Enclosed for Board approval is a request for $25,000 in funds from the De-
partment of Health And Human Services. The Weld County Division of Human
Resources' Head Start Program will utilize the funds to increase the number
of enrollments from 210 to 250 children.
The monies will assist in paying for all costs associated with the two (2)
Star steel buildings. In addition, the new buildings will assist in
eliminating all costs associated with the Evans Center (children will be
enrolled at the Greeley Center) .

Regular Head Start Expansion Application
STATEMENT OF NEED:
Weld County covers an area of 4,004 square miles in north central
Colorado. The County Seat and principal city, Greeley, is located in
the west central part of the County and contains almost half of the
county's population of approximately 123,439. The population is up 38%
from the 1970 census.
The 1980 census data identified 1,913 children four (4) years of age and
2,028 three (3) years age. The Weld County Commodity Supplemental Foods
Program for low-income families served an average of 1,046 children in
the time period of January-June, 1984, that were between the ages of
three (3;1 and five (5).
The Weld County Head Start Program is presently funded to provide
services for 210 children. The current program has the Main Center in
Greeley conducting four (4) double session classes. The Greeley Center
also prepares the food for both the Greeley and Evans centers. The
enrollment of children is at its maximum and there is always a waiting
list for the Greeley area. There are four (4) rural centers in Weld
County: Evans, Pierce, Johnstown, and Frederick. The Johnstown Center
is located in an elementary school and food is purchased from the
school . The Pierce and Frederick centers are housed in churches, and
the Evans Center is located about six (6) miles from Greeley.
At the present, three (3) rural centers operate double sessions with a
team of one (1) teacher and one (1) teacher aide working morning and
afternoon sessions. One (1) rural center operates only one (1) session,
and the Greeley Center operates four (4) double sessions with a team of
two (2) teachers and one (1) teacher aide, with one (1) teacher working
one (1) session each, and the one (1) teacher aide working both
sessions.
The Head Start Program recently completed an indepth assessment which
was conducted by the Regional Office. The cost analysis section of the
evaluation showed the following:
1. The overall cost per child per hour was higher than the average
cost in the region by approximately 15%. This is directly
related to the number of children served by Head Start and the
limitation of space which currently prohibits more children
from participating in the program.
2. The amount of actual teaching hours by the Greeley staff in
comparison to the rural centers is not as efficient as it could
be, i .e. , the teaching staff in Greeley work three and one-half
(3f) hours in the classroom and utilize four (4) hours for
daily planning.
METHODOLOGY:
By utilizing Expansion Monies (one (1) time only) , the Weld County Head
Start Program is proposing to increase enrollment from 210 to 250
children.
The Weld County Hold Start Program will be receivf:^n two (2) used Star
Steel buildings e . . roximately 30' by 80' from a gL .ral contractor in
Greeley. These buildings were previously used as classrooms by Aims
Community College. The buildings will be placed at the Greeley Head
Start Center on some of the land that is currently occupied by the
playground (part of the playground will be relocated to a different
section an the Head Start land). The buildings will provide for two (2)
additional classrooms as well as use the space for Parent Involvement
activities and training.
With the addition of the two (2) classrooms at the Greeley site, the
following considerations apply:
1. With the addition of the two (2) classrooms which will operate
double session, enrollment can be increased.
2. No additional staff will be needed in order to expand the
Greeley Center. Teachers will be transitioned into having
responsibility for two (2) classes, morning and afternoon
sessions, this also has been recommended by the Regional
Office.
3. The Evans Center which had one (1) double session classroom
will be transferred into the new classroom at the Greeley
Center. After the initial set up cost for the buildings, the
Head Start Program will have lower costs due to the elimination
of rent, telephone, utilities, and transportation of food to
the Evans Center.
4. Greeley has the highest amount of low-income population in the
county; therefore, more low-income children can be enrolled.

5. Enrollment will be increased by a minimum of forty (40)
children. Quality of services will be maintained in all the
areas.
HEALTH:
During the past year, the Head Start Program has worked with the private
health providers in the community in order to secure physicals for the
children. At the present, the program pays a minimum of $30.00 per
physical per child. An agreement with the Sunrise Community Health
Center in Greeley is being written at this time. The Sunrise Community
Health Center will provide physical examinations for the children
(including hematocrit and urine analysis) at $15.00 per child. This is
half the price the program has been paying until now.
DENTAL:
After the on-site review performed by Regional Office, it was recom-
mended to the program to have the children examined while sitting in a
completely equipped dental office.
In the past, a local dentist would come to the center and screen the
children with a flashlight and make referrals at no cost to the Head
Start Program. All the services provided after the referral were
covered with a standard payment of $75.00 per child. Starting in
September, 1984, all the dental examinations will be conducted at the
Sunrise Community Health Center at a cost of $5.00 per child. All
follow-up treatmr `s for children who require add'" tonal dental ser-
vices, will be pa .0 at the rate of $2.00 per visit, regardless of the
amount of work performed on the children's teeth.
EDUCATION:
A full-time CDA Training position is being created. This position will
work closely with the Educational Coordinator and will also provide
support to Family Services/Parent Involvement Component in planning
training for parents.
SPECIAL NEEDS:
The position of Special Needs Coordinator is being restructured in order
to become an integral part of the Health Component. This is being done
because many of the two (2) areas' functions are closely related.
BUDGET DESCRIPTION:
The cost of installing and setting up the two (2) buildings has been set
at $55,000. Attachment I is the bid submitted to Aims Community
College, and Attachment II is a Pre Contract Letter of Intent for the
moving and set up of the buildings at the Head Start site.
The $25,000 requested from Head Start Expansion Monies will help offset
the costs associated with the buildings. The remaining $30,000 will be
obtained from the county and other Human Resources funding sources.

