RE: WCR 13, WCR 8 to 5th St. in Frederick Change Order No. 3 —FHU

Brief description of the problem/issue:
Weld County entered into a Professional Engineering Services Agreement with Felsburg Holt&Ullevig(FHU)in 2004 for the WCR
13 Road Improvements Project. The contract only included design services but allowed an option to include construction services if
requested by the department. The project originally included the work from WCR 8 to 5t"St. in Frederick. Upon receiving an
$800,000 Congestion Relief Grant,the project was split into to projects to avoid Federalizing the entire 3.25 miles. The federal share
project includes the intersection of SH 52 and WCR 13 and that section of WCR 13 north of the intersection. The non-federal project
includes WCR 13 south of 511 52 to WCR 8. Only the federal portion from S11 52 north requires CDOT oversight.
As PW prepares for construction of both projects,we are developing the construction inspection requirements. In order to minimize
inspection costs,PW is proposing that FHU furnish 1 full time, CDOT certified inspector for the federal share project only and PW
will also perform inspection duties to supplement the work. For the non-federal project,PW personnel will inspect 100%of the
project. This will save approximately$65,000 by using PW staff vs consulting staff. All project management will be 100%PW staff.
The cost for 1 full time inspector by FHU is$60,152.00. (See supporting details)
Additional Contract Time—Existing FHU agreement will expire on July 31, 2007 and needs to be extended 365 days to cover
the construction contract time plus finalizing CDOT paperwork time all estimated to be completed by July 2008.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
The Board can either accept or not accept Change Order No.3 for the additional construction management services.
Recommendation to the Board:
I recommend approval of Change Order No. 3 as these services will assure adequate construction management and inspection in
compliance with CDOT procedures..

Date: August 13, 2007
Project: Weld County Road 13, 8 to 5h St. The project is located between WCR 8 and 5th Street in Frederick and
is funded with Energy Impact Funds, Congestion Relief, and Strategic Road Funds. The engineering consulting firm
Felsburg Holt and Ullevig(FHU)was selected as the consultant for the project to provide engineering design services.
The original contract includes a paragraph authorizing the addition of Construction Management Services at a later
date.This Change Order is written to add this service.
