SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL
REVIEW (USR) QUESTIONNAIRE
The following questions are to be answered and submitted as part of the USR application. If a question does
not pertain to your use, please respond with"not applicable",with an explanation as to why the question is
not applicable.
1. Explain, in detail,the proposed use of the property.
The proposed use of the property is for an upscale RV and boat storage facility. While most sites only offer
outdoor storage, this site will offer covered parking(essentially large carports), individual large garage units,
and outdoor storage. We will also be providing customers with a dump station, wash-bay, air, water, and
vacuum on site. The site will have an office staffed with a daytime manager,pilot lounge, 24-hour rental kiosk,
public restroom, and a small retail area. The customer lounge will contain a computer for clients to do some
last minute trip planning, check weather, or send off one more email. The 24-hour rental kiosk is similar to an
ATM machine and will be able to rent/assign parking spaces, assign gate codes, and accept payments 24/7.
The retail area will be a small section of wall containing camping and storage essentials, such as toilet paper,
sunscreen, bug spray, tire covers, winterization kits, etc. The site will be secured with an 6 foot fence, code
access gate, 24 hour recorded security system, and lighting at night. Solar panels may be added to the canopy
roofs to provide the electrical needs of the site.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22
(Comprehensive Plan).
Section 22-2-170.8 C.Goal.2 —Encourage the expansion and diversification of the commercial economic base.
Section 22-2-170.C. C.Goal.3—Address the compatibility of commercial land uses with adjacent land uses.
Section 22-2-170.C. C.Goal.3. 2.C.Policy.3.2—New commercial development should demonstrate compatibility
with existing surrounding land use in terms of general use, building height, scale, density traffic, dust and noise.
The RV and Boat storage facility will provide expansion of the commercial economic base. The use will be
compatible with adjacent land uses as there is a turkey farm to the west, an irrigation ditch to the east, County
Road 6 to the North and agricultural land to the south. In addition, the City of Dacono has the adjacent
properties to the North identified as industrial in their Long Range Plan.
This proposal is consistent with the Comprehensive Plan as described in the goals and policies outlined above.
3. Explain how this proposal is consistent with the intent of the Weld County Code,Chapter 23(Zoning)
and the zone district in which it is located.
Section 23-3-40.R of the Weld County Code allows any use permitted as a Use by Right, an Accessory
Use, or a use by Special Review in the commercial or industrial zone districts. Section 23-3-240.C.4 allows
outdoor storage areas as a use-by-right so long as such areas are screened from adjacent properties
zoned R-1, R-2, R-3, R-4, R-5, C-1, C-2 or I-1.
The proposed use is consistent with the intent of the A (Agricultural) Zone District.

4. What types of uses surround the site? Explain how the proposed use is consistent and compatible
with surrounding land uses.
East— Irrigation ditch
West—Railroad line and then a commercial turkey farm
North— CR6, land north of CR6 is currently planned to be light industrial in the Dacono long range plan.
South— Irrigation ditch
The neighboring parcels also consist of a sand&gravel company and electrical relay station The proposed
facility is consistent and compatible with surrounding land uses, which are comprised primarily of industrial
type operations.
5. Describe, in detail, the following:
a. How many people will use this site?
10-15 people will access the site during the week and 20-30 on the weekends.
b. How many employees are proposed to be employed at this site?
One employee is proposed at this site, an office manager.
c. What are the hours of operation?
Hours of operation will be, 7 days a week, 24 hour access.
d. What type and how many structures will be erected (built)on this site?
Two primary types of structures will be built on the site, garages and canopies(canopies will be like
carports for RVs and boats). The number of garages ano'canopies will depend on customer demand,
but we will not exceed a maximum of 55 garages and 7 canopies. Garages will range in size from
12'x30'to 16'x40'and canopies will vary in length from 450'to 600'and widths of 25'to 75'. There will
also be small storage lockers for RV and Boat customers to store equipment. Equipment lockers will
range in size from 5'x5'to 10'x15'and will be built on demand. The final structures on the site will be
the office and two wash bays.
e. What type and how many animals, if any, will be on this site?
There will be no animals on this site.
f. What kind (type, size, weight) of vehicles will access this site and how often?
Pick-up trucks pulling boats,pick-up trucks pulling campers, and RVs. Boat sizes(trailer length) will
likely be between 25' and 35' and weigh between 2,500 lbs and 4,500 lbs. Pulled campers (5`h
Wheels and trailers) can range in size from 20'to 40'and weigh between 3,500 lbs and 12,000 lbs.
RVs range in size from 25'to 40'and weigh between 10,000 lbs and 24,000 lbs. The site will be
accessed by 10-15 vehicles per day during the week and 20-30 vehicles per day on the weekends.
g. Who will provide fire protection to the site?
The subject property is under the Brighton Fire district boundary.

h. What is the water source on the property? (Both domestic and irrigation).
Central Weld County water will be providing water to the site for all uses.
I. What is the sewage disposal system on the property? (Existing and proposed).
"Existing", No sewage disposal system is located on the property.
"Proposed; an engineered Individual Sewer Disposal System will be designed per Weld County
Codes.
j. If storage or warehousing is proposed, what type of items will be stored?
RVs, camping trailers, boats and small personal storage for customers camping and boating
equipment.
6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a
landscape plan map as part of the application submittal.
Landscaping along the front(north side)of the property will consist primarily of Colorado native grasses with
groupings of Austrian Pines and Russian Sage. Five Austrian Pines 3'-4'# 15 containers and Nine Russian
Sage#5 containers will be spaced along the front property line(See drawing for groupings). There will be an
area between CR 6 and the front landscape of approximately 15 feet, and will be groomed and maintained as
native grass areas. The sides and back of the property will also be groomed and maintained as native grass
areas.
7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity
occurs.
Should the facility be permanently discontinued it would be marketed under applicable county planning
and zoning regulations to its greatest and best use.
8. Explain how the storm water drainage will be handled on the site.
See attached drainage information.
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
Construction will take 4-6 months and will begin within 1 year of USR permit approval. Landscaping will begin
4-5 months after the start of construction.
10. Explain where storage and/or stockpile of wastes will occur on this site.
Wastes will be collected in a trash dumpster located near the office and front gate. Trash dumpster will be
screened from exterior view.

RE: RV and Boat Storage
Dear Drew:
This letter is provided to describe the drainage at the proposed RV and Boat storage
facility. The site is located in the NE 'A of the NW'IA of Section 25,Township 1 North,
Range 68 West of the 6"'Principal Meridian. It is bound on the North by Weld County
Road 6, on the East and South by the Talbot property,and on the West by the Union
Pacific Railroad. The site is 13.6 Acres in size more or less.
The existing site consists of mainly prairie land and some weeds. The site generally
drains from southeast to northwest. On site soil is designated as Ulm Clay Loam soil,
hydrologic soil group C. Historic runoff coefficients of the site are C2=0.056, and Cioo=
0.508. Historic site runoff was calculated to be Q2= 12.49cfs,Qioo=39.13cfs.
The proposed site contains some covered parking, graveled area, and landscaped area.
New site imperviousness was calculated to be 51%. Proposed runoff coefficients of the
site are C2=0.404,and C100=0.602. Historic site runoff was calculated to be Qioo=
43.54cfs. Our calculations are attached.
Based on Weld County Drainage criteria,we recommend 1.25 Acre feet storage volume
be included for storm water quality and detention.