Dear Mr. Burns:
Macrum Quality Buildings, Inc. is submitting-the following bid for the _
.-:used-building located:on the Aims. Communit Cali.ege..-Campus.
I. Financial Explanation
Flacrum Quality Buildings, Inc. will remove from the Aims Community
College Campus, three Star used steel buildings - sized approxi-
mately 30' by 80' and one wooden doublewide mobile home building
28' by 60' :
It is felt that it is in the best-interest of the community to
utilize two of the buildings for the Head Start Program. It is
the intent of Macrum Quality Building, Inc. to give to the
Division of Human Resources two of the three Star used steel
buildings. They will be used for the Head Start Program and the
two buildings will be relocated on the Head Start School land.
Macrum Quality Buildings, Inc. bid on the buildings is the
demolition and removal of buildings from the site, general site
rehabilitation, utility disconnections, restoration of a wall on
the remaining building, other incidentals, and the transfer of two
of the buildings for use in the Head Start program.
II. Removal of Buildings From Site •
The buildings shall be removed from the site as a whole. There will
be no demolition of the buildings. In this manner, the least amount
of damage will be done to the grounds and property of Aims Community
College and two of the buildings will be placed on the Head Start
site per agreement with the Division of Human Resources.
III. General Site Rehabilitation
•
Mac:rum Quality Buildings, Inc. will complete the necessary site
rehabilitation for the removal or relocation of trees under the
supervision and direction of Aims Community College.
The removal of all footings or pylons, backfilling of vacated
ground space (with adequate compaction to avoid sinking) and rough
grading will be completed.
IV. Utilities
-
Utilities will be disconnected under the supervision of Aims
fours; sity College personnel. ._ •.
Electrical power will be extended to the remaining existing
building area through the installation of an underground junction
box complete with lid, the extension of power through conduit to
the remaining existing building, and the connection of said power
to provided disconnect.
Sewer lines will be disconnected and reconnected at proper ground
depth for freeze protection.
Water.ljpes wilT_ be:_discannectedr-insulated, and reconnected at
proper ground depth for freeze protection.
Arrangements will be made with the telephone company for re-
connection to existing remaining facility.
Any gas lines running through buildings to be removed will be re-
•
routed or capped off to the approval of Aims Community College.
All materials and workmanship necessary to provide for the above
construction will meet the approval of Aims Community College and
adhere to appropriate codes.
V. Restoration of East Wall on Remaining Building
After separation of removed buildings from the existing .facilities,
a new foundation wall will be constructed of either poured concrete
or block and a new metal wall surface will be added above ground.
The new metal wall surface will be flashed and trimmed to existing
buildings in a way which will meet the approval of Aims Community
College. The metal will only be primed metal .
VI. Other Incidentals
The following conditions will apply to this bid:
a. Any damange caused by construction crews of removal of materials
from the site will be repaired.
b. The procurement of any pertinent permits will be completed.
c. All .stai.e, local and federal codes will be adhered to during
the project.

d. This bid is contingent on the buildings meeting the 30 pound
per square foot snow weight/roof loads and floor loads required
under city and county codes.

Attachment II
Pre Contract Letter of Intent
This Pre Contract Letter of Intent is between the Weld County Division of
Human Resources;, Macrum Quality Buildings, Inc. , and DeJohn Corporation
for the removal and set up of two Star used steel buildings from Aims
Community College Campus. This agreement is contingent upon Macrum
Quality Buildings, Inc. receiving the bid from Aims Community College.
The Weld County Divison of Human Resources agrees to reimburse Macrum
Quality Buildings, Inc. a maximum of $55,000 for the following:
1 . Aims bid requirements (Attachment I) are met by Macrum Quality
Buildings, Inc.
2. The Macrum Quality Buildings, Inc. bid is awarded by Aims Community
College (Attachment II).
3. The following additional inclusions:
a. An engineered design of parimeter footings/foundations plan.
b. A plot plan meeting city standards is completed.
c Installation of 2 handicap accessible bathrooms, 2 sinks, and 1 drinking
fountain, and footing and foundations meeting city standards.
d. Buildings will be set up end to end with at least two side doors
to classrooms (see diagram) all with panic hardware.
e. External walls 3 open 80' sides.
f. Switch of a good air conditioner from the remaining steel building
to replace the bad air conditioner on one of the Human Resources
buildings.
g. Turn key delivery to the Weld County Division of Human Resources
buildings sutitable for use and meeting all city and county codes
and inspections.
h. The Macrum Quality Buildings, Inc. Proposal as revised and submitted
to the Weld County Division of Human Resources as Attachment III.
A formal contract will be prepared based on the agreements reached under
the Pre Contract Letter of Intent.
This Pre Contract Letter of Intent was agreed upon this 22nd day of May, 1984.
