid utilizes straight refrigeration
coupled with cryogenic expander processes to recover natural gas liquid (NGL) mixtures from the
inlet gas stream. The NGL stream is sent to the fractionation assembly to make various fuel
products. The fractionation assembly separates the NGL product from the gas plant into pure
streams consisting ethane,propane,and butane/gasoline mix. The ethane is recompressed and routed
to the pipeline. The propane and BG mix are each stored in pressurized bullet tanks for transport off-
site by truck.
There are twelve (12) engines powering natural gas compressors operating in inlet,residue,
refrigeration or air compressor service. One TEG dehydration unit operates with a 15 million Btu
per hour hot oil heater,one condensate loadout rack,one propane and GB mix loadout rack,four(4)
300 barrel condensate storage tanks,six (6) small natural gas fired heaters for various purposes,and
one emergency flare stack.
2. Explain how this proposal is Consistent with the intent of the Weld County Code
Comprehensive Plan:
The proposed use is consistent with the Comprehensive Plan because it seeks to use the land
to foster the development of the vast natural resources in Weld County. Moreover, given the
property's size together with the absence of any water rights attached to the property, it is impractical
to use this property for farming.
3. Explain how this proposal is consistent with the intent of the Weld County Code and
the zone district in which it is located:
The proposed use is consistent with the intent of the Agricultural Zone District, as it will
foster the development of oil and natural gas resources. The Weld County Code provides that Oil
and Gas Production Facilities are allowed as a matter of right in the Agricultural Zone District.
Further, it will not interfere with any agricultural operations.
4. What type of uses surround the site? Explain how the proposed use is consistent and
compatible with surrounding land uses:
The site is surrounded by agriculture uses.
5. Describe, in detail, the following:
a. How many people will use the site? 5 per day, consisting of a facility
supervisor, and administrative assistant, and operator (who runs the plant), a
mechanic and measurement technician.
b. How many employees will be on site? Only employees of DEFS or its
contractors.
c. What are the hours of operation? The facility is manned 24 hours per day.
d. What type and how many structures will be erected (built) on this site?
Please see the plot plan and equipment list.
e. What type and how many animals, if any, will be on this site?No animals.
f. What kind(type,size, weight) of vehicles will access this site and how often?
Pick up trucks/passenger vehicles (4 per day), semi-trucks (1 per day).
g. Who will provide fire protection to this site? Ft. Lupton Fire Department
h. What is the water source on the property? (Both domestic and irrigation).
Central Weld County Water District
i. What is the sewage disposal system on the property? (Existing and
proposed). There are two permitted systems, however, only one system is
operational.
j. If storage or warehousing is proposed, what type of items will be stored?
There is a parts warehouse for storage for mechanical items. It is shown on
the attached plot plan and equipment list.
6. Explain the Proposed Landscaping for the site. The landscaping shall be separately
submitted as a landscape plan map as part of the application submittal: There is no proposed
landscaping.
7. Explain any proposed reclamation procedures when termination of the Use by
Special Review activity occurs:
No reclamation procedures will be necessary.
8. Explain how the storm water drainage will be handled on the site.
s The current natural drainage will be retained. In general, the equipment is located on
concrete pads.
9. Explain how long it will take to construct this site and when construction and
landscaping is scheduled to begin:
There is no large scale construction proposed.
10. Explain where storage and/or stockpile of wastes will occur on this site:
All wastes (aside from septic) will be removed by truck or other appropriate method.
B. The Spindle Loading Facility
(The operations located on the southern half of the facilities on the west side of WCR 19,
currently USR-707Am)
1. Explain, in detail, the proposed use of the property:
This facility is sometimes referred to as the Spindle Loading Rack. This is the location of the
loading rack used in conjunction with the Spindle Plant. DEFS intends to modernize the loading
rack.
2. Explain how this proposal is Consistent with the intent of the Weld County Code
Comprehensive Plan:
The proposed use is consistent with the Comprehensive Plan because it seeks to use the land
to foster the development of the vast natural resources in Weld County. Moreover, given the

contractor.
c. What are the hours of operation? Normally during daytime hours although
the facility will be accessible 24-hours per day.
d. What type and how many structures will be erected(built)on this site? This
facility will be modernized, please see the plot plan.
e. What type and how many animals, if any, will be on this site?No animals.
f. What kind(type, size, weight) of vehicles will access this site and how often?
Generally only semi-trucks, approximately 10 per day.
g. Who will provide fire protection to this site? Ft. Lupton Fire Department
h. What is the water source on the property? (Both domestic and irrigation).
Commercial brought on site/see deep rock invoice attached with application
materials.
i. What is the sewage disposal system on the property? (Existing and
proposed). Septic, the permit is with the application materials.
j. If storage or warehousing is proposed, what type of items will be stored?
There is a parts warehouse for storage for mechanical items.

submitted as a landscape plan map as pan of the application submittal: There is no proposed
landscaping.

C. The Spindle Gas Processine Plant
(The operations located on the southern half of the facilities on the west side of WCR 19,
currently USR-707Am)
1. Explain, in detail, the proposed use of the property:
This facility is leased by DEFS to a third party and is sometimes referred to as the Spindle
Terminal. This facility supports trucking operations and up to 15 trucks come in and park overnight.
Trucks are dispatched from this location to pick up and deliver loads of natural gas liquid products.
Transport trucks also serviced at this site; tire changes, lube oil changes; this has a shop; at this
facility

Comprehensive Plan:
The proposed use is consistent with the Comprehensive Plan because it seeks to use the land
to foster the development of the vast natural resources in Weld County. Moreover, given the

however, from time to time there are evening operations.
d. What type and how many structures will be erected (built) on this site?
Nothing currently proposed.
e. What type and how many animals, if any, will be on this site?No animals.
f. What kind(type,size, weight) of vehicles will access this site and how often?
Two pick up trucks and passenger vehicles per day, up to 10 pickups, and
approximately 15 semi-trucks per day.
g. Who will provide fire protection to this site? Ft. Lupton Fire Department
h. What is the water source on the property? (Both domestic and irrigation).
